As a way to achieve carbon neutrality, hydrogen energy is an important component of the future national energy system, and it is necessary for the selection of hydrogen technology routes and the formulation of hydrogen energy development plans. In March 2022, China issued the Medium and Long-term Planning for the Hydrogen Energy Industry (2021-2035), which makes strategic positioning and overall requirements for the development of hydrogen energy from the national level. On the basis of grasping the content and development direction of China’s hydrogen energy planning, through the collection and research of literature, combined with the situation of fuel cell demonstration cities and hydrogen energy power technology routes, this paper analyzes the development route of China’s hydrogen energy industry, the degree of localization of key materials and components, elaborates the application and status quo of hydrogen energy in the field of transportation, and gives reasonable suggestions.

氢能作为未来国家能源体系的重要组成部分,是实现碳中和的重要途径,氢动力技术路线的选择、氢能发展规划的制定十分重要。2022年3月我国发布《氢能产业中长期规划(2021-2035年)》,从国家层面对氢能发展作出战略定位和总体要求。在把握我国氢能规划内容与发展方向的基础下,通过文献综述,结合燃料电池示范城市发展情况、氢能动力技术路线内容,分析我国氢能产业发展路线、关键材料及部件国产化程度,阐述氢能在交通领域的应用及现状,提出发展建议。

As a way to achieve carbon neutrality, hydrogen energy is an important component of the future national energy system, and it is necessary for the selection of hydrogen technology routes and the formulation of hydrogen energy development plans. In March 2022, China issued the Medium and Long-term Planning for the Hydrogen Energy Industry (2021-2035), which makes strategic positioning and overall requirements for the development of hydrogen energy from the national level. On the basis of grasping the content and development direction of China’s hydrogen energy planning, through the collection and research of literature, combined with the situation of fuel cell demonstration cities and hydrogen energy power technology routes, this paper analyzes the development route of China’s hydrogen energy industry, the degree of localization of key materials and components, elaborates the application and status quo of hydrogen energy in the field of transportation, and gives reasonable suggestions.

在全球着力推进实现碳中和目标背景下,利用清洁高效的氢能,已成为越来越多国家的共识。全球主要国家先后规划出台国家层面的氢能战略,如欧盟燃料电池与氢能联合组织(FCH JU)发布《欧洲氢能路线图》[1],将氢能视为交通、工业特定行业实现大规模脱碳的最佳选择。美国燃料电池和氢能协会发布了《美国氢能经济路线图》[2],提出氢能对于实现能源结构低碳的重要性。日本发布《氢能与燃料电池战略路线图》[3],制定具体的氢能行动目标和实现路径。韩国发布《氢能经济发展路线》[4],涉及交通、发电、生产、储存和安全领域。通过政府层面的战略,鼓励氢能在化工、电子、冶金、能源、航空航天以及交通[5]领域的广泛应用,氢能也因具有高热值、多来源的特点,成为能源转型的重要载体。
因此,制定明晰的氢能发展战略、适宜的氢能动力技术路线,助力实现氢能全产业链绿色低碳,交通领域深度脱碳十分必要。本文通过解析我国氢能规划的重点方向,分析当下氢能动力的技术路线、氢能发展路径与潜在的应用场景,阐述我国氢能产业与应用端发展现状并给予趋势研判、发展建议。
2022年3月,我国发布《氢能产业发展中长期规划(2021—2035年)》[6],是贯彻落实党中央、国务院策略部署的重要体现,在推进我国氢能产业高质量发展方面将发挥战略引领作用。该规划总体框架为“战略定位、总体要求、4大举措、1项保障”,内容重点关注氢能定位、可再生能源与氢、扩大氢能示范应用场景及技术创新4大方面。
目前,我国终端碳排放中15%来源于交通领域,年均增速超过5%[7]。煤炭、石油、天然气及氢能多种能源中,氢能因无含碳量,成为助力交通领域深度脱碳、促进电力与建筑、交通运输和工业互连的重要能源。欧美日韩中等全球各国氢能规划目的依据各国国情各不相同,但各国都将氢能视为未来国家能源体系的重要组成部分,助力交通领域减排、绿色发展是氢能的普遍战略定位。
根据国际能源署(IEA)等机构综合分析可知,2020年灰氢、蓝氢及绿氢成本分别为9.17元(1.3 美元)/kg、14.10元(2.0 美元)/kg、33.84元(4.8 美元)/kg,利用可再生能源制取氢气成本高昂成为制约其发展的重要原因。综合分析当前电解水制氢技术与装置特点可知,质子交换膜电解水技术运行灵活、可支持快速变载,具有较高的电流密度[8](1~4 A/cm2)、可以更好适应风电等可再生能源发电波动性的特点,通过装置优化升级、成本降低,更有技术优势。未来利用工业副产氢过渡,在风光水电资源丰富地区,开展可再生能源制氢示范,逐步扩大示范规模、促进可再生能源制氢加氢一体化加氢站基础设施建设措施,实现到2025年,可再生能源制氢量达到10~20 万t/年的规划目标,最终实现“可再生能源+氢”的产业生态环境。
以燃料电池为重要的氢动力技术路线,结合5大燃料电池示范城市群工作目标及现状(表1),截至2022年12月,新能源汽车国家监测与管理平台累计接入氢燃料电池汽车10 564辆,加氢站已累计建成超过274座。未来,在国家与地方政策及市场双驱动下,逐步建立燃料电池与纯电动互补发展模式,积极探索航空、船舶等更多领域应用场景,形成交通、储能、发电等多元化发展体系。
国家在氢能战略规划中,重点提出氢能技术、可再生能源技术及氢能应用端上下游技术创新。与“十三五”初期产品相比,氢燃料电池电堆功率提升37%,低温冷启动温度提升60%,最高能效提升9%[9]。未来,在燃料电池电堆及材料技术水平、批量生产技术、燃料电池系统寿命和可靠性耐久性方面将继续攻破技术壁垒,实现燃料电池全产业链国产化,向大功率、高功率密度产品发展。
当前对氢能的利用主要以燃料电池技术为主,但由于成本高昂,包括催化剂贵金属、氢气制取等方面材料与技术的制约,氢燃料电池技术还未能在多场景中应用中普及。与此同时,利用氢气可燃性通过内燃机燃烧的氢动力内燃机技术路线逐渐受到关注,氢气与燃料电池、氢内燃机这2条主要技术路线在应用场景中各有利弊,如表2所示。
我国燃料电池电堆及系统技术整体较“十三五”期间有较大发展,但主要零部件与国际先进水平差距各不相同。质子交换膜作为膜电极核心材料之一,国产化率不断提高,2020年国产质子交换膜需求量为44 000 m2,其中,国产质子交换膜市场占有率为7.5%[10]。当前国内单车Pt用量约为0.3 g/kW,与国际先进水平存在一定差距。针对Pt资源有限,原料成本高昂的问题,催化剂综合性能需要进一步提升。国内石墨双极板较成熟,金属和复合材料双极板在我国研究起步较晚,技术和国产化程度仍有提升空间。
氢内燃机在结构上与传统内燃机差距不大,其生产可以依托现有工业体系,进行低成本批量生产,但车载储氢、爆燃及回火问题仍需关注[11]。一方面,将氢气引入发动机中,需要技术与装备支持,解决在有限空间储存足量氢气,以保证氢燃料供应面临的挑战;另一方面,由于氢内燃机自身特点而产生的爆燃、回火安全问题有待解决。若能建立适应氢气特性的内燃机体系,氢内燃机在短期内将有力支撑交通减碳。
目前我国已经形成涵盖宏观政策、财政优惠、技术创新多方面的氢燃料电池汽车政策体系,随着2020年国家“以奖代补”和示范城市群陆续公布,氢燃料电池汽车相关政策数量快速增加,2022年一季度超过200项,相关地方政策规划数量仍在上升中。各产业链相关企业积极布局氢燃料电池,探索商业化模式,结合示范政策、市场发展现状和2022年北京冬奥会等重大活动的需求,我国形成了氢燃料电池商用车先行的布局,尤其是中重型商用车,包括客车和重型载货车,其采购量和投放量增加,并在全国各地陆续开展示范运营,应用场景主要涵盖环卫、物流、港口运输、城际货运、矿石和渣土运输。对于氢燃料电池乘用车国内企业积极研发布局,但尚未形成示范运行格局。
2022年10月,工信部发布《关于2018—2020年度新能源汽车推广应用补助资金清算审核终审和2020—2022年度补助资金预拨情况的公示》[12],2018—2020年期间,共计有10家车企的2 317辆燃料电池汽车通过了专家审核,共获得国家财政补贴资金累计为10.241亿元,平均每辆车可获得补贴金额为44.20万元。本批次通过终审的车型均为燃料电池商用车,其中,燃料电池厢式货车和燃料电池客车占比分别为51%、49%,具体情况如图1所示。
同时,2022年前3季度工信部发布的燃料电池汽车产品公告中,累计上榜284款燃料电池商用车,总占接近100%,燃料电池乘用车车型仅为3款,如北汽和重庆长安燃料电池乘用车型(图2图3)。
根据终端上牌数据,2022年1—9月燃料电池汽车累计实销2 589辆,其中燃料电池货车和客车累计销量2 508辆,占比96.87%,燃料电池乘用车累计销量81辆,占比3.13%[13]。结合各类数据乘商用燃料电池车型占比情况可知,当前,我国燃料电池汽车商用车先行,形成初步发展规模,乘用车、商用车发展阶段不同。
航空领域CO2排放量占全球CO2排放总量的2%以上[14],而氢燃料飞机具有很多优势,如液态氢燃料不会产生过多排放污染物,与推力相同燃用传统化石燃料的航空发动机相比,其燃烧产物主要为水,同时氢燃料所具有的热值较高,约为传统航空燃油的280%[15]。因此,随着氢燃料电池新能源技术的发展,全球主要国家纷纷布局研制新能源飞机。2015年,德国航空航天中心推出全球首架氢燃料电池飞机HY4的研制计划。美欧积极倡导氢能动力飞机,布局出台了一系列计划。欧盟“洁净天空3”计划中强调,环保型绿色飞机需在2035年投入使用。2020年9月,空客公司发布ZEROe氢能概念机,预计搭载120~200名乘客,航程为3 700 km左右[16]。2021年年初,英国启动了开发新型氢燃料电池动力系统的氢电混合动力系统(H2GEAR)项目(图4),初期应用于19座通勤飞机,后将拓展到79~90座支线客机[17]
在2017年1月,由中科院大连化物所与辽宁通用航空研究院联合研制的我国首架双座氢燃料电池试验机在沈阳试飞成功[18],目前辽宁通用航空研究院正在开展4座氢燃料电池飞机的研制。2019年3月,中国商飞“灵雀H”新能源验证飞机(图5)在郑州机场试飞成功[19],探索飞机动力、氢燃料电池技术、动力系统集成、安全保障技术在飞机上的融合发展。未来,随着相关政策与标准体系建设和氢燃料飞机相关系统设计、基础设施关键问题的完善,氢能动力飞机将进一步发展。
在航运领域,柴油机动力船舶伴生的能耗与环境问题日渐突出,如2020年我国航运业二氧化碳排放量约占交通运输领域排放量的12.6%,水运交通运载工具绿色化是水运行业未来的发展趋势[18],在此背景下,全球主要国家积极开展氢动力船舶研发。国外氢动力船舶产业发展相对成熟,应用场景已涵盖湖泊、内河、近海场景[20],如德国Alsterwasser内河氢燃料电池游船,配备2套燃料电池系统,每套峰值功率48 kW,最大载客量为100人[21],美国WATER-GO-ROUND,配备功率为360 kW的燃料电池系统,载客80人[22]。2021年,我国“仙湖1号”游船[23]利用30 kW质子交换膜燃料电池系统,载客达20~30人,同年“三峡氢舟1号”方案设计通过审查,将利用500 kW质子交换膜燃料电池和电池系统实现最高航速达28 km/h。未来,我国氢动力船舶应用场景,可按照先内河、湖泊,再近海,最后远洋的发展顺序[20],通过加大氢能利用范围和规模,打造氢能航运产业生态,促进重点地区氢能产业链全面发展。
与传统内燃机相比,氢内燃机具有节能环保、输出功率高的特点,至今已有几十年的发展历史,早在2000年,如福特汽车、宝马等车企就开始了氢内燃机的研究,国内如长安汽车曾投入资金进行氢内燃机研发。我国在2009年,由北京理工大学氢内燃机团队成功开发出我国第一辆氢内燃机轿车,并成功行驶超过10 000 km,目前北京理工大学氢内燃机团队基本搭建氢内燃机的整套试验台系统[24]。2022年,一汽、潍柴、广汽先后发布氢内燃机相关产品。2022年6月8日,一汽解放自主设计研发的国内首款重型商用车缸内直喷氢气发动机成功点火并稳定运行[25],该款氢气发动机基于13 L重型发动机进行设计,额定功率为372 kW,指示热效率达到55%,性能指标国内领先。
在国家氢能战略的推动下,明确氢能发展目标、技术路线、重点内容,通过燃料电池城市群的示范作用,吸取经验与不足,逐步完善氢能政策体系和标准法规,融合政府、行业、企业多方力量,依托我国超大规模市场优势,培育壮大龙头企业,逐步降低燃料电池制造成本,实现规模经济。
通过设立氢能相关技术研究课题等形式、鼓励技术重点突破,不断创新。同时以燃料电池技术为主要发展路线,以氢燃料电池汽车为突破口,逐步扩大氢能在飞机、船舶交通领域的应用,明晰适应我国国情的氢能动力技术应用场景,结合国外先进经验,实现交通全领域的深度脱碳和绿色发展。
本文通过解析我国氢能战略,分析了当前氢能动力主要利用形式及应用场景的发展现状及未来趋势。未来,随着示范城市的推进,我国氢能在政策和市场方面都将进一步完善,燃料电池电堆及相关部件关键技术继续优化,实现国产化替代及超越,最终燃料电池产品实现更大功率、更高功率密度以及更优可靠性和耐久性。同时,氢能动力应用场景将以燃料电池商用车为先,积累示范应用经验,逐步扩大到乘用车、船舶和飞机的陆、海、空交通领域,助力氢能实现交通行业的深度脱碳,推动我国双碳目标有效达成。
