The European Union issued COMMISSION REGULATION (EU) 2018/1832, which requires vehicles to be equipped with devices, i.e. On-Board Fuel and/or Energy Consumption Monitoring (OBFCM)devices, which can measure fuel consumption in real time, requires the accuracy of the collected data and requires that the fuel consumption data stream should meet the current vehicle-machine communication standards. In this paper, the feasibility of vehicle terminal coverage of OBFCM is studied by comparing and analyzing the OBFCM device and the policy, function and technology of vehicle fuel consumption monitoring in real time. The results show that the vehicle terminal coverage OBFCM device can be applied in all aspects above, and has great development prospects. China should carry out the collection of driving data for fuel consum-ption as soon as possible and establish relevant industry standards.

欧盟于2018年颁布了法规COMMISSION REGULATION(EU)2018/1832,该法规要求车辆安装可以实时测量燃油消耗量的装置(OBFCM),对于采集到的数据提出精度要求,并要求燃料消耗量数据流应能满足现行的车机通讯标准。通过将车辆燃油消耗量实时监测OBFCM装置和车载终端政策、功能、技术方面进行对比分析,研究车载终端覆盖OBFCM实施的可行性。结果表明,实施车载终端覆盖OBFCM在上述各方面均可行,具有很大的发展前景。我国应尽早开展汽车行驶燃油消耗数据收集,并建立相关行业标准。

欧盟于2018年颁布了法规COMMISSION REGULATION(EU)2018/1832,该法规要求车辆安装可以实时测量燃油消耗量的装置(OBFCM),对于采集到的数据提出精度要求,并要求燃料消耗量数据流应能满足现行的车机通讯标准。通过将车辆燃油消耗量实时监测OBFCM装置和车载终端政策、功能、技术方面进行对比分析,研究车载终端覆盖OBFCM实施的可行性。结果表明,实施车载终端覆盖OBFCM在上述各方面均可行,具有很大的发展前景。我国应尽早开展汽车行驶燃油消耗数据收集,并建立相关行业标准。

The European Union issued COMMISSION REGULATION (EU) 2018/1832, which requires vehicles to be equipped with devices, i.e. On-Board Fuel and/or Energy Consumption Monitoring (OBFCM)devices, which can measure fuel consumption in real time, requires the accuracy of the collected data and requires that the fuel consumption data stream should meet the current vehicle-machine communication standards. In this paper, the feasibility of vehicle terminal coverage of OBFCM is studied by comparing and analyzing the OBFCM device and the policy, function and technology of vehicle fuel consumption monitoring in real time. The results show that the vehicle terminal coverage OBFCM device can be applied in all aspects above, and has great development prospects. China should carry out the collection of driving data for fuel consum-ption as soon as possible and establish relevant industry standards.

“双碳”目标推动着我国生产和经营方式绿色转型,而控制汽车排放作为降低碳排放的主战场之一,是实现“碳达峰”的重要方向。二氧化碳排放达峰时间越早,峰值排放量越低,越有利于实现长期“碳中和”目标[1]
同样,欧盟委员会(EC)从2009年开始也制定了有约束力的目标来减少轻型车CO2排放。然而,原轻型汽车测试循环采用的新欧洲驾驶循环(New European Driving Cycle,NEDC)为稳态工况,相比之下,实际道路行驶中影响油耗和排放的因素很多,这导致轻型汽车CO2排放量监测值和实际值存在显著差异,这种差异被称为油耗差距。油耗差距逐年增加,从2006年的6%增长到了2017年的40%[2],为此,欧盟发布了全球轻型车测试规程(World Light Vehicle Test Procedure, WLTP),以更真实地捕获轻型车辆的能源、燃料消耗和CO2排放。基于以上情况,欧盟委员会(EC)规定使用车载燃料和能源消耗监测(On-Board Fuel and/or Energy Consumption Monitoring, OBFCM)设备收集道路上车辆的燃料和能源消耗数据[3]
国内对于OBFCM的研究仍处于探索采集数据和计算油耗值的阶段,本文中车载终端可以实现精确计算,远程服务提供商(Telematics Service Provider,TSP)平台可以支撑大数据平台建设,车载终端覆盖OBFCM的研究填补了研究OBFCM领域实际应用上的空白。引入OBFCM装置对我国汽车减少碳排放有重要意义,但OBFCM相关法规和指导政策的缺失,无疑为一些汽车企业的产品出口带来了负担和压力。
欧盟近年来出台了一系列法规对于OBFCM进行规范要求(图1)。COMMISSION REGULATION (EU)2017/1151提出,对于法规4a条规定的车辆上配备的OBFCM装置,应能够记录由发动机控制单元测量和计算得到的参数最精确值,并按照相关标准修约后储存于车辆上。COMMISSION REGULATION (EU) 2018 /1832中明确了车载燃料或能源消耗监测装置(OBFCM)的概念,即“任何一个这样的软件/硬件设计:可检测并利用车辆、发动机以及燃油/电能参数,以确定和提供不少于表中所列信息,并把使用寿命期累积值(Lifetime value)存储在车辆上”[4],要求采集的数据精度小于等于±5%,且燃料消耗量数据流应能满足现行的车机通讯标准。COMMISSION REGULATION (EU) 2021/392中,要求制造商自2021年1月1日起,收集新登记车辆的真实油耗数据。从2023年5月起,当车辆接受定期技术检查时,成员国也应收集真实世界的燃料和能源消耗数据,并应每一日历年向欧盟报告[5]。在OBFCM方面,欧盟的现有法规体系对于我国建设相关标准体系具有重要的参考意义。
车载终端,即“安装在电动汽车上,采集和保存整车及系统部件的关键状态参数并发送到平台的装置或系统”。我国车载终端的标准框架已逐步搭建并在日益完善中,2016年发布的GB/T 32960—2016[6]系列标准搭建了电动汽车远程服务与管理系统的标准框架,规定了车载终端的功能要求、性能要求和数据包结构、数据单元格式,并提出了对应的合规性测试方法。随后发布的GB 17691—2018《重型柴油车污染物排放限值及测量方法(中国第六阶段)》[7]中也新增了关于车载终端的技术要求和通信数据格式的规范性附录。GB/T 40855—2021《电动汽车远程服务与管理系统信息安全技术要求及试验方法》[8]中,对车载终端和平台提出明确的信息安全要求,并给出对应的试验方法。在2022年7月1日起实施的HJ 1239—2021《重型车排放远程监控技术规范》[9]中,则对车载终端新增了信息安全和整车测试相关的要求。从最初对产品定义、功能要求及测试方法的规范到如今对信息安全和数据合规提出了更高要求。车载终端法规内容的充实,标志着车载终端标准框架的发展和完善,为产业提供了日趋成熟的标准体系。
汽车正在朝着智能化、网联化快速发展。在日趋完备的法规标准框架下,车载终端具有成为车辆信息核心模块的趋势[10]。以往车辆搭载车载诊断系统、行车记录仪设备的成功先例,为搭载OBFCM提供了经验。同时,车载终端市场已发展成为较成熟的市场,对于OBFCM来说是一个很好的平台。
功能上,OBFCM应提供发动机控制单元的测量和计算系统最精确的数据。OBFCM应能确认不少于表1的数据,并将生命周期累计值储存在车辆上。
插电式混合动力汽车(Plug-in Hybrid Electric Vehicle, PHEV)车辆至少需要提供以上所有参数,传统动力车辆和混合动力车辆(Hybrid Electric Vehicle, HEV)至少提供燃油总消耗量、总里程、发动机燃油消耗率、整车燃油消耗率和车速数据参数。
车载终端T-Box是智能网联汽车的关键零部件,具有连接车主、TSP平台和政府平台的功能,是车内信号和车外信号的汇聚中心[12]。涉及车载终端功能的现行法规(GB/T 32960, GB 17691, HJ 1014, HJ 1239)均要求车载终端具有数据采集功能,且要求采集的数据中均包含车辆的车载自动诊断系统(On Board Diagnostics, OBD)信息。以HJ 1239.1—2021和GB/T 32960.2—2016为例,标准中功能要求见表2
以HJ 1239.1—2021《重型车排放远程监控 技术规范》为例,该标准要求车载终端采集的数据包括发动机排放相关数据和整车数据。具体数据要求如表3
对比发现,OBFCM只采集发动机控制单元中能耗相关的数据和对应的使用寿命累计值,而车载终端采集的数据信息覆盖面更广,且部分涵盖OBFCM中记录数据。欧盟推行OBFCM强制在车上搭载的要求主要是加强对汽车燃料消耗量或电能消耗量的监测,旨在消除排放差异以期达到更好管控能源与排放,尽快实现“碳中和”的目的。而车载终端搭载更多的功能,其中不同的端口发挥着不同的作用。因此,车载终端覆盖OBFCM的研究对于车辆自身状态监控、汽车主机厂远程操控和政府监管数据收集以及交通系统完善工作意义重大。
根据我国现行的GB 18352.6—2016 《轻型汽车污染物排放限值及测量方法(中国第六阶段)》,轻型乘用车应兼容 ISO 15765-4:2016《道路车辆—对控制器区域网 (CAN ) 的诊断第4部分:与排放有关系统的要求》规范[13-14]
COMMISSION REGULATION(EU) 2018/1832要求,OBFCM系统收集的数据应符合 UN/ECE R83中附录1、附件11的相关规定,即满足ISO 15031-5:2015《道路车辆—车辆与排放有关诊断用的外部试验装置之间的通讯 第5部分:排放有关的诊断服务》[15]或满足基于统一诊断服务(Unified Diagnostic Services,UDS)协议的OBD诊断服务和测试模式标准SAE J1979-2 APR2021[16]版相关要求,这意味着OBFCM收集的数据格式规范与对OBD的数据要求一致。其中ISO15031-5: 2015 排放有关诊断服务规定了诊断数据的输出格式和单位。此外,SAE J1979-2 APR2021也定义了输出标准,功能与ISO 15031-5: 2015一致。ISO 15031-5: 2015和SAE J1979-2 APR2021的标准兼容CAN和K_line通讯,国五和国四阶段的乘用车大部分使用的是K线,国六阶段全部统一使用CAN总线。依照 ISO 15031-5: 2015规定的数据格式和数据类型,可以实现车辆数据应答和双向控制信息交互。
OBFCM集成于车载终端技术关键在于以下2点:(1)UDS服务;(2)平台协议。通过UDS服务采集表1中的信息并上报;开发分2部分:(1)UDS读取;(2)上传平台,即平台协议开发。UDS诊断服务[17]基于ISO14229-1:2020[18],对于OBFCM通信开发,可以参考OBD诊断通信[19]:定义网络层协议要求参照ISO 15765-4:2016;硬件实现方式为访问CAN控制器。OBFCM需提供的数据(表1)被相应传感器测出后,由车载终端通过CAN线采集并储存,以支持CAN接口导出和主动上报。
对于表1中含Lifetime标识的参数,应当永久保存在车载终端内,计数器不应复位。以下情况为特例:
(1)只有电子控制单元(Electronic Control Unit, ECU)因设备断电导致数据丢失的情况发生时,才可以在蓄电池与车辆断开时给Lifetime value计数器作复位(Reset,电控单元复位-$11服务)。
(2)更换ECU,或Lifetime计数器出现故障。
(3)UN/ECE R83法规Annex I-Appendix I中另有规定。
目前,已有国产品牌将OBFCM功能集成于车载终端上的先例。某国产品牌为满足海外版车辆出口认证需求,对其T-Box供应商提出开发具有OBFCM功能车载终端的要求。实际开发中,其报文格式和精度均按照出口国相应的OBD格式(ISO 15031-5:2015)进行开发,并顺利通过该国检测认证。
功能不断拓展的车载终端有望涵盖OBFCM装置的功能要求,将OBFCM装置的要求集成于车载终端在功能对比上具有可行性。OBFCM的UDS诊断协议与OBD相同,且同样基于CAN控制器。在技术层面来看,难点在于软件开发,风险点在于平台协议开发[16]。车载终端覆盖OBFCM仍有一定挑战性,但整体上可以实现,具有一定的可行性。
OBFCM装置在我国处于起步阶段,国外标准对我国OBFCM法规体系的建设具有重要参考价值。国内OBFCM装置应用前景广阔,车载终端也在飞速发展。从汽车节能减排政策和汽车智能网联化发展方向来看,OBFCM与车载终端集成发展前景广阔。
车载终端功能上覆盖较广,基本涵盖了OBFCM装置的监测项,需增加对燃油消耗率的读取和上报功能。
OBFCM需上传的数据可以通过CAN总线采集,通过车载终端传输并保存。目前诊断通信与国六标准兼容。对于汽车企业,开发难点和关键点在于UDS读取和平台协议开发。
综上,车载终端集成OBFCM在法规政策上、功能上以及技术上都可以实现。由此可见,车载终端覆盖OBFCM具有可行性。
