In order to effectively evaluate and control the operational risks of unmanned aerial vehicle(UAV), based on the summary of various risk factors of UAV ground impact, the possible causes of UAV ground impact were analyzed, corresponding control measures were determined, and a safety barrier model combining risk analysis and control technology was established. It can clearly display the logical relationship between the causes of UAV operation safety, mitigation measures and accident consequences. Bow-tie (BT) model was mapped to Bayesian network (BN), each element of BT model was quantified, and the probability of unsafe events was calculated. The results show that the model can clearly show the risk control process and effectively reduce the operational risk of UAV. It provides an efficient and practical method for the operational risk assessment and control of UAV.

为有效评估并控制无人机(unmanned aerial vehicle,UAV)运行风险,在总结无人机地面撞击各种风险因素的基础上,分析无人机地面撞击可能的发生原因,确定相应的控制措施,建立风险分析与控制技术相结合的安全屏障模型,可清晰地显示无人机运行安全致因、缓解措施以及事故后果之间的逻辑关系;进一步将蝴蝶结(bow-tie,BT)模型映射到贝叶斯网络(Bayesian network, BN),量化BT模型中各要素,计算不安全事件发生的概率。结果表明:该模型能够清晰地展现风险控制过程并有效降低无人机运行风险,为无人机运行风险评估与控制提供了一种高效、实用的方法。

为有效评估并控制无人机(unmanned aerial vehicle,UAV)运行风险,在总结无人机地面撞击各种风险因素的基础上,分析无人机地面撞击可能的发生原因,确定相应的控制措施,建立风险分析与控制技术相结合的安全屏障模型,可清晰地显示无人机运行安全致因、缓解措施以及事故后果之间的逻辑关系;进一步将蝴蝶结(bow-tie,BT)模型映射到贝叶斯网络(Bayesian network, BN),量化BT模型中各要素,计算不安全事件发生的概率。结果表明:该模型能够清晰地展现风险控制过程并有效降低无人机运行风险,为无人机运行风险评估与控制提供了一种高效、实用的方法。

In order to effectively evaluate and control the operational risks of unmanned aerial vehicle(UAV), based on the summary of various risk factors of UAV ground impact, the possible causes of UAV ground impact were analyzed, corresponding control measures were determined, and a safety barrier model combining risk analysis and control technology was established. It can clearly display the logical relationship between the causes of UAV operation safety, mitigation measures and accident consequences. Bow-tie (BT) model was mapped to Bayesian network (BN), each element of BT model was quantified, and the probability of unsafe events was calculated. The results show that the model can clearly show the risk control process and effectively reduce the operational risk of UAV. It provides an efficient and practical method for the operational risk assessment and control of UAV.

近年来,无人机系统(unmanned aircraft system,UAS)相关技术快速发展,其应用场景不断拓展,但无人机(unmanned aerial vehicle,UAV)的广泛运行为其他空域用户和地面人员带来新的安全风险和问题。因此,无人机运行管理就显得尤为重要;同时,随着低空空域的逐步开放,无人机运行风险与分析在未来无人机运行管理将会更加重要。如何确保无人机安全运行成为当前中外机构与学者研究的热点。
在国家、地区政策方面,欧洲航空安全局(European Union Aviation Safety Agency,EASA)、联邦航空局(Federal Aeronautics Administration,FAA)和中国民用航空局等组织均发布了无人机的适航规章或指导文件[1-3],其主体思路都是在不同场景下对无人机的运行风险进行分类研究以更好地控制风险,从而提高民用无人机的安全运行效率,为无人机的规范管理和监督提供了有力支持,推动了无人机安全运行的发展。
在风险分析方面,风险分析方法众多且趋近成熟,从目前各国家航空安全机构采用的无人机运行风险评估方法来看,可分为:标准风险分析方法和基于概率模型的方法。标准风险分析方法,使用安全风险管理流程,在该流程中进行分析,以识别与拟议的无人机运行应用和用例相关的危险及其可能的原因,以及任何现有的安全控制或拟议的缓解策略。美国联邦航空管理局的无人机系统安全风险管理(unmanned aircraft systems safety risk management,UAS SRM)框架、无人机规章制定联合体(joint authorities for rulemaking of unmanned systems,JARUS)的特定运行风险评估(specific operations risk assessment,SORA)等无人机运行风险评估方法都属于此类[4]。基于概率模型的方法,使用类似的风险评估体系结构,并研究采用综合概率模型进行风险评估的可行性,如故障树分析、贝叶斯网络、蝴蝶结(bow-tie,BT)模型等方法[5-7],其中贝叶斯网络已广泛应用于多种领域的风险评估中,如建筑物火灾[8]、人因可靠性分析[9]等。在无人机风险控制方面,Barr等[10]采用贝叶斯网络分析三类不同无人机的空中碰撞和坠落事故,并提出安全风险管理策略。贺强等[11]设计了一套无人机系统飞行安全风险评估与控制系统,通过危险源识别与无人机事故案例,提出风险控制措施。综上可知,现有研究目前研究多采用定性或定量方法建立风险评估模型对无人机运行风险进行分析与评估,而缺少将风险控制措施纳入概率风险分析过程的数学方法,较少将对策建议具体为针对某一风险的各项控制措施加入事故链并分析效果,存在风险控制过程与风险事件发生的分析过程割裂等问题。
因此,将针对地面撞击风险,梳理无人机系统(unmanned aircraft systems,UAS)运行安全风险因素,利用BT模型链条化、图形化的特点建立安全屏障模型梳理不安全事件演化过程[12-13],并结合贝叶斯网络将各风险事件发生的可能性转化为不安全事件发生概率,量化控制措施如何影响风险事件来减轻事故后果,最终达到降低无人机地面撞击风险的目的。
从无人机运行不安全事件导致的后果来看,无人机运行风险包括主要风险和次要风险两种。无人机运行主要危险是:①无人驾驶飞机和其他航空器之间的碰撞,无论其他航空器是否在空中;②无人机或其组件,影响到位于地面上的人员或设施。而主要风险有可能会导致次要风险,如火灾、碎片坠落和污染物的释放,这可能会对地面上的人员和财产构成风险。
图1显示了无人机运行过程的主要风险和次要风险之间的关系,以及处于风险中的价值实体,价值实体则是因无人机运行带来的安全风险而受到危害的人员或设施。
当前,低空无人机运行需求不断增大,在低空空域内,无人机坠落对地面撞击区域的人员,特别是与无人机运行无关的第三方人员的安全造成威胁的事故已成为低空空域无人机运行的首要风险[14]。多数国家采用无人机在隔离空域独立运行的模式,极少出现由无人机与有人机空中相撞导致的对地面安全的威胁,无人机系统失效(主动或者被动)则成为无人机坠落的主要原因。从无人机运行系统角度出发,分析可能造成无人机地面撞击的风险要素,为后续控制方法的应用提供基础。
无人机运行的整个过程构成了无人机运行系统,是指无人机系统及其与国家空域系统和相关支持服务要素相互联系而组成的运行系统,包括无人机系统、运行环境、运行管理和运行人员4个方面。每一方面都由诸多要素组成,其组成结构的任一环节发生故障均有可能造成失效,从而引发地面撞击。根据无人机运行结构,并通过案例统计近二百起无人机坠机事故案例,总结造成多旋翼无人机地面撞击的故障原因,结合无人机运行系统形成了无人机地面撞击失效结构图,如图2所示。
同时结构图(图2)中4种要素之间也存在着相互关系,因此某一风险(如地面撞击)的发生必然不会是单一因素引发的结果,如监督管理不足导致维修差错,在无人机运行过程中出现桨叶松动,使得无人机失去动力,从而引发地面撞击。因此使用BT模型进行事故梳理能够帮助运营方清楚地掌握事故发生的详细过程。
BT方法从危险源、顶级事件、威胁和后果的相互关系详细分析风险,通过设置防止一定量的不安全事件发生的屏障进行风险控制,帮助安全管理者系统地、全面地分析安全风险。模型中各要素定义如下。
本文模型将无人机在地面设施以及人员等周围运行定义为无人机运行的一种不安全状态,即发生地面碰撞的危险源;当危险源失去控制,无人机发生地面撞击,即本文模型要分析的顶级事件。
本文模型将可能引发无人机地面撞击的各种因素归类为4种失效模式,并作为BT模型的输入端(事故原因)。无人机地面撞击4种失效模式,具体如下。
(1)非预期下降。无人机系统失去维持与人员及物体安全距离的能力(飞手或飞控系统有引导无人机到更安全地方的可能)。
(2)失控。无人机系统出现故障导致无人机高速撞击地面(无人机可能无法被介入)。
(3)可控飞行撞地。可靠的无人机系统因飞手失误而撞击地面。
(4)组件掉落。无人机系统组件、吊挂货物掉落而撞击地面。
屏障分为防止顶级事件发生的预防型屏障以及减少后果程度的缓解型屏障,针对导致顶级事件发生的源头,本文模型从事故发生前的源头消除、风险预防到事故发生后的防止恶化、减轻后果4个阶段建立起屏障,以期把事故发生后果的概率降低到可接受的水平。
预防型屏障的设置上,对于非预期下降、失控以及组件掉落3种威胁情况,本文模型从增加系统可靠性到系统发生故障后能够及时恢复到正常状态两个方面建立。对于可控飞行撞地情况,一般选择提升飞手熟练度/飞行经验,以及在飞行前尽可能熟悉运行区域的地形,对于突发情况以便能够及时做出反应。
缓解型屏障的设置上,本文模型从无人机存在地面撞击的状态时尽量减少地面高速冲击、预计撞击位置处的损坏程度、地面人员出现在危险区域的可能性、人员受伤程度以及最后的应急救援准备5个方面建立起屏障以此减轻后果的严重程度。
对于地面撞击事故发生的后果主要关注的是对地面第三方的伤害以及对地面关键基础设施的破坏,因此将其作为本文模型的输出端。
根据模型参数定义,建立以四大威胁为主体的系统级无人机地面撞击安全屏障模型,如图3所示。模型中的威胁可能由不同的故障原因导致,每种故障原因可归类到4种威胁之内,因此每个威胁又可以进一步建立低层级的BT图。以非预期下降为例,引发无人机非预期下降威胁场景的故障原因有发动机故障、导航系统故障等。同时,发动机故障等故障原因在实际情况中有可能会导致两种及两种威胁以上发生的可能,故而为每种故障原因定义一种威胁。因此又能将模型中的威胁作为顶级事件进行拓展,向前分析威胁发生的具体原因、向后分析可能导致的后果。
模型针对非预期下降场景设置两道预防型屏障,其中增加系统可靠性的控制方法包括制定飞行计划、飞前检查(系统、运行环境)、设计时使用高质量系统组件等;故障恢复的控制方法例如切换至手动、自稳、自动返航等模式、嵌入发动机重启等故障恢复程序、检测飞行过程中的故障并予以警告等。当预防型屏障被突破,顶级事件发生,为减轻对地面人员及基础设施的损害,设置5道缓解型屏障,撞击位置屏障所包含的控制方法有使用高地形、树木或其他结构作为无人机和危险区域人群之间的物理屏障、电子地理围栏等;能量管理屏障包括无人机降落伞、安全气囊、电池防爆袋等;暴露屏障包括危险警告提示、设置物理围栏、疏散危险区域人群等;实体响应屏障包括个人防护装备、紧急临时遮挡物;应急程序屏障包括应急服务、应急救护设备等。
基于BT得出一个简单的风险数学模型,为在数值方面体现后果发生的概率,对模型中各要素进行参数化。根据BT模型,若已知威胁初始发生概率和屏障成功发挥作用的概率(即屏障有效性),就能够计算出顶级事件和后果的发生概率,以此确定所构成的风险是否已降低到可接受水平。屏障有效性可以通过运营商历史运行故障数据、模拟数据以及制造商规范等估计得出。
为方便计算,对于BT模型中的各要素进行参数化处理:令t表示威胁,从威胁t到顶级事件T的传入路径I上的m个预防屏障分别定义为${P}_{1},{P}_{2},\dots,{P}_{m}。$类似地,从顶级事件T到后果C的传出路径O上的q个恢复屏障定义为${R}_{1},{R}_{2},\dots,{R}_{q}。$并考虑各事件存在两种状态:发生(T)和失败(F)。特别地,针对屏障,发生即为屏障被突破,失败状态即为屏障未被突破。
以某一多旋翼无人机坠地事故为例进行风险分析,该无人机在人口稀疏区域进行超视距运行,执行大面积勘测任务,需要低速运行并且进行高度转换,持续时间长,机组成员由远程机组人员构成。根据无人机运行实际情况,事故由电机故障、无线电干扰、飞行小组成员疲劳直接或间接造成,根据事故原因设置安全屏障建立BT模型,如图4所示。
一般情况下,顶级事件T与多个威胁t、多种结果C相关,并且存在多条传入路径和传出路径(路径之间相互独立),因此若有一个传入路径Ii发生,则顶级事件发生。因此,顶级事件的发生概率为

同时已知传入路径的发生与路径上威胁发生和预防型屏障被突破相关,又根据贝叶斯定理中的链式规则和条件独立性假设原则,则传入路径I 的发生概率可表示为

顶级事件到结果之间往往只有一条路径,由此某一后果Ci发生的概率为

式(4)中:P(Rij)为对应某一后果Ci的第j个缓解型屏障被突破的概率。
上述推理过程可以在已知屏障性能的情况下得出安全风险发生的无条件概率,并据此判断风险发生的大致情况,但并未考虑到要素之间的因果关系,具有片面性。在解决实际问题时,BT模型中各要素之间可能存在着因果关系或者其他相互关系,并且在各要素信息不足的情况下,当控制策略发挥效用时,难以直观地体现出控制的有效性。因此,通过上述BT传递原理,利用贝叶斯网络方法在有限的、不完整的、不确定的信息条件下进行学习和推理这一优点,使用条件概率表达各个信息要素之间的相关关系。
依托BT模型建立贝叶斯网络。由于BT模型和BN在原理和模型上具有相似性,同时贝叶斯网络是一种定量风险分析方法,可以描述事件的多种失效状态及事件间的相关性,因此利用映射算法将BT向BN进行转换。
以BT模型中故障树/事件树的贝叶斯网络安全风险建模与评估方法为基础[15],将屏障作为屏障节点加入贝叶斯控制网络进行无人机运行风险脉络梳理,可实现有效的风险控制[16]。根据BT模型中威胁及安全屏障的有效性确定贝叶斯网络中根节点的先验概率,BT模型中的逻辑门关系对应等价的条件概率分布。将BT映射到贝叶斯网络,使定性分析和定量分析相结合,实现从图形到数值的转换,其映射图如图5所示。
通过构建贝叶斯网络,可以确定某种随机变量处于发生/未发生状态对其他随机变量的影响,即确定状态变量在特定状态下的发生概率,以及给定证据的任何状态变量组合的联合概率。
首先,以3.2节中无人机运行场景构建事故致因贝叶斯网络,在正常运行的情况下,顶级事件地面撞击发生的概率为17.0%,后果人员伤亡的发生概率为8.41%。
根据未加入屏障的原始贝叶斯网络,将控制策略作为控制节点加入贝叶斯网络中,控制措施有效性越高,表明控制效果越高,则被控制的威胁节点发生概率越低。更新相应节点的先验概率和条件概率,绘制出地面撞击事故案例的贝叶斯网络模型,如图6所示。其中,屏障有效性以特定运行风险评估中确定的用于降低地面风险的修正因子取以10为底的对数为基准,并通过专家问询进行细微调整。
分析在3种工况分别发生的情况下,未加入控制节点的原始贝叶斯网络与加入控制节点的贝叶斯网络中顶级事件、后果发生的概率,如表1所示。
因此,在各工况发生的情况下,相较于未加入控制节点的原始贝叶斯网络,加入了控制节点的贝叶斯网络中顶级事件节点和后果节点的发生概率均得到有效降低。
同时,在预防型策略全部发挥作用时,顶级事件发生的概率从17.0%减少至4.13%,缓解型屏障全部发挥作用时,结果发生的概率从8.41%减少至0.47%。因此,相较于不采取控制策略,采取控制策略后地面撞击和地面撞击造成的无人机毁坏后果事件发生的可能性均减小。
研究表明,BT-BN方法能够有效地、全面地分析无人机运行地面撞击风险,设置屏障,继而针对风险设置控制方法,从而降低事故后果发生的概率。BT-BN方法仍可以应用到无人机其他风险分析以及事故案例中使用。因为威胁的初始发生概率是在有限个数据中计算得出,各类数据仍然较高,实际情况中远比其要小得多。
对无人机运行地面撞击风险分析与控制进行研究,得出如下主要结论。
(1)通过建立无人机地面撞击安全屏障模型,更直观地展示分析以及控制安全风险的过程,并通过贝叶斯网络在数据层面表明安全屏障模型对于风险事件的控制程度,为无人机运行提供了一种安全风险分析方法,分析结果可为未来无人机运营机构、监管部门对无人机的风险管理提供有力依据。
(2)受制于当前无人机运行安全信息不足,文中的贝叶斯网络主要依据BT模型在历史经验的基础上建立,未来根据实际经验和数据的不断更新,不断对网络结构和参数进行调整和优化,可更准确反映风险因素间关系及风险发展流程。
