In order to select advanced technologies applicable to civil aircraft, technical characteristics from various fields were integrated to develop an evaluation framework. Five key evaluation dimensions were identified: technology competitiveness, technology readiness assessment, economic impact, engineering methods, and technology standards. From practical case studies, these dimensions were derived and used as the basis for an evaluation index system. A technology application perspective was adopted, utilizing a cloud model and a reverse cloud generator to determine indicator weights. This approach incorporated technical standards from different industries, airworthiness standards, and the entire life cycle of civil aircraft to create comprehensive evaluation guidelines. The results show that this approach effectively compares advanced technologies across different industries, differentiates similar technologies at various levels, and eliminates those that offer no benefit or are unsuitable for civil aircraft. This evaluation approach successfully selects advanced technologies with a high degree of compatibility with civil aircraft.

为了高效筛选可用于民用飞机的先进技术,结合不同领域的技术特点,从实际案例中提取技术竞争力、技术成熟度、经济性、工程方法、技术标准5个评价维度,并建立评价指标体系,提出民机技术适用性评价方法。从技术应用角度出发,采用云模型和逆向云发生器确定指标权重,结合各行业技术标准、适航标准、民机全寿命周期建立指标评价准则,对技术案例进行综合评价。结果表明:该方法能合理对比不同行业的先进技术,区分处于不同水平的同类技术,排除对民机无增益或受到限制的技术,筛选出与民机匹配程度高的先进技术。

In order to select advanced technologies applicable to civil aircraft, technical characteristics from various fields were integrated to develop an evaluation framework. Five key evaluation dimensions were identified: technology competitiveness, technology readiness assessment, economic impact, engineering methods, and technology standards. From practical case studies, these dimensions were derived and used as the basis for an evaluation index system. A technology application perspective was adopted, utilizing a cloud model and a reverse cloud generator to determine indicator weights. This approach incorporated technical standards from different industries, airworthiness standards, and the entire life cycle of civil aircraft to create comprehensive evaluation guidelines. The results show that this approach effectively compares advanced technologies across different industries, differentiates similar technologies at various levels, and eliminates those that offer no benefit or are unsuitable for civil aircraft. This evaluation approach successfully selects advanced technologies with a high degree of compatibility with civil aircraft.

在世界航空发展史上, 各行业先进技术被广泛地应用到民用飞机上,如高涵道比涡扇发动机、复合材料成型技术、导航技术和自主驾驶技术等。先进技术的应用也是提高中国大飞机竞争力的重要因素,如 C919 舱门采用钛合金增材制造零件[1],其客舱应用了先进的环境控制系统。在民机先进技术的应用过程中, 横向评估各技术先进性和应用于民机的匹配程度, 纵向评估各技术的民机适用性, 对民机技术的迭代和先进技术资源的有效利用具有重要意义。
先进技术的评估除了涉及技术本身所处的行业外,还需要综合考虑先进技术的成熟度、经济性、相关成果转化等多种维度。在先进技术的发展转化过程中,可以基于模糊综合评价法,从技术成果、潜在收益、项目进程和项目风险 4 个方面来进行评价[2]。关于先进技术的评价指标体系,翟欣翔等[3] 从先进性、经济性等方面建立技术评价指标体系。李稷[4] 从民用飞机技术应用的角度, 兼顾安全性和性能等, 提出了一套完整的民用飞机技术决策方法。
相较于其他行业的民用技术, 部分来自军用的先进技术在转化过程中还需要兼顾技术保密度和技术通用性的问题[5]。目前针对技术转化和技术研发的评价体系研究相对完善, 但是大多评价采用模糊综合评价法, 针对民机技术适用性评价问题的研究尚鲜见报道。模糊综合评价分析方法可以将对象转化为模糊集合, 通过模糊运算和变换进行定量分析, 但是在进行评价时, 专家的评议的主观性较强,而定量的赋权方法[6] 可能出现与主观认知的重要性相左的情况, 因此可以引入云模型对指标赋权进行改进[7],同时在综合评价阶段引入评价准则, 兼顾各行业的实际情况, 可以改善模糊综合评价法[8],增强其合理性与科学性。
基于此, 从技术先进性、经济性、成熟度等多维度构建民机技术适用性评价指标体系, 引入各维度客观评价准则对各维度指标进行分级评价, 建立先进技术转化民机应用的适用性的多维度综合评价方法并进行验证。为先进技术转化民机应用的决策提供理论支撑和参考依据, 提高技术转化质量与效率。
先进技术适用性评价不同于一般的项目评价, 其特征是不同种类的先进技术具有其独特性及不稳定性。为了达到标准合理统一、评价过程相对较为客观的目的, 在技术适用性评价之初需要选择合理的评价方案。
民机技术适用性评价主要包含两个特征:独特性和不稳定性。独特性在于不同先进技术均有其所处行业与众不同的行业标准或共识, 即便是同类型技术应用于民机的不同部位或结构, 其要求也不尽相同[9]。不稳定性在于部分先进技术处于研发期, 信息不透明度和预期效果并不明朗, 由此更增加了技术适用性评价的难度。
民机技术适用性评价需要从全机集成角度, 结合民机研制周期的实际情况,建立评价流程与体系,对技术进行较为全面、合理的横向评价,如图1 所示。
民机技术适用性评价主要分为:①建立民机技术适用性评价多维度指标体系; ② 构建基于云模型和模糊综合评价法的民机技术适用性评价方法;③ 建立各指标评价客观准则; ④结合案例进行民机技术适用性评价。
民用飞机的技术来源学科广泛且类型上也有不同。目前民机大多可以分为旋翼机和固定翼飞机,两者在飞行原理、气动分析和结构上都有区别。但是从飞机的组成部件来看, 除独有的旋翼系统和传动系统外,旋翼机的其他组成部分与固定翼飞机也具有一定相似性[10]。因此在进行评价指标体系的建立时,需要从实际出发,全面考虑民机技术应用的特点。
目前已有不少先进技术应用于民机的案例, 主要涵盖材料、控制、结构和系统等方面,技术也越来越电气化、智能化。因此民机技术适用性评价指标体系可以从实际应用案例出发, 提取技术应用时关注的主要参数和转化难点, 并结合现有的技术评价体系进行构建。具体流程如图2 所示。
选取数个目前尚未得到全面应用和已经成熟应用的技术案例, 并分析其技术应用于民机重点关注的维度, 从而提取各维度下的二级指标。
在导航方面,可以选取陀螺技术进行对比,根据不同时期陀螺仪发展的典型技术来提取关注的参数和二级指标, 同时便于后续的分析对比和验证。选取的固定翼飞机技术有光纤陀螺技术、激光陀螺技术、翼龙无人机技术、数字小翼技术、矢量喷管技术。其中,陀螺仪技术向小体积, 轻重量, 低耗能, 批量化加工等方面发展, 能够改善民机的经济性, 包括了技术进步和创新、研发、生产制造和维护成本等多方面。数字小翼则更多地从软件工具和技术平台等方面考虑技术的转化。矢量喷管技术等则是体现了一些军机技术转化时需要关注的方面。
选取的旋翼机的技术有第三代涵道尾桨技术、 红外抑制技术、结构响应主动控制技术(active control of structural response, ACSR)、单球面弹性轴承球柔性桨毂技术、面齿轮传动技术、直升机健康与使用检测系统 (health and usage monitoring systems, HUMS)。
第三代涵道尾桨技术、单球面弹性轴承球柔性桨毂技术、面齿轮传动技术体现了直升机结构优化关注的重点, 主要表现在结构轻量化, 提高了可靠性、维修性和运行经济性等。ACSR、HUMS 体现了直升机软硬件相结合的趋势, 主要表现在软件平台和关联技术的转化应用。
先进复合材料于 20 世纪 60 年代中期已应用于飞行器结构,其可应用于广阔的领域。选取的复合材料技术主要有:复合材料蒙皮 (包括其对比技术铝合金蒙皮)、PMI(polymethacrylimide)泡沫桨叶填充技术和复合材料机身抗冲蚀涂层技术。复合材料的应用在机身重量、生产成本、可靠性和维护性方面均有可观的得益, 而且对民机的性能也有较大的提升。
综上可知, 上述先进技术在一定程度上提升了民机性能(如安全性、舒适性、环保性、维护性、重量、气动阻力、功率消耗等),提高了民机的市场竞争力。将上述性能提升总结为评判技术适用性的技术竞争力维度,其中包括:技术进步、技术创新、 专有技术和受到限制的特殊技术等。成本降低、经济效益提高可以总结为经济性维度, 其中包括民机全寿命周期中与技术本身有关的指标 (如研发成本、制造成本、运行成本等)。同时,需要考虑部分民机应用技术进步对其他产业发展的推动作用。如翼龙无人机等技术平台和配套工程的转化,可以总结为工程方法维度, 其中包括技术平台转化和关联技术转化。
此外, 先进技术能否应用于民机还与两个固有因素有关:一是与技术相关的技术成熟度, 考虑技术应用的同时, 不可忽略技术成熟度因素引起民机项目研发中的技术风险[11] ;二是与民机本身有关的适航条例的符合性, 由此引申出技术是否符合其行业标准。因此需要考虑技术标准这一维度, 主要包括:技术规范、适航标准符合性和民机环保性要求指标。
评价指标体系如图3 所示, 5 个维度可以表示为:$U =\left\{{{U}_{1},{U}_{2},{U}_{3},{U}_{4},{U}_{5}}\right\}$,其中,${U}_{1}$ 为技术竞争力、${U}_{2}$ 为技术成熟度、${U}_{3}$ 为经济性、${U}_{4}$ 为工程方法,${U}_{5}$ 为技术标准。技术竞争力包括:技术进步、技术创新、专有技术 3 个二级指标; 经济性包括:研发成本、制造成本、运行成本、技术溢出效应 4 个二级指标;工程方法包括:软件工具、技术平台/产品、技术平台/产品关联技术 3 个二级指标; 技术标准包括: 技术规范、适航标准符合性 2 个二级指标。
由于可应用于民机的先进技术来自各行各业, 为了客观准确的描述某一技术在对应维度的表现, 需要进一步细分制定各维度下评价准则, 实现从研发到应用的先进技术转民机适用性评价准则的全周期完整描述。
在技术竞争力这一维度, 技术进步主要依据与中外同类技术水平进行比较, 输入的技术所处的先进程度来进行评级;技术创新可从集成创新、消化吸收再创新、原始创新等角度进行评级;专有技术主要依据输入技术是否有知识产权(专利、论文、专著等) 及其数量进行评级。
在技术成熟度这一维度, 综合考虑美国国家航空航天局 (National Aeronautics and Space Administration, NASA) 报告[12] 和《科学技术研究项目评价通则》${\left(\mathrm{{GB}}/\mathrm{T}{22900}- {2022}\right)}^{\left\lbrack {13}\right\rbrack }$ 中对技术成熟度的定义, 结合民机技术应用的实际情况,表1 给出了成熟度评级准则。
在经济性这一维度, NASA 曾给出了简单的直升机整机基本飞行成本模型, 包括使用成本 (total operating cost, TOC) 和利息[14],直接使用成本具体构成如图4 所示。但是由于使用整机模型计算民机经济性的方式难以体现出先进技术的影响, 且不能涵盖民机全寿命周期, 因此经济性评级准则主要结合 TOC 和全寿命周期的阶段进行建立。研发成本的主要组成部分是民机的非重复成本 (non-recurring cost, NRC), 而非重复成本和基本空重、部件具备一定的关系[15]。非重复成本和基本空重的粗略关系如图${5}^{\left\lbrack {16}\right\rbrack }$ 所示。因此可通过评估技术应用的部件与重量的变动来进行评级。制造成本主要依据是否可利用现有生产力基础来进行评级,主要与是否可沿用现有制造体系、技术应用后原材料成本的变化、技术应用后劳动量的变化。与运行成本相关的为燃油和维修, 主要依据燃油消耗与维修性的估算来进行评级。此外, 由于难以量化技术应用带来的额外收益, 技术溢出效应主要依据技术是否能够应用于其他行业或是带来额外产品收益来评级, 仅分为 2 级。
在工程方法这一维度, 需要考虑产品开发过程中应用的一些软件工具是否经过民机适航部门的认证。而且技术平台/产品可能由于一些特殊因素, 如商业机密等难以转化或只能部分转化, 因此这里按照技术平台的转化程度分为 3 个等级。技术平台/产品关联技术的评价准则与技术平台转化类似。
在技术标准这一维度, 技术规范主要根据先进技术是否符合行业条款来进行评级,若先进技术目前尚未得到大范围应用,并没有相关的技术规范条款, 则可参考其相似技术的规范或仅以 “及格” 水平对此项进行评价。这是因为:一方面,新技术必然会在技术标准和适航性方面增加难度,因此以 “及格”水平对此项评价是合理的; 另一方面, 新技术即使在此项评分并未有突出表现,但是在技术先进性方面,其优势更加突出,因此不会影响最终得分。适航标准符合性主要依据技术对适航条款的符合程度来进行评级。
传统的指标评价方式通常采用隶属函数来求解, 在进行模糊综合评价时, 可以采用云模型来计算指标的隶属度函数, 能够更为直观的呈现出指标之间的定量及定性关系, 从而进行综合评价。
在讨论模糊综合评价法的隶属度问题时, 李德毅等[17] 首先提出了云模型的思想。云模型的主要参数有:期望、熵和超熵。其中,期望反映的是在定量论域中代表定性概念的点, 其位于正态分布的对称轴与横坐标的交点。熵代表模型的不确定度, 体现指标的模糊性和随机性, 表现为云图的弥散程度。超熵则是对熵不确定性的度量,表现为云图的厚度。云模型的数字特征如图6 所示。
云模型主要依靠正向云和逆向云两种算法来进行定性概念和定量数据的相互转化[18],正向及逆向云发生器分别如图7图8 所示。

正向云发生器 (图7) 主要由 3 个数字特征参数获得论域空间内的定性程度, 逆向云发生器 (图8) 主要将初始的评价值转化为 3 个云数字特征。
综合考虑实际情况及专家意见, 将指标的重要程度划分为 5 个等级, 分别为非常重要、较重要、一般重要、次重要、不重要。标准云通常采用完整云或半云的形式, 由于不重要和非常重要两个评语只存在单边约束,因此可以采用半云的形式来描述。${He}$ 取 0.005,期望${Ex}$ 和熵值${En}$ 的计算公式分别为

对所有权重评价指标的云模型数字特征值${Ex}$ 采用的加权平均法更能合理全面地反映指标的权重。则各指标的权重${W}_{i}$ 可表示为

根据隶属度函数可以计算得到云模型对应的评语云隶属度。由于云模型隶属度为生成的随机变量, 则可以分别进行多次模拟, 计算得指标的定性权重,这里取模拟次数为 2000 。

对于民机技术适用性采取模糊综合评价法进行评价, 具体的评价方法实施步骤如下。
评语集是对评价对象$U$ 所做各种可能评判结果的集合,将对民机技术适用性指标的评语集$\mathbf{V}$ 分为 9 个等级, 分别表示该因素对相应适用性指标影响从低到高。本文方案适用性评价最终结果为12~ 100 的分值, 对于所述的 9 级评语, 各级评语对应的分数集$C$

低于 60 分的为 “不适用” 技术,${60}\sim {70}$ 分的为适用性 “及格” 技术,${70}\sim {80}$ 分的为适用性 “良好” 技术, 80~100 分的为适用性“优秀”技术。
在依据评价准则进行评价时, 由于部分指标难以按照 9 级评语进行评价, 需要依据映射关系进行模糊评价矩阵$\mathbf{R}$ 和评语集$\mathbf{V}$ 的等价替换,可表示为

依据评价准则, 对不同指标对于适用性的影响进行评价, 将所得的评价结果进行模糊处理, 即根据上文所述隶属关系构建$n$ 个指标的模糊评价矩阵,该隶属度矩阵即为模糊评价矩阵$\mathbf{R}$,见式 (3)。
本方案中选取的模糊评价算子为矩阵乘法, 则适用性评价的评价向量$\mathbf{B}= \left\{{{b}_{1},{b}_{2},\cdots ,{b}_{m}}\right\}$ 可由式(10)、式(11)计算。

选取来自不同行业的预研技术、应用技术和淘汰技术对上述评价模型进行验证分析, 共包括固定翼飞机和旋翼机两类应用场景。
首先邀请航空领域和适航领域的专家和学者, 根据表2 中的权重等级对一级指标和二级指标进行评价, 将专家评价的结果带入云模型中。则经过计算得到的指标体系云模型数字特征及重要性如表3 所示。一级指标权重云图结果如图10 所示。
对两者计算的权重进行加权平均计算, 所得的各项指标最终权重如表4 所示。
根据计算结果, 各项一级指标的权重对比如图10 所示, 5 项指标的重要性排序分别为经济性、技术竞争力、技术标准、技术成熟度和工程方法, 基本符合实际情况。其中, 不同一级指标下的二级指标权重差距较大,主要是受该一级指标下的指标个数影响。
为验证计算方法的准确性, 固定翼飞机技术适用性评估选取了处于不同阶段的技术, 共选取涵盖材料、导航、模拟、控制、系统等多方面、多行业的几种固定翼飞机技术进行评估。这些技术中有已经转化或部分转化的技术, 如翼龙无人机技术、复合材料技术、矢量喷管控制技术等; 也已得到应用并且成熟的技术,铝合金蒙皮技术等。各技术名称及计算得分如表5 所示。
结果 (表5) 显示, 先进技术均处于 80 分以上的 “优秀”区间,部分已经逐渐开始被替换的技术大部分处于 60~80 的 “ 及格 ” 区间,一些受限于特殊原因的技术, 如矢量喷管控制技术处于及格线以下, 不适合应用于民机。
矢量喷管控制技术主要应用于军机,其各方面均不符合民机要求, 因此得分较低。铝合金蒙皮技术则是属于正在被逐渐替代的技术, 但是仍具有一定价值, 因此在评分中处于 “良好” 的区间。激光陀螺技术经常应用于大中型飞机,由于其体积较大、 造价较高, 经济性方面的得分较低, 因此在评分中处于“良好”的区间。将复合材料蒙皮与铝合金蒙皮的得分进行比较, 复合材料蒙皮在经济性和技术竞争力上均远高于铝合金蒙皮, 在技术标准上略高于铝合金蒙皮, 这是因为复合材料蒙皮相较于后者在环保性要求中略有优势。其余技术的评分也基本与实际相符, 较为合理。
为验证计算方法的准确性, 旋翼机技术适用性评估选取了处于不同阶段的技术, 共选取涵盖材料、导航、模拟、控制、系统等多方面、多行业的几种固定翼飞机技术进行评估。这些技术中有已经转化或部分转化的技术, 如翼龙无人机技术、复合材料技术、矢量喷管控制技术等; 也包括一些已得到应用并且成熟的技术, 如铝合金蒙皮技术等。各技术名称及计算得分如表6 所示。
结果 (表6) 显示, 大部分先进技术处于 80 分以上的 “优秀” 区间, 部分尚未成熟的先进技术和一些已经应用的技术处于 70~80 分的 “良好” 区间,明显不适用于民用飞机的技术, 红外抑制技术处于及格线以下。
红外抑制技术主要应用于军机,其技术特点对民机提升有限且转化难度极大,因此评分较低。直升机电传飞控技术和面齿轮传动技术则是由于尚未得到大范围应用, 技术成熟度较低, 因此处于 “良好”的区间。抗冲蚀涂层技术则是由于在民机的经济性上表现不突出,因此处于“良好”的区间。其余技术的评分也基本与实际相符, 较为合理。
(1)提出一种民机技术适用性评价方法, 建立基于民机技术实际应用案例的民机技术适用性评价指标体系,共包含技术竞争力、技术成熟度、经济性、工程方法、技术标准这 5 个维度, 构建民机技术适用性评价模型并进行验证分析。为了使评价更加的客观、合理, 在方法上采用了云模型和改进的模糊综合评价法, 并且根据技术成熟度定义、国标技术标准、飞机全寿命周期成本和经济性计算模型等建立民机技术客观评价准则。
(2)在民机技术适用性评价过程中,经济性占据了主要地位, 技术竞争力和技术标准也是在技术应用于民机时需要主要考虑的因素。该评价方法能有效筛选出适合应用于民机的先进技术,并且准确排除了对民机增益较小或是受到限制的一些先进技术,可为先进技术应用于民机提供一定的参考。
