At present, the renovation of old residential areas is in a comprehensive promotion stage. Building a systematic and scientific external space renovation system for old residential areas is of great significance for promoting the renovation of old residential areas, improving the quality of life of residents, and optimizing urban image. A comprehensive transformation system covering five criteria layers and twenty-three subcategories was organized and constructed based on a literature review and keyword clustering analysis. Secondly, the weights of various renovation elements from different perspectives were quantitatively analyzed using a questionnaire survey and analytic hierarchy process. At the standard level, residents pay more attention to facility renovation and improving community service quality, with evaluation weights of 0.256 9 and 0.223 1, respectively. Planning and design management personnel pay more attention to transportation and environmental renovation, with evaluation weights of 0.238 2 and 0.231 7, respectively. The factor layer weights indicate that all entities emphasize the importance of landscape greening, activity space quality, environmental sanitation facilities, and facade renovation, which should be given special attention in the external space renovation of old residential areas.

现阶段老旧小区改造处于全面推进阶段,构建出系统且科学的老旧小区外部空间改造体系,对于推进老旧小区改造,提高居民生活质量,优化城市形象具有重要意义。研究基于文献审查和关键词聚类分析,梳理并建构了一个涵盖5个准则层23个小类的外部空间综合改造体系。其次,采用问卷调查和层次分析法,从不同主体视角出发,量化分析了各改造要素的权重。在准则层面,居民更关注设施改造和社区服务质量的提升,评价权重分别为0.256 9和0.223 1,而规划设计管理人员更注重交通和环境改造,评价权重分别为0.238 2和0.231 7。因子层权重显示所有主体均强调了景观绿化、活动空间品质、环卫设施及立面翻新最为重要,应在老旧小区外部空间改造中重点关注。

At present, the renovation of old residential areas is in a comprehensive promotion stage. Building a systematic and scientific external space renovation system for old residential areas is of great significance for promoting the renovation of old residential areas, improving the quality of life of residents, and optimizing urban image. A comprehensive transformation system covering five criteria layers and twenty-three subcategories was organized and constructed based on a literature review and keyword clustering analysis. Secondly, the weights of various renovation elements from different perspectives were quantitatively analyzed using a questionnaire survey and analytic hierarchy process. At the standard level, residents pay more attention to facility renovation and improving community service quality, with evaluation weights of 0.256 9 and 0.223 1, respectively. Planning and design management personnel pay more attention to transportation and environmental renovation, with evaluation weights of 0.238 2 and 0.231 7, respectively. The factor layer weights indicate that all entities emphasize the importance of landscape greening, activity space quality, environmental sanitation facilities, and facade renovation, which should be given special attention in the external space renovation of old residential areas.

党的十九届五中全会通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二○三五年远景目标的建议》提出“推进以人为核心的新型城镇化”,明确了新型城镇化目标任务和政策举措。2024年7月,国务院印发《深入实施以人为本的新型城镇化战略五年行动计划》的通知,将“推进城镇老旧小区改造”作为“实施城市更新和安全韧性提升行动”的重点任务。河南省“十四五”规划亦提出在此期间改造100万户以上的老旧小区,特别是2000年前建成的。作为河南省的省会,郑州市的老旧小区主要分布在市内的5个区域:金水区、二七区、中原区、管城回族区和惠济区,大多建于2002年之前[1]。这些小区普遍存在基础设施老化、建筑破旧、停车难、环境质量差和物业管理不善等问题,严重影响了居民的生活质量和城市形象。为应对这些问题,郑州市政府出台了一系列政策和措施,致力于通过整治和改造提升居住品质和居民的幸福指数。自2019年以来,郑州市老旧小区的改造工作已从初期的摸索和试点,转向更为全面的推广[1]。然而,目前郑州老旧小区改造面临的主要挑战在于缺乏统一的改造体系和标准,导致各小区间的改造标准和施工质量参差不齐[2]。此外,居民参与改造项目的积极性不高,这在一定程度上阻碍了基层社会治理体系的建立[2]
在实施老旧小区改造战略的过程中,多地区已经探索了如微改造[3-4]、适老化[5-6]、改造方案优选[7]、交通改善[8]、海绵小区建设[9]、公众参与[10]以及社区治理[11]等多种方法,并积累了丰富的经验。这些改造实践对于促进社区治理、提升小区居民的幸福感和满足感产生了显著的积极影响。然而,实施老旧小区改造的工作情况较为复杂,不同地区面临的问题亦有所差异,因此相关经验和决策策略不能简单地一概而论地应用[12]。此外,老旧小区改造是一项综合性的系统工程,涉及众多改造主体[11,13]。以往改造策略常常从政府管理者和设计者的角度出发,过分关注其实施的普遍性,而忽视了老旧小区居民的主体性,导致居民参与度不高,改造内容常呈现碎片化、局部化或过分重视表面工程,使得改造效果难以获得居民的广泛认同,进而影响社区治理[14]。再者,老旧小区改造要素众多,各个单项改造措施之间存在着相互的关联性[15],单一要素的改造难以解决老旧小区面临的问题。
综上所述,高质量和高品质的老旧小区改造,需要系统性思维和全要素统筹来推进。在老旧小区改造工作推进过程中,多元主体改造决策存在优化需求。针对以上问题,现采用综合系统的思维方式,根据使用者的多样化需求,从空间、功能、社会及文化等多个维度出发,系统地梳理老旧小区公共空间的改造体系。进一步,研究从使用反馈方(即居民)、实施运营方(包括建设单位和物业服务企业)以及社会服务方(如规划设计师)的多主体视角出发,对比量化分析不同主体对改造要素的权重评价。以期为郑州老旧小区改造提供实际可行的体系借鉴,并进行基于量化的策略研究。
研究旨在构建一个综合且科学的老旧小区外部空间改造体系。先前的研究已经对老旧小区的改造[12,16-17]、活力评价[18]以及宜居评价[15,19]进行了广泛的探讨,并提出了各种指标体系。首先对这些已有的改造和评价体系进行深入的文献审查,随后结合老旧小区外部空间研究的文献关键词聚类分析,最终形成了一个合理且全面的外部空间改造体系。
在国内学术界,许多学者已经从不同的视角对老旧小区的改造、活力评价和宜居评价进行了研究,并提出了多样的改造或评价体系(表1)。这些研究显示了老旧小区研究的多样性,特别是在指标分类方面的差异。例如,梅耀林等[12]从建筑质量改善、安全隐患消除、基础设施安全供应保障、交通及停车设施改善、环境整洁、日常生活便利、公共活动空间改善、绿化环境景观提升、物业管理规范化、建立长效机制等10个层面研究了老旧小区改造指南;燕海南等[18]从基础设施、交通出行、环境与卫生、活动参与、管理与服务5个方面构建了老旧社区公共空间活力评价体系;王文卉等[14]则从环境要素、设施要素、住宅要素、管理要素、人文特色、交往需求6个层面构建了住区宜居性评价体系;王移生[19]则从自然环境、人工环境、管理维护、设施配套、文化品位、文化氛围6个方面评价了老旧小区公共空间的现状。
不同研究者对于老旧小区改造的要素和指标分类也有所不同,例如,梅耀林等[12]建立了10个指标的老旧小区改造指南,彭双[16]指出了4个指标的老旧小区改造需求优先序,张晓东等[17]提出了4个层面的老旧小区更新工程指标分类,这反映了老旧小区改造工作的复杂性以及各地区面临的具体问题不同。这些研究结果的差异性意味着老旧小区研究结果难以进行比对和复制。从改造或评价体系来看,这些体系多数从管理者或设计者的角度出发,涵盖了硬件(如室内外空间实体、建筑质量、环境、交通、景观、电梯、基础设施等)和软件(如公众参与、运行机制、管理服务、人文等)两个方面。
为理清老旧小区室外空间改造的学术焦点,利用CiteSpace软件进行了关键词聚类分析。选择中国知网(China national knowledge infrastructure,CNKI)数据库作为数据源,以“老旧小区”“空间”“改造”为关键检索词,限定检索范围为建筑科学与工程领域的期刊论文,共检索到475篇相关论文。关键词被视为网络节点,通过聚类分析(图1)揭示了在老旧小区室外空间改造领域的关键词趋势。在此分析中,节点的大小代表关键词的出现频率,频率越高,节点越大。在关键词聚合过程中,排除了一些学科名称和常用词汇,例如“城市更新”“老旧小区”“老旧住区”和“老旧社区”,并整理出在老旧小区空间改造领域中出现频率达2次以上的关键词(表2)。
根据表2的统计分析,研究中高频出现的主题词包括“公共空间”(50次)、“适老化”(22次)、“景观改造”(14次)、“海绵城市”(12次)、“外部空间”(8次)、“综合整治”(8次)和“空间改造”(8次)等。这些统计数据表明,在老旧小区改造的研究中,学者们高度关注公共空间,主要从景观改造、海绵城市和适老化等多个维度进行探讨。
在综合分析既往老旧小区改造和评价体系的基础上,结合通过“老旧小区”“空间”“改造”等关键词进行的聚类分析,对得到的51个关键词进行了深入的分类和梳理。在此过程中,排除了与建筑本体相关的要素,聚焦于老旧小区外部空间的改造。此外,考虑到在老旧小区改造过程中的高实施性,通过精细的梳理和归类,构建了一个具有代表性的体系架构(表3)。该体系架构依据5个主要准则层:环境要素、空间设施、交通出行、管理服务、人文关怀,涵盖了23个小类,形成了一个全面且实用的老旧小区改造体系(图2)。
为了量化评估老旧小区改造体系中各评价要素对改造决策的重要性,采用了问卷调查法来确定各指标的权重。在权重的量化方法中,存在客观赋权法、主观赋权法和主客观综合赋权法3种主要方法。主观赋权法虽具有较强的主观性,但如果能确保决策者从相对客观的角度出发,依据其丰富的专业知识或实地经验,做出慎重和客观的判断,对老旧小区改造的推进具有重要意义。常用的主观赋权方法包括层次分析法、专家调查法、综合评分法和民意调查法等。层次分析法较适用于此类决策,它通过分层次结构量化问题,并通过两两比较的方式赋予重要性权值。因此本研究选择层次分析法进行定量分析。在建立了量化模型之后,采用了基于李克特五点量表的问卷调查方式,对各项因素的重要性进行赋值(其中5分代表“非常重要”,4分代表“比较重要”,3分代表“重要”,2分代表“比较不重要”,1分代表“非常不重要”)。
郑州市中原区是国家老工业基地,除了是郑州第二砂轮厂、郑州棉纺厂、郑州煤矿机械厂等工业遗产所在的,也是郑州市老旧小区聚集地,拥有五大棉纺厂家属院、二砂厂家属院、郑煤机家属院等代表性老旧小区,如图3所示。经过调研,选取更新改造正在推进的郑煤机家属院区域作为调查对象,开展老旧小区改造体系定量化问卷调研。一方面,通过问卷星网站开展网络调研,将问卷分发给郑州地区的老旧小区规划设计人员、建设单位和物业服务公司;另一方面,通过走访郑煤机社区直接向老旧小区居民发放问卷。通过这种多主体人群调研方法,共收集了813份有效问卷,其中来自规划设计人员、建设单位和物业服务公司418份,社区居民395份。
在决策者完成对改造要素重要度的赋值之后,将这些评分转化成判断矩阵的形式,并利用Yaahp软件进行了计算处理,同时对计算结果进行了一致性检验(一致性比例均<0.05,一致性比例<0.1即为通过),社区居民与规划设计人员、建设单位和物业服务公司人员对一级和二级指标的赋权计算结果如表4所示。
从社区居民对改造要素重要度的评价结果来看,对老旧小区改造要素的重要度排序为:设施改造>管理服务>环境改造>交通改造>人文关怀改进。其中,设施改造的权重占比为0.256 9,明显高于其他改造要素,这表明作为改造过程中最重要的利益相关者,居民更加关注设施的改造,因为这直接关系到他们的切身利益。其次是管理服务改造和环境改造,权重占比分别为0.223 1和0.210 7,反映出居民对高质量社区服务和环境品质的强烈需求。交通改造和人文关怀的改进权重最低,分别为0.163 8和0.161 3,这表明这两方面在居民内部的关注度相对较低,但仍然是重要的补充要素。
对于规划设计人员、建设单位和物业服务公司人员这一老旧小区改造策略的重要提出和实施主体,其基于工程经验或认知,对老旧小区改造要素的重要度排序为:交通改造>环境改造>设施改造>管理服务改造>人文关怀改进。这反映出规划设计人员、建设单位和物业服务公司人员倾向于关注老旧小区的整体改造,尤其是交通和环境改造,权重分别为0.238 2和0.231 7,设施改造在评价中也较为重要,权重为0.215 4,而管理服务和人文关怀的重要性则相对较低,权重分别为0.177 1和0.151 6。
在因子层的评价指标中,社区居民在社区改造过程中认为最重要的8个改造要素依次为:环卫设施(0.068 1)>景观绿化(0.064 8)>医疗服务(0.064 8)>立面翻新(0.059 8)>社区养老(0.058 8)>热舒适度(0.056 9)>文体设施(0.055 2)>机动车停车(0.053 4),对于规划设计人员、建设单位和物业服务公司人员而言,这些要素依次为:景观绿化(0.081 4)>热舒适度(0.079 2)>环卫设施(0.074 4)>雨污分流(0.073 1)>治安管理(0.058 4)>空间侵占(0.053 2)>交往空间(0.052 8)>立面翻新(0.052 6)。因子层权重显示不同主体均强调了景观绿化、活动空间热舒适度、环卫设施及立面翻新的重要性。
从多主体赋权评价可以看出,在老旧小区改造过程中,需要在有限的资源和空间内平衡好景观绿化与活动空间的关系,同时提升空间品质,如室外活动空间的热舒适环境营造和文体设施的增设。此外,多主体均强调了停车问题和空间侵占问题的改造。因此,在室外空间改造过程中应着重考虑空间的复合性,兼顾绿化、活动空间和停车问题,这对老旧小区的改造至关重要。同时,多主体都强调了设施改造的重要性,如文体设施、环卫设施、休闲座椅等。另外,对于立面改造也都有所要求。
根据社区居民、规划设计人员、建设单位和物业服务公司人员共同参与的改造因子权重赋值分析,老旧小区的实体改造应聚焦于3个核心领域:一是老旧小区室外绿化、活动空间、停车问题综合复合改造,同时改造过程中强调活动空间的品质提升和文体设施的增设;二是统筹老旧小区环卫设施,对其进行全面合理规划;三是制定科学合理的老旧小区立面翻新的策略。
老旧小区外部空间的复合化整治,作为系统建构过程,涉及多元化设计要素和诉求的融合,要转变传统单一目标导向的设计方法,综合考虑空间功能、格局、品质、交通流线以及生活方式等多重要素的综合联结,以实现老旧小区外部空间的最佳效益。在老旧小区的改造项目中,交通流线、公共活动空间、景观空间及停车问题被视为关键指标,在改造过程中对四类空间要素进行复合更新策略设计,将为改造高密度居住环境提供一种科学且可持续的设计方法。
立体复合设计如图4所示,根据老旧小区居民的需求,规划出规模相应的功能区域,如适老活动区、慢行区、运动区、休闲娱乐区、文化宣传区、亲子活动区,并针对不同功能的活动进行专门的空间设计。基础服务设施如自动售卖机、报刊阅读角及环卫设施等基础服务设施的提供,将显著提升改造的效益并增强社区活力。此外,为解决有限用地下的停车问题,活动空间需进行立体化规划,包括建设半地下非机动车或机动车停车库,以应对老旧住区的停车挑战。
针对老旧小区环卫设施的优化,首先应依据改造对象的规模,以服务半径作为指南,进行垃圾收集点的规划与设计,确保住区居民至垃圾收集点的距离处于合理范围内,如图5所示。同时,需改善住区的基础环境卫生,彻底清除单元出入口、楼梯间等卫生死角,强化小区内垃圾清理的管理工作。此外,在住区室外空间合理布置垃圾回收设施,如分类回收垃圾桶等,引导居民实行垃圾分类,以减少环境污染。最终,在老旧住区内设置“爱护环境,人人有责”的警示标语,并通过小区内的群众工作站及志愿者定期宣传,加强居民的环保意识。
老旧小区建筑翻新应遵循以下策略和步骤。
(1)对建筑屋顶和外立面现状进行评估诊断,根据现有规范在建筑安全方面进行必要的拆除、加固或利用。
(2)更新建筑立面,保留老旧小区的历史风貌,提升其可识别性。
(3)运用立体绿化和节能环保材料,提升建筑屋顶和立面的绿色性能。
(4)考虑加装电梯,提高对老年人的适应性。
(5)统筹空调外机和管线位置,优化老旧小区的整体形象。
基于这些改造策略,重点关注老旧小区的出入口、屋顶、外墙、单元出入口、空调外机及管线的更新改造设计。例如,屋顶改造可以从平屋顶转变为坡屋顶,双层屋面设计更利于建筑的保温和隔热。在确保建筑结构安全的前提下,可增设屋顶绿化,不仅增加绿化面积,还可设计为可上人的屋顶花园,增加室外活动空间,促进居民交流。外墙更新时,应结合空调外机、管线或加装电梯的改造,提取住区特有的结构、材质、色彩,以保持老旧住区的历史记忆,同时使用多种节能环保材料,丰富建筑外立面的视觉效果,同时注重形象提升可识别性策略。
在中国特色社会主义新时代的背景下,聚焦于老旧小区的改造工作,旨在解决居民日益增长的美好生活需要与当前不平衡不充分的城镇发展之间的矛盾。研究通过深入分析和量化评估,构建了一个综合且科学的老旧小区外部空间改造体系,兼顾了居民的多样化需求。首先通过对现有改造和评价体系的文献审查和关键词聚类分析,形成了一个包含环境要素、空间设施、交通出行、管理服务、人文关怀五大准则层的全面改造体系。通过问卷调查和层次分析法,进一步量化了多主体视角下各改造要素对策略决策的重要性。主要结论如下。
(1)居民更关注设施改造、管理服务和环境改造,评价权重分别为0.256 9、0.223 1和0.210 7,而规划设计人员、建设单位和物业服务公司人员则倾向于重视交通和环境改造,评价权重分别为0.238 2和0.231 7。
(2)不同主体均强调了景观绿化、活动空间热舒适度、环卫设施及立面翻新的重要性。基于决策量化,提出的老旧小区改造策略,旨在建立一个既符合居民期望又符合城市发展需求的多元化、系统化的改造模式。通过这种方式,不仅能够提升居民的生活质量和幸福感,还有助于促进城市的可持续发展。
