In the event of a public health emergency, the selection of the optimal distribution locations of daily necessities is crucial. Accordingly, the emergency distribution of daily necessities in Changchun City was taken as an example for empirical research and an optimization algorithm was proposed for the location of emergency supplies distribution. Initially, the virtual material warehouses, distribution candidate locations, and service coverage areas were determined by using K-means clustering and the Thiessen polygon method. Then, an optimization model was established with the goals of maximum coverage and minimum cost, and an improved genetic algorithm based on adaptive elite retention strategy was proposed to solve it. Empirical research had shown that the clustering algorithm could obtain 873 virtual material warehouses and distribution candidates, while Thiessen polygons could determine the reasonable coverage range of candidates, and improved genetic algorithms could obtain better 30 material warehouses and distribution locations. Data analysis had also found that there was a time lag between the distribution of supplies and effective control of infection. Therefore, once the rate of new additions exceeds the normal value, emergency supplies should be increased in advance to control further outbreaks of possible infections.The research results are beneficial for enhancing the ability of urban crisis management and emergency response, ensuring timely and efficient supply of daily necessities.

在突发公共卫生事件时,最优的生活物资发放位置的选择极为关键,为此,以长春市的应急生活物资发放为例进行实证研究,提出应急物资发放选址优化算法。首先,基于K-means聚类和泰森多边形的方法确定虚拟物资仓库、发放备选点以及服务覆盖区域。然后,以最大覆盖率、最小化成本为目标建立优化模型,并提出基于自适应精英保留策略的改进遗传算法进行求解。实证研究表明聚类分析算法能够初步得到873个虚拟物资仓库和发放备选点,而泰森多边形能够有效确定备选点的合理覆盖范围,改进的遗传算法能够得到更优的30个物资仓库和发放位置。数据分析同时发现从物资发放到有效控制传染存在时间滞后性,因此一旦新增速率超过正常值,应该提前加大应急物资储备和发放以控制感染的进一步爆发。研究成果有利于增强城市危机管理和应急响应的能力,确保生活物资供应的及时性和高效率。

在突发公共卫生事件时,最优的生活物资发放位置的选择极为关键,为此,以长春市的应急生活物资发放为例进行实证研究,提出应急物资发放选址优化算法。首先,基于K-means聚类和泰森多边形的方法确定虚拟物资仓库、发放备选点以及服务覆盖区域。然后,以最大覆盖率、最小化成本为目标建立优化模型,并提出基于自适应精英保留策略的改进遗传算法进行求解。实证研究表明聚类分析算法能够初步得到873个虚拟物资仓库和发放备选点,而泰森多边形能够有效确定备选点的合理覆盖范围,改进的遗传算法能够得到更优的30个物资仓库和发放位置。数据分析同时发现从物资发放到有效控制传染存在时间滞后性,因此一旦新增速率超过正常值,应该提前加大应急物资储备和发放以控制感染的进一步爆发。研究成果有利于增强城市危机管理和应急响应的能力,确保生活物资供应的及时性和高效率。

In the event of a public health emergency, the selection of the optimal distribution locations of daily necessities is crucial. Accordingly, the emergency distribution of daily necessities in Changchun City was taken as an example for empirical research and an optimization algorithm was proposed for the location of emergency supplies distribution. Initially, the virtual material warehouses, distribution candidate locations, and service coverage areas were determined by using K-means clustering and the Thiessen polygon method. Then, an optimization model was established with the goals of maximum coverage and minimum cost, and an improved genetic algorithm based on adaptive elite retention strategy was proposed to solve it. Empirical research had shown that the clustering algorithm could obtain 873 virtual material warehouses and distribution candidates, while Thiessen polygons could determine the reasonable coverage range of candidates, and improved genetic algorithms could obtain better 30 material warehouses and distribution locations. Data analysis had also found that there was a time lag between the distribution of supplies and effective control of infection. Therefore, once the rate of new additions exceeds the normal value, emergency supplies should be increased in advance to control further outbreaks of possible infections.The research results are beneficial for enhancing the ability of urban crisis management and emergency response, ensuring timely and efficient supply of daily necessities.

应急物流是在突发事件发生后,为满足灾区或紧急需求地区的人们生活和救援物资需求而采取的物流行动[1]。应急物流的高效运作有利于为灾区或者有紧急需求内的人们提供迅速、准确、有序的物资保障[1-3]。在应急物流中,应急设施选址是一个关键的环节,其合理规划对提升物资配送效率和服务至关重要。
当前,国内外学者针对应急物资选址问题也进行了大量研究[4-7]。主要从不同突发事件背景、不同影响因素和不同模型算法三方面入手。在不同突发事件背景方面,Jiao等[8]针对突发灾害情况下需求不确定的问题,综合考虑人口转移效率、建设成本和住房容量等因素,建立多目标选址模型,利用非支配分选遗传算法II(non-dominated sorting genetic algorithm II,NSGA-II)对模型进行求解。杨洋等[9]针对不确定需求下的物流配送网点选址问题,提出了以降低配送成本和缩短配送时间为目标的多目标优化策略,构建了基于“0-1”整数规划的动态选址模型,并进行了仿真实验验证。龙圣杰[10]针对突发公共卫生事件下考虑患者转运的跨区域动态协同应急物流选址-分配优化问题,构建患者转运与应急资源协同配置两阶段优化决策模型,设计了嵌入模型预测控制(model predictive control,MPC)方法的改进遗传算法。宋英华等[11]在常态化疫情防控背景下,考虑不同需求主体防护物资短缺的问题,构建最小化医院物资集散点分配公平性的储备库选址分配模型,通过改进的(NSGA-Ⅱ)进行仿真研究。在考虑不同影响因素方面,郑斐峰等[12]以最小化建设与运营成本以及床位资源供求比差异为目标,建立了双目标整数规划模型。根据模型特点,采用epsilon约束精确算法和基于就近原则思想的启发式算法进行求解,同时利用(NSGA-Ⅱ)进行对比分析。Yan等[13]建立了救援满意度和最小化仓库数量的双目标优化模型,采用启发式多中心聚类定位算法求解。郭冰等[14]以总成本最小和受灾点综合满意度最大为目标,构建应急物资配送中心选址-分配多目标优化模型,并设计量子粒子群优化算法对模型求解。于冬梅等[15]以最小化系统成本和覆盖服务质量最大化为目标,建立中断情境下服务能力有限的可靠性应急设施选址分配多目标优化模型,采用带精英策略的快速非支配排序遗传算法求解。另一方面,学者还致力于提出不同的应急物资储备库选址模型算法,主要包括评估方法、数学算法、启发式算法,以优化储备库的位置,从而确保物资供应的效率和及时性。储旭等[16]通过精确算法研究生活物资集散点选址问题,提出数学性质的降阶回溯算法,结合分配子算法和上下界算法,成功降低了问题求解难度。刘晋等[17]结合储备库实际情况采取具有方向性的初始群体生成法提高自适应遗传算法(adaptive genetic algorithm,AGA)的搜索速度,自适应交叉与变异算子使得AGA能够在进化速度与解的质量之间进行权衡,并获得全局最优解。Wang等[18]提出了一种先聚类候选配送中心,然后在各聚类单元中定位和分类的方法,对物流配送中心选址进行研究。吕楠等[19]基于贝叶斯方法构建物流园区选址模型,能够充分考虑城市规模、经济社会发展、城市物流量及交通区位等多因素的影响,实现了对物流园区选址结果的量化评价。
综上,在应急物资储备库选址方面的研究中,主要采用单一算法进行求解,而将不同算法结合以弥补各自算法缺陷的研究相对有限。因此,在选址优化中以距离最短为目标,通过K-means聚类算法[18]减少了选址中心的冗余,优化投放点与需求点的距离。同时利用泰森多边形[20]确定每个候选仓库的服务范围和服务的需求点,确保服务范围的精确性。应急生活物资选址需要考虑最大覆盖需求点,以及最小化总成本(仓库建设、库存、运输成本),属于多目标优化问题。为此采用自适应精英保留遗传算法(adaptive elitist-preserving genetic algorithm,AEGA),充分发挥其全局搜索能力和多目标优化功能,进行优化选址求解,从而得到更加科学的选址。同时,分析了物资发放与新增感染人数之间的时间滞后效应[21],采用皮尔逊相关系数[22]确定了最优的物资发放时间间隔。
在突发公共卫生事件封控情况下,合理规划应急生活物资投放点的位置和规模、确定各物资仓库覆盖的需求点成为亟待解决的实际问题。为此,首先根据物资需求点的分布、小区实际情况、路网以及城市环境的异质性,采用K-means聚类算法和泰森多边形确定物资仓库的备选点及其覆盖范围。
K-means聚类算法是一种基于距离的聚类分析方法。给定k个{C1,C2,…,Ck}(1<kn),和nX={X1,X2,…,Xn}样本,其中Xi具有m个属性。根据Xi到簇类中心距离,将每个样本归类到距离最小的类簇中。每一个Xi到每一个聚类中心Cj的欧式距离为

式(1)中:Xit为第i个对象的第t个属性;Cjt为第j个聚类中心的第t个属性。考虑到生活物资选址的复杂性,通过轮廓系数分析不同值下成本函数的变化,从而确定最优的k值。
K-means聚类后的聚类中心点作为物资仓库选址的备选点,考虑到实际的小区、路网、人数的空间异质性,引入泰森多边形[20]以确定仓库备选点的服务范围。对于二维平面上的K-means聚类中心点,任意两个数据点的距离Ci(xi1,xi2)和Cj(xj1,xj2)定义为

在物资仓库备选点及其覆盖范围确定的情况下,以覆盖需求最大化,仓库建设成本、库存成本、运输成本最小化为目标函数,构建仓库选址模型,此物资仓库同时也是物资发放中心。为确保模型构建和求解的合理性以及准确性,做如下假设:
(1)从若干物资仓库备选点中选取的某些点作为要建设的仓库。
(2)一个需求点仅由一个仓库配送。
(3)仓库到需求点之间的距离为欧式距离。
(4)运输时间与运输距离呈现线性关系。
(5)各需求点的需求量已知。
(6)需求点对仓库的需求量小于等于仓库的供应量。
总计I个物资仓库备选点,对每个备选点xj,如果建立仓库则为1,否则为0。即

因此,此选址优化问题属于0-1整数规划问题。
目标1 最大化覆盖面积:在突发事件情况下,最大化覆盖面积的目标旨在通过合理布置设施点,使得尽可能多的需求点能够被物资覆盖,从而在有限的资源条件下,最大化利用物资资源,减少资源的浪费和重复利用,从而实现资源的最优化配置并提高救援行动的效率和及时性。由此得到目标函数为

目标2 最小化总成本:该目标函数综合了仓库建设成本、库存成本和运输成本,以寻找最佳的仓库选址,以最小化总成本。表达式为

(1)物资仓库容量约束。物资仓库j的库存容Qj大于等于所有分配给该仓库的需求点i的物资总量。即

作为一种随机搜索启发式算法,遗传算法(genetic algorithm,GA)被广泛用于求解复杂多目标优化问题。然而,在传统算法中,由于参数设置的静态性和遗传操作的随机性,往往存在以下缺点,在进化初期容易快速收敛并且随着进化的进行,种群多样性逐渐降低,容易导致算法陷入局部最优。与此同时,交叉概率和变异概率等参数需要预先设定,且这些参数不同进化阶段的要求有所不同,难以找到最优参数组合。此外,遗传算法的选择算子基于轮盘赌概率,容易丢失优秀个体,也会导致过早地陷入局部最优。为了克服这些缺点,提出了自适应精英保留遗传算法(adaptive elitist-preserving genetic algorithm,AEGA),通过自适应调整遗传操作参数和保留精英个体,提升算法的搜索效率和解的质量。其显著特点包括强大的全局搜索能力和良好的鲁棒性,使其成为解决实际问题,尤其是多目标优化问题的重要工具。算法求解策略如下:
(1)构建初始种群:本文采用二进制编码方式对仓库进行编码,构建初始种群。每个个体的基因代表一个仓库选址方案,基因长度等于备选仓库点的个数。在编码中,1表示选中,0表示未选中。具体设定进化代数计数器t=0,最大进化代数T为预设值。为确保选址的实际可行性,规定仓库位置只能从生活物资投放点中选择,并确定种群中的个体数量为N
(2)适应度函数:在解决选址优化问题时,本文中选择模型的目标函数作为遗传算法的适应度函数,即

式(14)中:Z1Z2为选址模型的两个目标函数值。λ1λ2是权衡两个目标的参数,用于调整目标函数在适应度计算中的重要性。
(3)选择操作:通过将选择算子应用于群体使优化后的个体能够直接遗传到下一代或通过配对交叉产生新的个体再遗传到下一代,选择操作建立在群体中个体的适应度评估基础上,以确保更优秀的个体在进化过程中得到更多机会。
(4) 自适应交叉运算:通过动态调整交叉概率来增加种群多样性。即

(6)精英保留策略:每代选择适应度最高的前e个个体直接进入下一代,确保当前最优解得以保留和延续。这样可以提高收敛速度和解的精度,防止优良基因的丢失。
(7)终止条件判断:若t=T,则将进化过程中所得到的具有最大适应度个体作为最优解输出,终止计算。
以2022年3—5月疫情期间长春市的封控管理为例,使用长春市9个区的隔离人口数量、生活物资投放点数量、交通网络基础数据和主要小区分布数据进行分析。数据的来源包括长春市疫情防控指挥部和相关市政部门。通过优化应急生活物资仓库和投放点的选址和配送进行优化,以验证本文提出方法的可行性和有效性。
疫情感染数据:图1(a)图1(b)显示2022年3月4日—5月23日期间,长春市的新增感染人数在不同区域和不同时间段的分布情况,可以看到不同区域和不同时段的感染人数存在较大差异。从3月14日—4月2日,新增感染人数都出现了上升的趋势,同时长春市在3月26日开始实行2次大规模的应急生活物资发放,如图1(c)所示,随着应急生活物资的发放,小区内的人员无需外出采购生活用品,降低了外出人员交叉感染的风险,因此感染人数明显下降,有效地控制疫情。这说明在疫情封控期间,应急生活物资的发放对疫情的控制有显著的效果,同时具有时间滞后性。
各区人口和当前投放点分布数据:疫情的传播与人口数量和密度密切相关,高的人口数量和密度会导致高的感染风险,需要更多的物资投放点,但已有的生活物资投放点的数量和分布与人口分布失衡,如图2图3所示。小区栋数、人口数和户数从大到小依次为:朝阳区、南关区、二道区、长春新区、宽城区、净月区、汽开区和经开区,而投放点数量从大到小却依次为绿园区、净月区、南关区、长春新区、经开区、汽开区、二道区。这种人口数量、密度和隔离人数与物资投放点不匹配的现象,导致了供需不平衡和资源的浪费。
确定物资发放备选点:采用K-means聚类算法和轮廓系数法,对1 409个小区的坐标、小区栋数、小区户数、小区楼人口数、小区街道数进行聚类,得到更优的873个聚类中心(物资发放备选点),如图4所示。图5所示为生活物资投放点优化前后的对比图,从图5中可以看出在873个聚类中心下,绿园区和净月区内的投放聚类点数急剧减少,汽开区、经开区与长春新区投放点的数量也减少,朝阳区和二道区聚类中心点的数量相应增加。这与人口密度、人口数、隔离人数的分布更一致,有助于更好地满足隔离区域内对物资的需求。
确定覆盖范围:以873个聚类中心的位置作为输入,构建泰森多边形,得到873个不同的多边形的最优覆盖范围,其聚类中心和各多边形如图6所示。计算每一个多边形的面积,以及多边形内每一个物资发放备选点所服务的小区户数、小区栋数、小区人口数以及小区坐标,从而得出每一个小区内物资发放备选点的分布,如图7(a)所示。可以看到,物资发放备选点位置分布图与长春市小区及路网分布[图7(b)]具有一致性,在小区和人口分布密集的地方备选点也多,稀疏的地区则相反。这说明经过K-means聚类和泰森多边形优化后的备选点的分布能够较好地覆盖小区,更能充分服务于封控的小区用户。
通过表3可以看出,优化后的生活物资投放点分布能够有效覆盖长春市各个区域,并根据人口密度和需求量进行合理配置。例如,编号1的投放点服务2个小区,辖区人口数为5 961人,而编号5的投放点服务1个小区,但辖区人口数高达11 489人,表明选址充分考虑了不同区域的需求差异。编号3的投放点覆盖面积仅0.040 2 km2,却服务9 250人,反映了该区域的人口密度较高。投放点分布在朝阳区、净月区等各行政区域,实现了均衡投放。此外,通过聚类算法确定的经纬度位置,使得投放点布局更具效率。
在虚拟物资仓库和发放备选点确定的基础上,以最大覆盖率和最小成本为目标,采用AEGA对物资仓库和发放点进行选址优化。得到如图8所示的30个仓库的选址位置。
具体的计算结果见表4,结合图8可知,经过AEGA求解的选址优化模型,确定了30个物资仓库和发放点的位置。这些位置分布在长春市的不同区域,每个仓库服务一定数量的小区,涵盖了相应的人口数量。
通过表4可以看出,30个优化后的物资仓库的具体选址与服务数据。
辖区小区数和人口数:每个仓库服务的辖区小区数和人口数不同,分布范围从25个小区到72个小区不等,人口数从34 755~175 198人不等。这表明仓库的选址充分考虑了服务区域内的实际需求。
总服务距离和服务半径:总服务距离和服务半径是优化选址的重要指标。表5中显示,服务半径在3.19~6.90,意味着能够在更大的区域内满足需求,减少了多个仓库建设和运营的需求,提高了资源利用率。
所属行政区:仓库分布在不同的行政区,如二道区、宽城区、长春新区、朝阳区等。这种分布确保了各行政区在封闭管理环境下都能得到及时的物资供应。
此外,根据《救灾物资储备库建设标准》,区级救灾物资储备库的各类用房建筑面积约为630~800 m2,其中每万人所需的应急生活物资仓储面积为50~150 m2。仓库的机电工程及设备成本为1 000~3 000元/m2。运输方面,依据《公路货物运费计算公式与标准》,运费取0.45元/(t·km)计算。因此,计算得到优化方案下的总成本为3 780.30万元,较非优化情况下降了32.93%。
进一步分析发现发放物资和新增感染人数在趋势上基本保持一致,但物资发放存在一定的时间滞后性[21],如图9所示。为了确定最优的物资发放时间,本文中采用Pearson相关系数[22]来分析新增感染人数与物资发放的关联关系。图10显示了在不同时间阶数下(超前、滞后阶数)长春全市的感染人数与应急物质发放之间的Pearson相关系数,表6进一步显示了不同行政区的Pearson相关系数和超前滞后阶数。9个区的平均滞后阶数为7,这说明物资发放到有效控制传染平均需要7 d的时间。因此一旦发现新增速率超过正常值,就应该提前加大应急物资发放,以控制疫情的进一步爆发,这些都能为未来的防控工作提供定量支持。
综上所述,经过对2022年长春市9个区域的疫情期间感染人数和发放蔬菜包的详细分析,本文发现这两者在时间上表现出显著的滞后相关性。研究结果显示,对于疫情较为严重的区域,通过居民集中管理,并采取发放应急生活物资的方式,可以在较短的时间内迅速遏制疫情传播。因此,采取发放区域应急生活物资的方式可能成为未来封闭管理环境下的应急生活物资选址优化的重要策略,为提高防控效果提供了有力支持。另外,结合K-means聚类、泰森多边形划分与AEGA优化算法的局部和全局的选址优化布局,通过优化资源配置、提高物资发放的响应速度、缩短应急响应时间等策略,有助于缓解因区域覆盖不均、运输距离过长或资源分配不平衡引起的滞后性。同时,确保在突发情况下,物资快速、精准地分配到需求点。
针对封闭管理环境下的应急生活物资选址优化问题,利用K-means聚类算法、泰森多边形和AEGA进行建模和求解。并对长春市疫情感染数据和物资发放时间滞后效应分析,得到如下结论。
(1)针对物资仓库和发放备选点的确定,经过聚类分析,得到了873个虚拟物资仓库和发放备选点。通过优化后的聚类中心点数量分布,能够更好地满足区域内隔离人口的需求,提高物资利用效率。泰森多边形进一步确定了虚拟备选点的合理分布,可以反应不同小区的需求范围。经过这一步骤,建立了可靠的物资配送基础。
(2)对于选址优化,采用AEGA以最大覆盖率和最小成本为目标,对物资仓库和发放点进行了选址优化。得到的30个仓库位置分布在不同区域,确保了物资覆盖范围的最大化。这些选址考虑了各区域的小区数量和人口密度,为封闭管理环境下高效、经济地满足物资需求提供了重要支持。
(3)通过对物资发放时间滞后效应的分析,发现发放物资与新增感染人数存在一定的时间滞后性,平均需要7 d左右才能有效控制传染。这一结果提示了物资发放在疫情防控中的重要性,但也表明了在应急响应中需要更加及时地调整物资发放策略。
然而,本研究也存在一定的局限性,例如在模型建立和参数选择上的不足。未来的研究方向包括进一步优化模型算法、优化物资调度,以及考虑更多因素如交通情况等,以提高应急物资配送的效率和准确性。
