以2017—2026年203份人工智能(AI)政策为基础进行文本挖掘提取高频词,并结合文献构建9项一级指标及对应的二级指标。融合熵权法改进PMC(政策建模一致性)指数模型对35项代表性政策进行量化评价。结果显示,35项政策整体良好,其中优秀8项、良好19项、合格8项,指标得分呈现“重内容技术、轻效力约束”特征,多停留于引导层面,缺乏法律效力。因此,建议加强法律监管、丰富政策工具组合、深化央地协同,促进人工智能高质量发展。
