现有政策一致性评估多停留于形式协同,难以揭示在赋能型政府建设等深层目标上的治理效能。构建以赋能型政府理论与量化文本分析的双维评估框架,以诊断数字经济政策的赋能一致性。设计了理论内涵标定流程,将LDA模型提取的六个主题转化为承载四个赋能维度的PMC测量指标,并从主题注意力传导与赋能路径协同对9份样本政策进行了量化评估。结果发现:政策文本注意力在纵向传导中发生显著的地方性适应与战略议题重构,呈现项目化倾向;赋能组合存在结构失衡,重目标设定与要素投入,轻生态构建与规则治理,且市级政策的内在协同显著弱化;地方赋能实践仍深嵌于目标-项目驱动的传统行政逻辑,尤其在规制领域存在文本强共识、工具弱协同的知行落差。研究将政策一致性评估深化为赋能一致性评估,解决了从LDA统计主题到PMC理论化指标转化的问题,实现了数据驱动与理论嵌入的深度融合。未来研究应纳入政策实施效果进行评估。
