石化化工行业转型活动具有高排放、重资产、长周期和过渡性特征,难以完全纳入传统绿色金融。基于天津、上海、重庆、贵州、山西、江苏等地政策文本,归纳出“产品-定量”“技术清单”“原则框架”三类模式,并比较其识别逻辑与适用边界。研究认为,国家级标准宜构建“定量规则为基础、技术清单为补充、原则框架为拓展”的混合型结构,并完善信息披露、第三方核证、动态更新和公正转型机制。
