聚焦上海市外资研发机构的发展实践,系统剖析其在本土创新生态系统中的生态位及其支撑政策体系的演进特征。研究发现,上海通过政策引导已构建起覆盖资金投入、人才支撑、平台赋能与要素流动等方面的政策支持体系,成为中国外资研发机构数量最多的区域,并实现较高的创新绩效。然而,面对地缘政治风险加剧及国内创新生态竞争深化的新格局,在沪外资研发机构在本土创新生态系统中的生态位发生变动,并面临较强的制度压力约束。基于此,提出应通过深化制度型开放、促进机构本土化、强化专利成果应用、优化金融支持等对内对外的系统性政策举措,维护外资研发机构保持与本地生态系统的稳定融合发展,进一步为上海建设国际科技创新中心提供持续动力。
