在区域协同创新持续深化的背景下,融合区域创新系统(RIS)与三螺旋模型等相关理论,构建“多点协同”科技成果转化的分析框架。从理论上揭示该模式是创新体系由空间集聚向制度协同演化的体现;从实践上,以丝绸之路创新发展研究院为案例,结合长三角G60科创走廊与德国Fraunhofer模式进行比较分析。研究认为,“多点协同”的运行绩效取决于跨区域的制度耦合、组织协同与激励兼容。现阶段主要制约因素包括制度嵌合不畅、激励错配与区域承接能力不足。针对上述问题,提出了构建跨区协同中枢、完善制度与法治保障、改革绩效与收益分配机制、强化科技金融与人才支撑等政策建议。研究旨在为中国西部地区承接“东技西引”、构建跨区域科技成果转化体系提供理论支撑。
