科技成果转化是连接科学研究与经济发展的重要桥梁,也是实现创新驱动发展战略的关键环节。浙江省于2021年创新提出的“先用后转”模式,通过降低企业承接科技成果的门槛和风险,为破解科技成果转化“最后一公里”难题提供了新思路。基于制度经济学和风险管理理论,运用多案例研究方法,深入分析“先用后转”模式在跨区域应用中的风险机理。研究发现,该模式在跨区域推广中面临技术适配性、知识产权保护、制度环境差异等多重风险挑战,需要通过构建多方参与的风险共担机制来保障其有效实施。通过对嘉兴大学稀土废液回收、常山县轴承产业集群、长三角G60科创走廊科技成果转化基金等典型案例的深入分析,构建了包含资金支持、服务保障、政策协同和组织建设四个维度的风险共担机制框架,并提出了相应的政策建议。
