县域是新型城镇化和城乡融合发展的重要节点,在城镇化步入新发展阶段的背景下,以县城为核心载体的城镇化发展实践,正通过系统强化县城建设的推进效能,加速提升城乡融合发展的深度和质量。立足当前新发展阶段,城镇化建设需筑牢产城协同、智慧化建设的实践根基,恪守城乡双向互动、一体化发展的实践准则,遵循科学定位、分类施策的实践路径,同时凸显文化赓续、绿色低碳发展的实践特质,构建城镇化与乡村振兴协同推进的长效机制。以县城为核心载体,通过强化县域特色经济支撑、谋划县域分类发展、促进就近就地就业、提升公共服务水平和推进重点镇建设等措施,破解城镇化进程中发展不平衡、不充分的结构性矛盾,持续提升县城的发展品质与现代化治理水平,对于推进新型城镇化战略具有十分重要的现实意义。在总结分析安徽省宿州市城镇化的现状特征和存在问题的基础上提出对策建议,为统筹城乡发展、推动县域经济和县城建设提供参考。
