在全球科技竞争日趋激烈、关键核心技术成为大国博弈核心的背景下,打造原创技术策源地是实现高水平科技自立自强的关键战略路径。以中国电信集团有限公司在云计算领域原创技术策源地的系统性实践为研究对象,基于其作为国家战略科技力量的特殊定位与产业实践,深入剖析了策源地建设的战略驱动、理论模型与实施体系;系统阐述了中国电信为应对核心软件、硬件、架构和安全等领域的挑战,所构建的“1247系统化推进模式,即“1个协同推进体系、2类目标牵引、4大技术领域聚焦、7项关键任务闭环”;基于该模式重点总结了在实践中形成的6大关键创新范式,具体包括:“红云”军团攻坚模式、资产全生命周期精益运营体系、工具化全链路交付模式、“平台+生态”双轮驱动模式、“产学研用”一体化融合机制以及国产化全线敏捷适配体系。研究结果表明,这些源于深度产业实践的模式不仅有效保障了天翼云核心技术自主可控与规模化应用,更在创新组织、资源配置、工程管理、生态构建等方面形成了一套行之有效的“电信方案”。原创技术策源地建设是一项需国家战略引领、企业主体推进、生态协同共筑的系统工程。中国电信云计算原创技术策源地建设实践经验为中央企业在关键战略领域强化科技创新主体地位、构建自主可控的现代化产业体系提供了具备可操作性的参考范式。
