Based on the reality of safety production in manufacturing enterprises and the background of industrial Internet, a tripartite evolutionary game model of industrial internet safety production supervision platform-manufacturing enterprises-government was constructed to analyze and verify the stability of the system’s evolutionary strategy. The effects of the commission coefficient paid by the manufacturing enterprises, the development and operating cost coefficient of the platform, and the amount of fines imposed by the government on the platform on the evolution results are studied. The results show that increasing the commission coefficient paid by manufacturing enterprises can improve the probability of the platform choosing a high degree of safety production supervision service level and the probability of manufacturing enterprises choosing to join the industrial Internet safety production supervision platform. Reducing the development and operating cost coefficient of the platform can improve the probability of the platform choosing a high degree of production safety supervision service level. Increasing the amount of fines imposed by the government on the platform can improve the probability of the platform choosing a high degree of production safety supervision service level, and the probability of the government choosing to actively regulate the industrial Internet production safety supervision platform.

立足制造企业安全生产的客观实际,结合工业互联网的时代背景,构建“工业互联网安全生产监管平台-制造企业-政府”的三方演化博弈模型,对系统的演化策略稳定性进行分析及验证,研究制造企业支付的佣金系数、平台的开发及运营成本系数、政府对平台处以的罚金金额对演化结果的影响。结果表明:增加制造企业支付的佣金系数,可提升平台选择高程度的安全生产监管服务水平的概率和制造企业选择加入工业互联网安全生产监管平台的概率;降低平台的开发及运营成本系数,可提升平台选择高程度的安全生产监管服务水平的概率;增加政府对平台处以的罚金金额,可提升平台选择高程度的安全生产监管服务水平的概率和政府选择对工业互联网安全生产监管平台进行积极规制的概率。

Based on the reality of safety production in manufacturing enterprises and the background of industrial Internet, a tripartite evolutionary game model of industrial internet safety production supervision platform-manufacturing enterprises-government was constructed to analyze and verify the stability of the system’s evolutionary strategy. The effects of the commission coefficient paid by the manufacturing enterprises, the development and operating cost coefficient of the platform, and the amount of fines imposed by the government on the platform on the evolution results are studied. The results show that increasing the commission coefficient paid by manufacturing enterprises can improve the probability of the platform choosing a high degree of safety production supervision service level and the probability of manufacturing enterprises choosing to join the industrial Internet safety production supervision platform. Reducing the development and operating cost coefficient of the platform can improve the probability of the platform choosing a high degree of production safety supervision service level. Increasing the amount of fines imposed by the government on the platform can improve the probability of the platform choosing a high degree of production safety supervision service level, and the probability of the government choosing to actively regulate the industrial Internet production safety supervision platform.

随着新一代信息技术的发展,如云计算、大数据、物联网等,结合工业领域,工业4.0、智能制造已成为时代主流,工业互联网也迅速发展[1]。工业互联网最早由通用电气(GE)提出,并被定义为具有先进的计算分析、低成本传感和互联网允许的新水平连接的全球工业体系的融合[2],其是实施制造业企业数字化转型的重要技术支撑[3],对提高制造企业运营效率、推动制造业高质量发展具有重要意义[4]
安全生产是实现制造企业高质量发展的重要保障,是制造企业实现可持续发展的关键[5]。制造企业一旦忽略安全生产的重要性,就可能会产生重大生产安全事故。近年来,随着工业互联网的发展,出现了一些由于软件、网络攻击导致的生产安全事故,如本田汽车遭受工业型勒索软件攻击,部分生产系统中断等。这类生产安全事故影响了制造企业的正常生产经营,造成了严重损失。
工业互联网作为一种跨学科的科学集成技术,其不断与新技术相融合[6]。目前,工业互联网已广泛应用于化工、机械等以制造业为基础的行业[7]。Dou等[8]认为加快工业互联网平台创新发展,是新一代信息技术与制造业融合的必然要求。Xu等[9]认为工业互联网能提高制造企业的生产效率、安全性以及智能化程度。Zhang等[10]认为基于工业互联网平台的制造服务协同目前面临的最大挑战之一是亟须一个安全、可靠、多用户满意的解决方案。
近年来,国内外学者开始研究如何将工业互联网应用到安全生产监管领域。Li等[11]研究发现自动化集装箱码头的生产操作的安全状态可以借助工业互联网等先进技术实时监测。Wang等[12]认为可以将工业互联网平台与计算机视觉技术相结合应用于工人安全生产监管领域。Yang[13]研究了工业互联网流量检测方法,以此进一步完善提升工业领域的安全生产。褚健[14]以生产安全作为重点,提出基于工业操作系统为平台的解决方案。陈龄龙等[15]提出了一种基于工业互联网的钢铁企业安全生产监管平台设计方法,有效提升钢铁企业安全生产数字化、网络化水平。张国之等[16]总结了化工企业利用工业互联网进行安全生产管理的现状,集中在数据采集、汇聚、分析、运用与协作共享等环节。可以看出,已有不少学者研究了工业互联网应用到安全生产监管领域,同时也有学者指出工业互联网+安全生产存在行业平台稳定性不足等问题[17]
目前,工业互联网安全生产监管平台尚在发展初期,平台安全生产监管机制主要为动态感知、事前预防、全局联防,通过平台将政府部门监管服务创新与企业安全管控方式创新相结合,对安全生产监管工作进行赋能。然而,平台在监管制造企业生产行为的过程中,有时存在安全生产监管力度不强、提供安全生产监管服务水平较低的现象;同时,政府部门支持平台发展建设,给予补贴资助,但存在部分平台骗取补贴或网络安全性低等现象,政府需要对平台进行规制,上述问题亟须解决。
因此,本文立足制造企业安全生产的客观实际,结合工业互联网的时代背景,构建“工业互联网安全生产监管平台-制造企业-政府”三方演化博弈模型,对系统的演化策略稳定性进行分析,并分析部分重要参数对演化结果的影响。
工业互联网背景下制造企业安全生产的三方参与主体进行博弈,博弈主体三方均为有限理性,主体分别为工业互联网安全生产监管平台(简称平台)、制造企业以及政府。平台基于自身发展需要以及收益方面考虑,选择向制造企业提供何种水平的安全生产监管平台服务;制造企业也会依据自身安全生产以及利益,选择是否加入平台;政府是平台发展的倡导者及监督者,其会依据平台及制造企业的发展运行情况,选择实施积极规制或消极规制的策略。
假设1:假设初始状态下,平台选择提供高水平的安全生产监管服务的概率为 x ,选择提供低水平的安全生产监管服务的概率为 1 - x 制造企业选择加入平台的概率为 y ,选择不加入的概率为 1 - y 政府选择对平台进行积极规制的概率为 z ,选择进行消极规制的概率为 1 - z 其中, 0 x 1,0 y 1,0 z 1
假设2:平台对制造企业进行安全生产监管。安全生产监管程度的高低会决定平台建立安全生产监管运行体系所产生的开发及运营成本的多少,影响系数为 λ P ,其中 λ P 0 ;同时,其也会决定制造企业由此获得的收益及支付给平台的佣金多少,影响系数为 λ E ,其中 λ E 0
假设3:当平台建立安全生产监管运行体系时,其前期建立安全生产监管运行体系所产生的开发成本为 λ P C P 1 ,其在运行时所产生的运营成本为 λ P C P 2 当平台选择提供高水平的安全生产监管服务时,此时平台服务水平系数为 θ H , θ H 1 ,开发成本为 θ H λ P C P 1 ,运营成本为 θ H λ P C P 2 ;当平台选择提供低水平的安全生产监管服务时,此时平台服务水平系数为 θ L ,其中 θ L 1 , θ H θ L ,开发成本为 θ L λ P C P 1 ,运营成本为 θ L λ P C P 2

假设5:当政府选择实施消极规制时,政府会对平台给予技术、研发等方面的补贴资助,从而鼓励平台建立安全生产监管运行体系,政府补贴为 S ,其中 S 0 当政府选择实施积极规制时,除了上述的补贴政策外,还会对平台进行监管,如严查骗取补贴行为、平台网络安全的监管等,并根据监管结果对平台予以处罚,当平台提供低水平服务时,此时罚金为 F ,当平台提供高水平服务时,此时罚金为 α F ,其中 F 0,0 α 1

为分析系统演化稳定策略,首先计算均衡点处的雅克比矩阵:

针对系统较为理想的一种稳定性状态 E 8 ( 1,1 , 1 ) ,对比分析制造企业支付的佣金系数、平台的开发及运营成本系数、政府对平台处以的罚金金额对演化结果的影响。运用MATLAB R2022b软件进行数值仿真。为了让数值仿真更符合实际,参考文献[18-19]及其他相关资料,前往浙江省杭州市工业制造企业开展实地调研,结合上述获取到的数据,进行参数假设。参数设置如下: λ P = 1 , λ E = 1.2 , C P 1 = 8 , C P 2 = 6 , θ H = 2 , θ L = 1 , R E = 22 , C E = 20.5 , α = 0.5 , F = 5
参数设置依据如下: λ P为安全生产监管程度影响平台建立安全生产监管运行体系所产生的开发及运营成本的系数,参考制造企业相关数据及文献,该系数设为1; λ E为安全生产监管程度影响制造企业由此获得的收益及支付给平台佣金的系数,该系数设为1.2; λ P C P 1为平台前期建立安全生产监管运行体系所产生的开发成本,设 C P 1为8,由于 λ P为1,则 λ P C P 1为8; λ P C P 2为平台在运行安全生产监管体系时所产生的运营成本,设 C P 2为6,由于 λ P为1,则 λ P C P 2为6; θ H为平台选择提供高水平的安全生产监管服务时的服务水平系数,由于是提供高水平安全生产监管服务,所以此时服务水平系数较高,设为2; θ L为平台选择提供低水平的安全生产监管服务时的服务水平系数,由于是提供低水平安全生产监管服务,所以此时服务水平系数较低,设为1; λ E R E为制造企业选择加入平台时其获得的收益,设 R E为22,则 λ E R E为26.4; λ E C E为制造企业选择加入平台时其支付给平台的佣金,设 C E为20.5,则 λ E C E为24.6; F为政府选择实施积极规制时,平台提供低水平服务时应缴的罚金,设为5; α F为政府选择实施积极规制时,平台提供高水平服务时应缴的罚金,由于是提供高水平安全生产监管服务,所以在此时监管结果相比于低水平时较好,应缴罚金相比于低水平时较少,设 α为0.5,则 α F为2.5。
为检验系统演化稳定分析的有效性,将参数代入模型中进行仿真,运行结果如图1所示。
图1可知,在设定的参数条件下系统最终会演化到 E 8 ( 1,1 , 1 ) ,与上一节中系统演化策略稳定性分析的内容一致,说明模型具有有效性,对工业互联网安全生产监管平台、制造企业、政府具有重要现实指导意义。
为了研究佣金系数、成本系数对演化结果的影响,将制造企业支付的佣金系数 λ E 平台的开发及运营成本系数 λ P分别作为变量进行数值仿真,得到仿真结果,如图2图3所示。
图2可知,当 λ E的数值为0.6时,平台的策略选择最终趋向于0,当 λ E的数值为1、1.2时,平台的策略选择从开始时趋向于0,转变至最终趋向于1,并且随着 λ E的数值增大,平台选择提供高水平的安全生产监管服务策略的速率增大;当 λ E的数值为0.6、1、1.2时,制造企业的策略选择趋向于1,并且随着 λ E的数值增大,制造企业选择加入平台策略的速率增大。
图3可知,当 λ P的数值为0.6、1、1.2及1.6时,平台的策略选择从开始时趋向于0,转变至最终趋向于1,然而随着 λ P的数值增大,平台选择提供高水平的安全生产监管服务策略的速率减小。
结合图2图3,可得到以下结论。
(1)平台选择高程度的安全生产监管服务水平的概率与 λ E成正比,与 λ P成反比。这意味着,增加制造企业支付的佣金系数、降低平台的开发及运营成本系数,可提升平台选择高程度的安全生产监管服务水平的概率。
(2)制造企业选择加入工业互联网安全生产监管平台的概率与 λ E成正比。这意味着,增加制造企业支付的佣金系数,可提升制造企业选择加入工业互联网安全生产监管平台的概率。
为了研究罚金金额对演化结果的影响,将政府对平台处以的罚金金额 F作为变量进行数值仿真,得到仿真结果,如图4所示。
图4可知,当 F的数值为5、8及10时,平台的策略选择从开始时趋向于0,转变至最终趋向于1,并且随着 F的数值增大,平台选择提供高水平的安全生产监管服务策略的速率增大;当 F的数值为5、8及10时,政府的策略选择趋向于1,并且随着 F的数值增大,政府选择对平台进行积极规制的速率增大。因此,可得到以下结论。
(1)平台选择高程度的安全生产监管服务水平的概率与 F成正比。这意味着,增加政府对平台处以的罚金金额,可提升平台选择高程度的安全生产监管服务水平的概率。
(2)政府选择对工业互联网安全生产监管平台进行积极规制的概率与 F成正比。这意味着,增加政府对平台处以的罚金金额,可提升政府选择对工业互联网安全生产监管平台进行积极规制的概率。
本文分析了基于工业互联网平台的制造企业安全生产监管的演化博弈问题,分析了制造企业支付的佣金系数、平台的开发及运营成本系数、政府对平台处以的罚金金额对演化结果的影响,得到以下结论。
(1)平台选择高程度的安全生产监管服务水平的概率与其开发及运营成本系数成反比,与制造企业支付的佣金系数成正比;制造企业选择加入平台的概率与其支付的佣金系数成正比。
(2)平台选择高程度的安全生产监管服务水平的概率与政府对平台处以的罚金金额成正比;政府对平台进行积极规制的概率与其对平台处以的罚金金额成正比。
根据以上的研究结论,得到以下管理启示。
(1)工业互联网安全生产监管平台应适当提高平台安全生产监管程度,在合理范围内增加制造企业支付的佣金系数,降低开发及运营成本系数,以此来吸引更多的制造企业选择加入工业互联网安全生产监管平台。
(2)政府应对工业互联网安全生产监管平台进行积极规制,在合理范围内适当增加对平台处以的罚金金额,引导工业互联网安全生产监管平台发挥积极的安全生产监管作用,实现良性发展。
