Under the “dual carbon” goal, the express delivery industry is being subject to green transformation, and circular express packaging comes into being. However, the promotion process and results are not ideal. An evolutionary game model of express delivery companies, couriers and consumers was constructed, aiming to explore the stability and influencing factors of the evolutionary equilibrium of the three parties in the promotion process of circular express packaging, and it was analyzed and verified using Matlab. The results show that government rewards and punishments, spillover benefits of express delivery companies, and reputation changes prompt express delivery companies to promote circular express packaging. The rewards and punishments of express delivery companies and the psychological benefits of couriers promote their active cooperation. Subsidies and rewards from the government and express delivery companies, as well as psychological benefits for consumers, encourage their active participation.

“双碳”目标下快递业开展绿色转型,循环快递包装应运而生。然而,推广过程和结果并不理想。构建快递企业、快递员、消费者的演化博弈模型,旨在探索循环快递包装推广过程中三方的演化均衡稳定性及其影响因素,并使用MATLAB进行分析和验证。结果表明:政府的奖惩、快递企业推广获得的溢出收益与声誉变化促使快递企业推广循环快递包装;快递企业的奖惩及快递员心理收益推动快递员积极配合;政府与快递企业补贴奖励及消费者心理收益促使消费者积极参与。

Under the “dual carbon” goal, the express delivery industry is being subject to green transformation, and circular express packaging comes into being. However, the promotion process and results are not ideal. An evolutionary game model of express delivery companies, couriers and consumers was constructed, aiming to explore the stability and influencing factors of the evolutionary equilibrium of the three parties in the promotion process of circular express packaging, and it was analyzed and verified using Matlab. The results show that government rewards and punishments, spillover benefits of express delivery companies, and reputation changes prompt express delivery companies to promote circular express packaging. The rewards and punishments of express delivery companies and the psychological benefits of couriers promote their active cooperation. Subsidies and rewards from the government and express delivery companies, as well as psychological benefits for consumers, encourage their active participation.

随着互联网普及,网络购物成为主流消费方式,快递业务量呈爆发式增长,相关的环境问题越来越受到人们的关注[1]。预计2025年我国物流包装废弃物将达到2 160万t,垃圾填埋处置量将超过100万t。快递包装废弃物大量侵占了土地和空间资源,给生态环境带来了巨大挑战[2]。循环快递包装被认为是解决物流包装污染的有效手段[3-4]。中国《“十四五”循环经济发展规划》提出实施快递包装绿色转型推进举措。2020年国务院办公厅发布的《关于加快推进快递包装绿色转型的意见》重点强调发展可循环快递包装。但目前的规范仅为推荐性标准,快递企业和消费者推广、使用循环箱的意愿尚不明确。目前,中国各大快递企业在循环快递箱的研究和应用上投入了大量的精力,如京东的“青流箱”、顺丰的“丰·BOX”等。然而在实践中,一些循环快递包装推广项目进行得并不顺利,循环包装利用率不足1%,占比微乎其微,城市覆盖面有限。目前循环快递使用群体少、推进缓慢,引起学术界广泛关注和研究。
当前已有学者对循环快递包装推广及其影响因素开展丰富研究。①从政府政策因素角度,Sun和Li[5]认为政府在促进循环快递推广方面发挥重要的积极作用;Chen等[6]和Yang等[7]认为政府推动构建政府、企业、消费者的循环快递包装回收模型,可以使得循环快递回收效率更高。②从快递企业的角度,Wang等[8]和Meherishi等[9]发现推广成本过高、快递企业缺乏社会责任等因素会阻碍循环快递的推广,而政府的外部激励政策会促使快递企业考虑对循环快递包装进行投入;Cozzolino和Giovanni[10]认为节省原材料、优化物流系统、创新技术和业务模式是快递企业最常用的降低成本的做法;Rosário等[11]提出企业采用循环经济模式虽有额外成本,但可提升环境责任、资源效率和创新,企业应平衡长期利益与初始成本,制定战略应对挑战,并通过创新实现经济与环境双赢。③从消费者的接受意愿的视角,伍梓鸿[12]认为消费者在循环快递包装回收中发挥着重要作用;Hao等[13]发现消费者相比于普通包装更愿意使用绿色物流包装,但是大多数消费者对循环包装缺乏认识,更看重包装的实用性。Wu等[14]、Chen和Chen[15]、Song等[16]建议政府、媒体和快递企业发挥作用进一步塑造消费者的环保意识。综上,现有文献已经发现政府政策因素、快递企业的成本与收益、消费者对循环快递的接受意愿等对循环快递推广具有重要影响,为本文研究提供重要启示,但仍存在不足:第一,大部分文献从政府或快递企业等某一主体探讨循环快递包装的推广问题,研究视角较为单一、静态,未能深入研究不同主体间相互作用和协同效应。第二,作为循环快递包装推广的重要过程节点的快递员、消费者等利益相关者行为决策以及决策相互影响,在现有文献中未能引起足够关注,有待深入研究。
循环快递包装推广是一项复杂系统工程,涉及政府、环保组织、快递企业、快递员、和消费者等众多利益相关者。其广泛使用需快递企业与多方闭环衔接,但快递企业在推广中面临技术、意识、成本、环境等问题,实际运行有障碍,且与快递员、消费者存在利益冲突,需制定合理机制才能在更大范围内进行推广。快递员作为配送循环快递包装的一线人员,正确使用和积极宣传可提高循环快递包装使用率,直接影响消费者的接受度。消费者是循环快递包装推广关键终端,其环保意识、认可度和使用意愿直接决定循环快递包装能否广泛应用。因此,本文基于演化博弈理论,构建以快递公司、快递员和消费者为主体的演化博弈模型并进行数值仿真,探究稳定策略集合,验证三者之间的作用关系,厘清各方利益主体的相关因素对循环快递包装推广效果的影响程度。
循环快递包装推广的直接利益相关者有快递企业、快递员和消费者三大主体,三者具备不同的目标与利益诉求,均会以有限理性做出自身利益最大化的决策。快递企业是主导者和推动者,基于政府政策考虑和企业收益最大化原则决定是否推广循环快递包装,其决策和行动影响推广效果和规模。快递员是直接执行者,日常工作中与消费者直接接触,负责循环快递包装的发放、回收和检查,其工作态度、专业水平和沟通能力对消费者接受和正确使用至关重要,积极配合可提高推广效率和使用效果。消费者是使用者和最终受益者,其态度和行为具有决定性作用,对环保理念的认同程度以及是否愿意配合快递员使用和归还包装,直接影响循环包装能否广泛应用。根据快递企业、快递员、消费者三方博弈互动关系,设定参数如表1所示。

在博弈过程中,由于博弈三方之间存在信息不对称性,各方主体均不知自身策略是否为最优策略,只能通过在博弈过程中观察对方策略来不断调整自身策略,最终各主体达到均衡状态。接下来分别对快递企业、快递员和消费者的渐进稳定性进行分析。
若F(x)=0,则$x=0,x=1,y=({B}_{1}-\Delta {C}_{1}+E+\Delta {R}_{1}+{L}_{1}-{B}_{4}z+{F}_{1}z)/{B}_{3},$记为y=K1。根据复制动态方程的稳定性定理,当F(x)=0,F'(x)0,x为演化稳定策略。

$G\left(y\right)是关于y的减函数,可得当y{K}_{1},G\left(y\right)0,F\text{'}\left(1\right)0,$此时x=1是演化稳定点。因此,当快递员积极配合的概率低于K1时,快递企业选择推广循环快递包装。当yK1,G(y)0,F'(0)0,此时x=0是演化稳定点,因此,当快递员积极配合的概率高于K1时,快递企业选择不推广循环快递包装。
若F(y)=0,则$y=0,y=1,x=U/(-{B}_{3}+\Delta {C}_{2}-{F}_{2}-\Delta {R}_{2}),$记为x=K2。根据复制动态方程的稳定性定理,当F(y)=0,F'(y)0,y为演化稳定策略。

若B3-ΔC2+F2+ΔR20,H(x)是关于x的减函数,当xK2,H(x)0,F'(1)0,此时y=1是演化稳定点,因此,当快递企业推广循环快递包装的概率低于K2时,快递员选择积极配合。当xK2,H(x)0,F'(0)0,此时y=0是演化稳定点,因此,当快递企业推广循环快递包装的概率高于K2时,快递员选择消极配合。反之亦然。
若F(z)=0,则$z=0,z=1,x={B}_{2}/(-{B}_{4}+\Delta {C}_{3}+{L}_{2}-{W}_{2}-{L}_{2}y),$根据复制动态方程的稳定性定理,当F(z)=0,F'(z)0,z为演化稳定策略。

当B4-ΔC3-L2+W2+L2y0时,I(x)是关于x的减函数,可得当xK3,I(x)0,F'(1)0,此时z=1是演化稳定点,因此,当快递企业推广循环快递包装的概率低于K3时,消费者选择积极参与。可得当xK3,I(x)0,F'(0)0,此时z=0是演化稳定点,因此,当快递企业推广循环快递包装的概率高于K3时,消费者选择消极参与。反之亦然。
按Friedman提出的方法,对复制动力系统式求导可得到 Jacobion矩阵所示,并将8个均衡点分别带入矩阵中,可得到对应的渐近稳定性分析结果。

将均衡点分别代入雅可比矩阵中,就可以求得每个均衡点所对应的三个特征值,根据Lyapunov间接法,若均衡点的所有的特征值都为负实数,说明该均衡点是稳定的;若三个特征值为正,则此点为不稳定点;若1个或2个为正,则此点为鞍点。均衡点稳定性判断结果如表3所示。
表3可知,E1、E2、E3 的特征值均有正值,因此都为不稳定点。E4、E5、E6、E7、E8只要满足各个特征值都小于0的条件,即为ESS稳定点。其中,E8 (1,1,1)为最为理想的状态,需要满足条件$-{B}_{1}+\Delta {C}_{1}-\Delta {R}_{1}-E-{F}_{1}-{L}_{1}+{B}_{3}+{B}_{4}0,\Delta {C}_{2}-{B}_{3}-{F}_{2}-\Delta {R}_{2}-U0,-{B}_{2}-{B}_{4}+\Delta {C}_{3}-{W}_{2}0,$即对于快递企业来说,推广循环快递包装所能获得的额外的收益、政府的补贴、溢出收益、政府的惩罚与声誉损失之和大于推广循环快递包装所付出的额外的成本与给快递员和消费者之和,快递企业将会选择推广循环快递包装策略;对于快递员来说,积极配合所能获得的企业奖励和额外收益、心理收益和企业罚款之和大于所需要付出的额外成本,快递员将会选择积极配合策略;对于消费者来说,积极参与所能获得的政府和快递企业的奖励与心理收益之和大于所需要付出的额外成本,消费者将会选择积极参与策略。此时的演化策略为(推广循环快递包装,积极配合,积极参与)。
上述分析给出了快递企业、快递员、消费者三方演化博弈模型的稳定策略,为了更直观地分析不同参数变动对演化稳定策略的影响,提炼现实中三方主体演化博弈系统,考虑参数的依存和制约关系以及假设定义,对模型相关参数进行赋值。本文希望寻找趋近于渐进稳定点${E}_{8}(\mathrm{1,1},1)$的博弈策略。假定${B}_{1}=15$,${B}_{2}=10$,${F}_{1}=15$,${L}_{1}=15$,${R}_{1}=50$,$\Delta {C}_{1}=30$,$\Delta {R}_{1}=0{,}_{1}E=10$,${B}_{3}=10$,${B}_{4}=10$,${R}_{2}=20$,${F}_{2}=5$,$\Delta {C}_{2}=20$,$\Delta {R}_{2}=0$,$U=10,{W}_{1}=10$,$\Delta {C}_{3}=20$,${W}_{2}=15$,${L}_{2}=10。$将数值随时间演化50次,结果如图1所示。
通过稳定性分析结果可知,部分参数对演化结果具有重要影响。故对部分重要参数进行敏感性分析,以观察参数变动对三方主体策略的影响。为验证演化稳定性分析的有效性,考虑均衡点E8(1,1,1)的稳定性条件,利用MATLAB进行数值仿真,取三方的初值为0.2,设初始时间为0,演化结束时间为50。
保持其他参数不变的情况下,模拟政府对快递企业实行推广循环快递包装行为的奖励B1分别为10、15、20,溢出收益为E分别为10、15、20,快递企业选择不推广循环快递包装的惩罚F1分别为10、15、20,声誉损失为L1分别为10、15、20。根据图2~图5的仿真结果,快递企业最终收敛于1,且收敛速度随着4个影响因素的增大而加快,对快递企业选择推广循环快递包装的稳定策略起积极影响。其中,政府对快递企业的奖励、溢出收益、快递企业不推广循环快递包装的声誉损失对快递企业的稳定策略演化收敛速率作用较为显著,高于政府对快递企业的惩罚对稳定策略演化收敛速率作用。
保持其他参数不变的情况下,模拟快递员积极配合快递企业所给予的奖励B3分别为5、10、15,消极配合将会受到快递企业的惩罚F2分别为5、10、15,快递员积极配合带来的心理收益U分别为5、10、15。根据图6~图8的仿真结果,快递员的策略最终收敛于1,且收敛速度随着三个影响因素的增大而加快。其中,快递员积极配合带来的心理收益对快递员积极配合的稳定策略的演化收敛速率作用十分显著,快递企业的奖励和惩罚对快递员积极配合的稳定策略的演化收敛速率作用较为显著。
保持其他参数不变的情况下,模拟政府对消费者参与推广的补贴B2分别为5、10、15,快递企业给消费者积极参与推广的奖励B4分别为5、10、15,消费者积极参与获得的心理收益W2分别为10、15、20,快递员消极配合时消费者积极参与可能承担的损失L2分别为5、10、15。根据图9~图12的仿真结果,消费者的策略最终收敛于1,且收敛速度随着B2B4W2的增大而加快,随着L2的增大而减慢。其中,快递企业给消费者积极参与推广的奖励对消费者积极参与的稳定策略的演化收敛速率作用十分显著,政府对消费者参与推广的补贴和消费者积极参与带来的心理收益对消费者积极参与的稳定策略的演化收敛速率作用较为显著,快递员消极配合的情况下消费者积极参与可能承担的损失对消费者稳定策略的演化收敛速率作用不大。
本文围绕如何促进循环快递包装推广这一问题,构建政府奖惩机制下快递企业、快递员和消费者群体间的博弈模型,依据现实情况设置相应的参数,对各主体间的互动机理与演化路径进行分析,通过数值仿真分析探讨三方行为的影响机理,并通过数值仿真进行验证,得到以下结论。
(1)在快递服务的生态系统中,当外部条件发生变化时,快递企业、快递员和消费者三方的利益权衡会有所不同,从而导致不同的决策结果。
(2)对快递企业而言,加大对快递企业的推广循环快递包装的奖励力度、提高不推广的声誉损失、增加推广的溢出收益,能推动企业选择推广并有效影响策略演化速率。加大对快递企业不推广的惩罚也能发挥一定的积极作用。政府奖励力度加大,意味着企业能获得更多的支持和优惠,提高其积极性。声誉损失增加会促使企业注重形象和口碑。溢出收益,如提升企业的社会责任感、增强品牌竞争力等,也是企业决策的重要考量因素。政府的惩罚会给企业带来一定的压力,促使其积极推广循环快递包装。
(3)快递员在快递服务中扮演着重要的角色,他们的积极配合对于推广循环快递包装至关重要。对快递员而言,他们积极配合带来的心理收益的提升、快递企业加大对快递员的奖励和惩罚会促使快递员由消极配合向积极配合转变并有效影响策略演化速率。快递员积极配合会获得心理上的满足感和成就感,会激励其更加主动地参与到推广中。同时,快递企业加大对快递员的奖励和惩罚力度,也会对他们的行为产生直接的影响。
(4)消费者是快递服务的最终使用者,他们的积极参与对于推广循环快递包装具有重要意义。对消费者而言,政府增加对其参与推广的补贴、快递企业提高给其积极参与推广的奖励、提升消费者积极参与带来的心理收益会促使消费者由消极参与向积极参与转变,并对策略演化速率产生有效影响。政府增加对消费者补贴可以降低消费者的使用成本,快递企业提高给消费者积极参与推广的奖励,如积分、折扣等,可以吸引消费者主动选择循环快递包装。此外,提升消费者积极参与带来的心理收益,如增强环保意识、获得社会认可等,也会促使消费者更加愿意参与到循环快递包装的推广中。
根据以上研究结论可得出以下管理启示。
(1)循环快递包装推广中,政府要发挥主导作用,健全法规标准政策,约束引导快递企业,加大奖励及资金支持降低企业成本。同时对快递员和消费者等个体要予以积极引导,明确消费者绿色消费责任,借助宣讲等活动增强其环保意识。
(2)快递企业应响应政策,主动承担社会责任,加大循环快递包装投入推广。合理设置完善快递员考核奖惩机制,推广绿色理念,提升环保意识。同时加强对消费者宣传引导,提升认知接受度,用信用管理、积分兑换或运费减免等方式鼓励消费者使用。
(3)快递员是物流环节的关键参与者,要主动提升环保意识,认识循环快递包装的重大意义。通过积极参与培训学习增强了解,在工作中主动推广使用循环快递包装。
(4)消费者是终端使用者,肩负着重要责任。要增进对循环快递包装的认可,摒弃对一次性包装依赖。通过参与环保活动等提高环保素养,将主动意识与被动激励结合,推动循环快递包装广泛应用,为可持续发展贡献力量。
