In order to accurately evaluate the operation safety level of civil aviation transportation airport apron, the evaluation index system was established based on “man-machine-environment-management”, the evaluation index system was verified by using the structural equation model, and the entropy weight method was used to carry out subject-objective assignment. The combination of assignment was conducted based on the game theory, so as to put forward the transportation airport apron safety evaluation model based on the SEM(structural equation model)-entropy weight method and the extension cloud model. Chengdu Shuangliu Airport was used as an example for verification, and the results show that the apron operation safety level of this transportation airport is good, which is in line with the actual operation situation, and the evaluation model can provide a scientific and feasible reference method for the evaluation of the apron operation safety of civil aviation transportation airports.

为了准确评价民航运输机场机坪运行安全水平,基于“人-机-环-管”建立评价指标体系,利用结构方程模型对评价指标体系进行验证,并结合熵权法进行主客观赋权。基于博弈论进行组合赋权,提出基于SEM(结构方程模型)-熵权法-可拓云的运输机场机坪安全评价模型。以成都双流机场为例进行验证,结果表明该运输机场机坪运行安全水平为良好,与实际运行情况相符合。该评价模型可为运输机场机坪运行安全评价提供一种科学可行的参考办法。

为了准确评价民航运输机场机坪运行安全水平,基于“人-机-环-管”建立评价指标体系,利用结构方程模型对评价指标体系进行验证,并结合熵权法进行主客观赋权。基于博弈论进行组合赋权,提出基于SEM(结构方程模型)-熵权法-可拓云的运输机场机坪安全评价模型。以成都双流机场为例进行验证,结果表明该运输机场机坪运行安全水平为良好,与实际运行情况相符合。该评价模型可为运输机场机坪运行安全评价提供一种科学可行的参考办法。

In order to accurately evaluate the operation safety level of civil aviation transportation airport apron, the evaluation index system was established based on “man-machine-environment-management”, the evaluation index system was verified by using the structural equation model, and the entropy weight method was used to carry out subject-objective assignment. The combination of assignment was conducted based on the game theory, so as to put forward the transportation airport apron safety evaluation model based on the SEM(structural equation model)-entropy weight method and the extension cloud model. Chengdu Shuangliu Airport was used as an example for verification, and the results show that the apron operation safety level of this transportation airport is good, which is in line with the actual operation situation, and the evaluation model can provide a scientific and feasible reference method for the evaluation of the apron operation safety of civil aviation transportation airports.

机坪作为运输机场航空器保障、人员作业、车辆运行的主要活动场所,具有作业工种繁多、人员流动较大、保障流程较多及保障设施种类多样等特点,因而机坪也存在较大的安全风险。近年来运输机场机坪不安全事件频发,主要表现在人为因素引起的机务人员与航空器、客机牵引车的事故、航空器与机坪障碍物的剐蹭事故、地面保障车辆与航空器的碰撞事故,而一旦发生机坪事故,不仅会造成航空器损伤、人员伤亡,而且也会间接影响机场运行效率,造成损失,因此科学地评价运输机场机坪运行的安全水平具有重要意义。
Korkmaz等[1]针对机场机坪运行安全问题,采用定性研究方法,提出了一种称为发现技术、人员教育、设计组织和适应环境(find technology, educate human, design organization, adapt environment, FEDA)的管理模型,帮助识别机场机坪运行存在的安全问题。Liptáková等[2]以机场停机坪作业为重点,详细分析了机坪可能存在的危害及其概率和严重程度,对机坪的安全隐患进行识别和评价。Guo等[3]基于加权系统动力学,构建了机坪运行管理(apron operation management,AOM)系统动力学模型,建立AOM危险指标评估系统,根据危险指标权重对停机坪运行安全提出相应整改措施。张晓全和刘旭[4]针对国内某大型机场进行机坪事故的数据统计,通过定性方法与定量方法相结合,对机坪的风险因素进行评价,针对风险值较高的因素提出了风险控制措施。叶伟和黄天彬[5]通过分析影响机坪作业安全的影响因素及原因,构建了机坪运行安全的多级模糊综合评价模型,对机坪的安全风险进行了评价并给出了机坪的整体安全水平。王永刚和高宇恒[6]针对国内中大型机场的机坪安全风险因素,运用事故树分析法对机坪的安全风险进行识别,并结合定量定性方法对风险进行系统分析,针对风险值较大的因素提出相对应的风险对策。黄炬凯等[7]针对航空器在机坪的运行特点,建立了机坪运行安全的预警指标体系,构建了机坪运行安全风险的动态贝叶斯网络,并对风险值进行了计算。李明捷和黄诗轶[8]结合通用机场的机坪运行特点建立评价指标体系,利用变权和相对差异函数的办法对通用机场机坪的运行安全进行了评估。胡杰等[9]基于G1-物元分析法构建了机场安全状态评价指标体系并对机坪安全的保障状态进行了评价。
基于上述研究可以发现,针对机坪运行安全的评价问题,主要评价方法集中在模糊综合评价、灰色关联法、贝叶斯网络、物元分析法、变权模型等,在评价过程中存在模糊性和随机性的问题,评价指标存在边界模糊的问题,在评价体系方面,针对机坪安全评价指标体系的构建具有主观随意性,也没有对建立的指标体系进行验证。因此,本文引入结构方程模型(structural equation modeling,SEM)-熵权法-可拓云模型,通过对运输机场的机坪运行安全情况进行调研,建立运输机场机坪运行安全指标体系,利用SEM模型进行验证,可以验证所构建指标体系的合理性。之后利用基于博弈论的组合赋权方法确定各评价指标的综合权重,有效平衡了主客观权重,使评价结果更加可信。最后利用可拓云模型进行评价,可以解决机坪运行安全评价存在的模糊性和随机性的问题,解决评价过程指标边界模糊的问题,对运输机场的机坪运行安全水平进行准确评价。
构建机坪运输安全评价指标体系是评价运输机场机坪运行安全的基础。遵循全面性、系统性、科学性原则,通过问卷调查,初步构建评价指标体系,其中包括4个一级指标和14个二级指标,将人员因素、设备因素、环境因素、管理因素作为一级指标。在建立的指标体系中,人员因素主要从人员的知识背景、技术水平、安全意识进行考虑;设备因素主要从机坪设备的使用安全性、设计安全性、维修保养情况及设备数量进行考虑;环境因素主要从机坪外来物、低能见度条件下的运行安全性、地面标志线的清晰程度及夜间照明进行考虑;管理因素主要从机坪的运行安全规章制度的制定、机坪应急演练及工作人员的日常培训与考核进行考虑。建立的机坪运行安全指标体系如图1所示。
结构方程模型是一种可以处理相关指标测量、分析指标之间相互关系的分析模型。结构方程模型分为测量方程和结构方程[10]
测量模型包括潜变量与观测变量。潜变量是指不能直接被观察测量出来的变量,观测变量是指可以直接观测测量得到的变量。测量模型的方程式为

式中:xy分别为外生观测变量与内生观测变量;${\Lambda }_{x}$为外生指标与外生潜变量之间的关系;${\Lambda }_{y}$为内生指标与内生潜变量之间的关系;ξη为外生潜变量与内生潜变量;$\partial $ε分别为xy的测量误差项。结构模型的方程式为

式中:B为内生潜变量之间的关系;Γ为外生潜变量对内生潜变量的影响;$\zeta $为结构方程的残差项。
熵权法是一种根据指标变异性大小来确定客观权重的方法[11],能够清楚反映指标的数据变化和指标权重之间的关系,主要通过熵值大小来衡量指标的信息量。使用熵权法确定机坪安全影响因素权重的步骤如下。
(1)归一化处理指标数据。

式中:Rij为归一化矩阵中的元素;xij为判断矩阵中的元素;n为评价指标个数。
(2)求解指标信息熵Ej

(3)求解指标权重ωj
${\omega }_{j}=\frac{1-{E}_{j}}{\sum _{j=1}^{n}(1-{E}_{j})}$
为了提高指标赋权的准确性,对于SEM-熵权法所求得的主客观权重,采用基于博弈论的思想进行组合赋权。博弈论组合赋权法可以平衡主客观权重之间的偏差,在达到纳什均衡的同时减少各权重之间的差离,增加权重值的准确性[12]
(1)根据SEM-熵权法主客观权重向量赋予:

式中:Wkm种赋权方法集合;m为确定权重的方法数量。设a={a1,a2}为线性组合系数,则该向量线性组合为

(2)为了得到合理的权重W*,以WWk离差极小化为目标,目标函数为

(3)根据矩阵的微分性质可得出式(9)的最优一阶导数条件为

(4)由式(10)可以求得优化组合系数a1a2,并对其进行归一化处理得到${a}_{1}^{*}$${a}_{2}^{*}$:

(5)所得最终权重W*

正态云模型通过引入期望值Ex、熵En和超熵He来表示云的数字特征[13],通过这些数字特征,可以将事物的随机性和模糊性关联起来,可以反映事物的定量特征,并建立定量与定性之间相互转换的模型。其中,期望值Ex表示正态云图中的云重心,代表事物模糊定性概念的点值;熵En表示的是对事物不确定性的度量,可以反映机坪运行安全指标值的随机性,又可以体现待评价物元数据可以被机坪运行安全等级节域接受的模糊性,熵值越大,其模糊性和随机性也就越大,反之亦然;超熵He是对熵En的不确定性的度量,即熵的熵,反映了云的离散程度和厚度,表示影响机坪运行安全各种因素的随机性和模糊性的关联程度。
物元可拓模型[14]将物元理论和可拓集合理论充分结合,可以更好处理不确定问题,在该模型中,待评价事物由事物名称N、事物特征C及事物特征值V共同组成,记为R=(N,C,V)。
考虑V的随机性和事物的模糊性,本文利用正态云模型中的(Ex,En,He)来代替。经过改进之后的可拓物元模型表示为

式中:R为机坪运行安全评价的等级集合;Ci为各评价指标;(Ex,En,He)为评价指标Ci各等级云的云参数。
为了降低机坪运行安全评价等级区间界限值的不确定性,将该等级区间转化为可根据实际需要对空间界限进行延伸的双约束空间[Cmin,Cmax][15]:

式中:CmaxCmin为各等级的上下界限;s为常数,通常取值范围为[0,20],根据评价指标的模糊性适当取值,本文取值0.02。
通过式(16)计算待评估机场的机坪安全指标值xi与评价指标安全等级标准云之间的云关联度ki,计算公式为

式中:ki为指标xi对应的云关联度;xi为评价指标量值;$E_{n i}^{\prime}$为服从正态分布的随机数。
由式(16)所求得的云关联度ki构成可拓云评价判断矩阵P:

计算综合评判向量V:

式中:Wi为所求得组合权重向量。
计算评判的模糊等级特征值r:
$r={v}_{i}{f}_{i}$
式中:vi为向量V相对应的最大分量;fi为最大分量对照等级i的分数值,对应等级有1、2、3、4、5级,分值表示为1、2、3、4、5。
为了减少计算随机性,需对上述过程进行多次运算:

式中:Erx为多次运算所得的期望值;Ern为多次运算所得的熵;n为评判分值的运算次数,本文取1 000次;ri(x)为第i次计算所得的模糊等级特征值。
引入置信度因子θ来表示计算结果的可信程度[16]:
$\theta ={E}_{rn}/{E}_{rx}$
可信度大小与可信程度(评价结果符合机坪运行安全实际状况程度)成反比,θ越大,可信程度越小,θ越小,表示可信程度越好,当θ <0.01时,表示评价结果可信。
本文以成都双流国际机场为研究对象。该运输机场共有两座航站楼,两条平行跑道,停机位239个,廊桥85条,机坪地勤设施包括气源车、电源车、客梯车、传送车等各类保障车辆。成都双流国际机场机坪存在设施设备较多、运行航班数量多、运行环境复杂的特点,具有研究机坪运行安全的意义。
通过实地调研,根据本文所建立的评价指标体系,对成都双流国际机场的运行数据进行采集,基于SEM-熵权法-可拓云模型,对该运输机场的机坪运行安全水平进行评价,评价流程如图2所示。
本次问卷调查对象均为民航相关从业者,调查问卷回收问卷143份,有效问卷138份,有效问卷中,机场运行指挥中心一线工作人员占比54%,航空公司人员占比13%,民航院校、科研院所人员占比17%,其他民航类人员占比16%。利用SPSS26软件对调查问卷进行信度与效度检验,在信度检验中,量表Cronbach α系数为0.885,介于0.8~0.9,表明问卷数据一致性较好。在效度检验中,KMO值为0.843,巴特球形值为795.899,自由度(df)为91.000,显著性P值为0.000,见表1,说明问卷的结构效度较好。
采用AMOSS26.0软件针对运输机场机坪运行安全进行结构方程模型的分析。初始模型如图3所示。
本文构建的运输机场运行安全评价指标体系分别对应4个公共因子,即人员因素、设备因素、环境因素及管理因素,为了更好地得到影响机坪运行安全的关键因素,构建结构方程模型,并形成如下基本路径假设。
H1:人员因素与设备因素存在相互正向作用;
H2:设备因素与环境因素存在相互正向作用;
H3:环境因素与管理因素存在相互正向作用;
H4:人员因素与环境因素存在相互正向作用;
H5:设备因素与管理因素存在相互正向作用;
H6:人员因素与管理因素存在相互正向作用。
首先对模型的拟合优度指数进行检验,本文采用的模型拟合优度指数主要包括卡方自由度比值(χ2/df)、近似误差均方根(RMSEA)、残差均方根(RMR)、增值拟合指数(IFI)、非规范拟合指数(TLI)及比较拟合指数(CFI)。运用Amoss软件对调查问卷中的样本数进行拟合优度检验,见表2。由表2可知,RMSEA、IFI、TLI、CFI 4个拟合优度指数未达到要求参考值,因此需对假设模型进行修正。利用修正指数(modification index, MI)对模型进行修正,通过增加e3、e10之间的路径,减少模型卡方值,如图4所示。
对修正后的模型进行拟合优度检验,拟合优度指数见表2,由表2可知,除了TLI指数略低于0.9之外,其余指标均符合参考值标准,说明模型拟合度较好。
表3显示了模型经过修正后的潜在变量和显变量的参数估计值,最终的标准化结构方程模型计算结果表示假设路径H1、H2、H3、H4、H5和H6均通过验证,人员因素、设备因素、环境因素、管理因素之间两两存在相互影响的正向关系,6组路径的P值均小于0.001,机坪运行的设备因素与机坪运行的环境因素之间的相关性最高,为0.811,人员因素与环境因素之间的相关性最低,为0.536。
首先对结构方程模型(SEM)中各二级指标分析得出的路径系数结果进行归一化处理作为主观权重;建立熵权法计算模型,根据式(6)得出客观权重;将所计算出的主观权重与客观权重利用博弈论组合赋权方法进行组合赋权,计算出${a}_{1}^{*}$=0.174 3,${a}_{2}^{*}$=0.825 7最终计算得到该运输机场机坪运行安全各评价指标的综合权重,见表4
(1)根据运输机场的实际情况,参考《运输机场运行安全管理规定》[17]《运输机场机坪运行管理规则》[18],将该机场安全水平分为差(Ⅰ)、一般(Ⅱ)、中等(Ⅲ)、良好(Ⅳ)、优秀(V),各评价指标等级界限见表5
(2)利用式(15)将表5转换为标准云模型,见表6
(3)在确定机坪运行安全评价因子云模型数字特征后,利用MATLAB软件绘制评价指标的评级等级云图,分别给出人员知识背景V11、设备使用安全性V21、机坪外来物V31和机坪运行安全制度制定V414项评价指标等级云图,如图5所示,从左往右的评价等级依次为Ⅰ~V级,横坐标表示指标的取值范围,纵坐标表示相应的云隶属度。
(4)通过MATLAB软件计算出实例中各评价指标对应不同等级的云关联度,见表7
(5)依据该运输机场指标云关联度矩阵及计算所得的指标综合权重,得出综合关联度B,分别为0.000 5、0.000 0、0.025 4、0.139 5、0.087 6。根据最大关联度原则,该运输机场安全评价等级为良好(Ⅳ级),并利用式(22)计算可信度因子θ=0.002 0<0.01,表示该评价结果具有较高信服度。
为了验证本文所提出方法的有效性与可行性,本文对单一方法进行了组合,并比较该运输机场的机坪运行安全等级,见表8。由表8可知,3种方法的评价结果相一致,同时SEM-熵权法-可拓云模型除了可以得到该运输机场的机坪运行水平外,还可以得到评价模型的可信度,增强模型的有效性。
(1)从人员因素、设备因素、环境因素及管理因素4个方面建立了运输机场机坪运行安全评价体系,并利用SEM(结构方程模型)验证了指标构建的合理性,证实了机坪运行的“人、机、环、管”两两因素之间存在相互正向关系,其中设备因素与环境因素之间的相关性最高,人员因素与环境因素的相关性最低。
(2)基于“SEM-熵权法”求得机坪运行安全评价的主客观权重,并基于博弈论求解得出组合权重,提高了指标权重的客观性。
(3)将可拓云模型应用到运输机场的机坪风险评价中,运用该模型对成都双流国际机场的机坪运行风险进行评价,得出安全评价等级为Ⅳ级(良好),与该机场实际运行情况相符合,其中设备的使用安全性、设备的设计安全性及机坪的夜间照明3个指标的评价等级为Ⅲ级(中等)。在后续的机坪安全巡查中应加强对机坪设备的检查,定期检查设备的使用情况,并完善机坪的夜间照明系统,为机场夜间运行提供更加安全的工作环境。
