Based on the development of the digital economy and the uncertainty of demand information in the equipment manufacturing supply chain, the impact of government subsidies on the information sharing strategy under the equipment manufacturers quality innovation was explored. The price and quality innovation decision models for non information sharing and information sharing were established and solved, and the model results were analyzed. Results show that retailers sharing optimistic demand can definitely motivate equipment manufacturers to improve product quality, but it may not necessarily increase wholesale and retail prices at the same time. Moreover, it is only when government subsidies are high that it helps to increase the actual demand for products. Equipment manufacturers always benefit from information sharing, and designing an information compensation mechanism can increase the motivation for retailers to share, but this mechanism requires government subsidies to be within a certain range. In addition, the increase in government subsidies helps to enhance the consumer surplus value and social welfare value of information sharing.

基于数字经济发展及装备制造供应链需求信息不确定特征,在装备制造商质量创新下探讨政府补贴对销售商信息分享策略的影响。建立并求解无信息分享和有信息分享下的供应链价格博弈及质量创新决策模型,并对模型结果进行分析。研究发现,销售商分享乐观的需求一定能激励装备制造商提高产品质量,却未必会同时提升批发价和零售价,且有当政府补贴较高时才有助于提高产品实际需求。装备制造商始终能从信息分享中获利,设计信息补偿机制可提高销售商信息分享的动机,但该机制要求政府补贴力度处于一定范围。政府补贴的增加有助于提升信息分享的消费者剩余价值和社会福利价值。

基于数字经济发展及装备制造供应链需求信息不确定特征,在装备制造商质量创新下探讨政府补贴对销售商信息分享策略的影响。建立并求解无信息分享和有信息分享下的供应链价格博弈及质量创新决策模型,并对模型结果进行分析。研究发现,销售商分享乐观的需求一定能激励装备制造商提高产品质量,却未必会同时提升批发价和零售价,且有当政府补贴较高时才有助于提高产品实际需求。装备制造商始终能从信息分享中获利,设计信息补偿机制可提高销售商信息分享的动机,但该机制要求政府补贴力度处于一定范围。政府补贴的增加有助于提升信息分享的消费者剩余价值和社会福利价值。

Based on the development of the digital economy and the uncertainty of demand information in the equipment manufacturing supply chain, the impact of government subsidies on the information sharing strategy under the equipment manufacturers quality innovation was explored. The price and quality innovation decision models for non information sharing and information sharing were established and solved, and the model results were analyzed. Results show that retailers sharing optimistic demand can definitely motivate equipment manufacturers to improve product quality, but it may not necessarily increase wholesale and retail prices at the same time. Moreover, it is only when government subsidies are high that it helps to increase the actual demand for products. Equipment manufacturers always benefit from information sharing, and designing an information compensation mechanism can increase the motivation for retailers to share, but this mechanism requires government subsidies to be within a certain range. In addition, the increase in government subsidies helps to enhance the consumer surplus value and social welfare value of information sharing.

装备制造业已被公认为一个国家综合国力和国防实力的重要体现[1]。在高质量发展时代背景下,装备制造企业的高端化质量研发创新已成为突破供应链“低端锁定”困境、推进产业转型向纵深发展的必要途径[2]。作为资金密集型行业的典型,装备制造业的发展离不开政府的推动,尤其是在质量研发创新方面亟须政府财税政策的引领作用。在政府支持下,近两年来中国已建设增材制造、先进轨道交通装备、农机装备等国家级制造业创新中心,持续锻造全球创新能力[3]。2024年,深圳发布《关于推动高端装备产业集群高质量发展的若干措施》,明确规定给予在轨道交通装备、海洋工程等领域的装备制造产品研发及项目推广以重点财税补贴支持[4]。这些补贴政策客观上提升了装备制造产品质量,对改善制造供应链经济绩效作用明显。
装备制造业发展持续向好,除了得益于自身研发能力的提升以及政府补贴政策的完善外,还取决于需求侧的持续改善。受各地区消费者行为习惯差异加大、产品生命周期的不断缩短等因素影响,装备制造产品面临的市场需求模糊性越来越高。这一特点在智能装备制造、机器人等高端行业体现得尤为明显[5]。数字技术的发展给这一问题的解决带来了契机。一些装备已开始利用ERP、大数据模型等,对消费者购买行为以及产品市场需求等重要信息开展预测活动。例如,长航机电通过引入鼎捷软件的PLM、MES等智能模块,不仅提升了消费者需求信息预测的精度,更促进了研发管理的透明度,提升了BOM准确率15%以上。但是,当前能自主开展需求预测的装备制造企业仍属少数,在信息优势意识、隐私泄露关注等影响下,这些企业与上下游企业进行信息分享的动机较为复杂,可能进一步加剧供应链内的信息不对称现象,给装备制造供应链的质量研发创新决策以及政府补贴的效果带来不确定性。基于此,本文研究如下问题:需求信息分享如何影响装备制造供应链的质量研发创新策略?政府补贴如何影响供应链成员信息分享的动机?在信息分享的经济价值和社会价值方面,政府补贴和质量创新会产生怎样的协同效应?这些问题的解决对于推进数字技术在装备制造供应链中的运用、实现高质量发展意义重大。
与本文相关的第一方面研究集中于供应链质量创新策略及政府补贴机制。Yan等[6]把质量创新归类于企业创新中产品研发创新范畴,并详细描述了其特征;Ye等[7]指出,消费者注意力的增量迭代是影响供应链产品质量创新的重要因素;Ge和Li[8]在消费者适应性学习框架下讨论了供应链的动态质量决策问题;梁喜和魏承莉[9]在双渠道背景中研究了供应链的研发创新策略,并探索了实现供应链协调的共享机制;王文宾等[10]构建了双渠道供应链中3种质量研发模式(不研发、制造商独立研发、上下游合作研发),分析了不同研发模式对供应链利润及消费者剩余的差异性影响。政府财税补贴是影响制造企业供应链质量创新(或绿色创新)的重要因素。Zhang和Huang[11]、Bian等[12]从供应链利润、环境效应、社会总价值角度,对两种政府补贴模式(基于创新过程和基于生产过程)进行了全方位对比;Yang和Xiao[13]研究发现,政府加大补贴程度可能在提升产品绿色度水平的同时降低供应链企业利润;张书华等[14]考虑了绿色技术创新成本补贴和减排奖励两种补贴模式下的异质性品牌企业技术创新博弈模型,发现政府补贴技术创新成本适中的企业最有利。以上文献均未考虑研发创新中的信息不对称问题。本文第二部分相关文献则集中于供应链的信息分享策略领域。Zhang等[15]、Pei和Yang[16]分别探讨了正向和逆向供应链中上下游企业如何进行需求信息的预测和分享;Liu等[17]发现,供应商数量的增加有助于提升企业信息分享的可能性;Nie等[18]认为制造企业增加再制造生产线时,信息分享策略可以实现三方利益的共赢;丁翔等[19]针对由制造商、零售商和具有低碳偏好的消费者组成的供应链,考虑市场容量存在不确定性,探讨了零售商向制造商分享预测信息对碳限额交易机制的影响;汤长安等[20]分别在制造商独立创新和联合创新背景下研究了不预测、预测不分享、预测且分享等信息策略,探讨了绿色创新效率和消费者偏好对信息分享价值的影响。
由以上文献综述可见,尽管供应链质量创新决策和信息分享策略的文献并不鲜见,但把政府质量补贴和供应链信息分享策略相结合的研究则几乎未见报道。本文选取装备制造这一受政府政策重点扶持且需求信息不对称较为严重的行业,深入研究质量研发创新下的供应链信息分享策略,全面探究政府补贴对信息分享经济价值、消费者价值和社会价值的影响,具有一定的创新意义。
考虑一个装备制造生产商(用M表示)和一个装备制造销售商(用R表示)构成的供应链系统。制造商生产装备制造产品(单位制造成本为c),以单位批发价w卖给销售商,销售商以零售价p销售给终端消费者。为践行高质量发展理念,迎合消费者偏好,制造商开展以提升产品质量为目的的研发创新,研发投入程度为q,q同时也代表了终端市场上装备制造产品的质量水平。参考文献[9-11],装备制造产品的市场需求函数D可以表示为

式中:b为消费者价格敏感度;λ称为消费者质量偏好系数,表示消费者购买受到质量影响的程度;a为装备制造产品的潜在需求规模。为激励装备制造供应链的研发创新,提高社会效益,政府给予制造商基于产品质量水平的财税补贴。设单位质量补贴率为$\delta,$于是制造商生产一个装备制造产品将得到大小为$\delta q$的补贴。
由于装备制造产品的销售区域广泛,各地购买情况差异较大且影响因素较多,故假设潜在需求规模a存在不确定性。根据Nie等[18]、汤长安等[20]的研究,设$a={a}_{0}+{\xi }_{1},$其中a0为潜在需求的实际期望值,${\xi }_{1}$表示潜在需求中的随机因素,其期望为0,方差为v。在数字技术日渐发达的今天,销售商可以对潜在市场规模a进行有效预测。设预测值为f,则可表示为$f=a+{\xi }_{2},$其中,${\xi }_{2}$表示预测误差,其期望为0,方差为s,${\xi }_{1}$${\xi }_{2}$相互独立。于是预测信息下的潜在需求规模期望值可以表示[18,20]

类似于汤长安等[20]的描述,可用t=v/(v+s)作为市场信息预测精度的一个度量,显然$t\in \left(\mathrm{0,1}\right),$其值越大说明销售商预测越准确。于是A=(1-t)a0+tf。供应链结构如图1所示。
假设1:装备制造商的质量创新属于研发密集型创新,研发成本为固定成本,并随质量创新程度q的增大而加速上升。不失一般性,本文把研发成本表示为kq2/2。其中k称为质量创新成本系数[7-9]。另外,假设k不是太小,满足条件$k{(\lambda +b\delta )}^{2}/4b。$这与众多装备制造企业每年投入大量资金用于产品研发的现实相符。
假设2:质量创新决策的层次高于价格决策。这是因为在高质量发展背景下,装备制造企业视产品质量为战略层决策,而价格仅为战术层决策。在制造商和销售商的价格博弈中,制造商为领导者而销售商为追随者[17,20]
假设3:仅考虑装备制造商的生产成本而不考虑销售成本。这是因为装备制造产品价值巨大,销售成本相比而言较为渺小,可忽略不计。
假设4:产品潜在需求规模的预测值f为销售商的私有信息,它拥有决定是否与制造商分享该信息的权力。除此以外,其他所有参数均为双方共同信息。
若销售商不分享潜在需求规模的预测值f,则双方存在信息不对策。销售商以A作为决策参考,制造商则根据a进行决策。故而,制造商和销售商的期望利润目标分别表示为

结论1:对比信息分享前后的装备制造产品质量,得到:①当f>(<)a0时,qS*>(<)qN*;②当f>a0时,qS*-qN*与预测精度t正相关,与政府补贴率$\delta $正相关;当f<a0时,qS*-qN*与预测精度t负相关,与政府补贴率$\delta $负相关。
该结论表明,销售商分享信息对装备制造产品质量的影响取决于预测的潜在需求规模到底是悲观还是乐观。如果对潜在需求规模的预测较为乐观,则信息分享有利于激励装备制造商投入更多的产品研发资金,从而提高产品质量。此时,预测精度越高,政府补贴力度越大,则制造商开展质量创新的动机越强,信息分享产生的正向质量边际效应也越明显。反之,若预测的潜在需求规模较悲观,则信息分享会把悲观市场需求传递给装备制造商,导致制造商通过削减质量投入来降低研发成本,不利于产品质量的提升。且此时政府补贴的增加会扩大信息分享的负向质量效应。

该结论表明,在消费者质量偏好系数较大(大于$b\delta $)的情况下,销售商分享乐观的需求规模预测值不仅有利于产品质量的提升,还有利于较高的质量边际效应在供应链内部的传导,将可能同时提高产品的批发价和市场销售价格。反之,悲观的需求信息分享则大概率导致双价齐跌;而当消费者质量偏好系数较小(小于$b\delta $/3)的情况下,销售商分享乐观的需求信息到底会否提高产品批发价和销售价受到政府补贴程度以及质量创新成本系数的影响。若政府补贴程度较大(高于阈值${\delta }_{1}$${\delta }_{2}$),或者质量创新成本系数本身较低(低于阈值k1和k2),信息分享提升的产品质量研发成本得到有效补偿,供应链成员有动力降低产品批发价和市场价以刺激消费者需求。出现这种情况的可能性随着政府贴的增大及质量创新成本系数的降低而提升;否则,制造商将不得已提升批发价补偿质量研发成本,销售商也将随之而提高市场价。
进一步分析发现,创新成本阈值k1高于k2,而政府补贴程度阈值${\delta }_{1}$低于${\delta }_{2}。$结合图2可知,乐观信息需求分享降低产品批发价的概率高于降低市场价的概率。也就是说,当消费者质量偏好系数较小,并且政府质量补贴程度适中或者质量创新成本系数适中的情况下(图2阴影部分),乐观信息需求分享可能会在降低产品批发价的同时提升其市场价,形成两种价格的“相悖”局面。这说明,由于销售商直面消费者,其制定的市场价最能反映消费需求。由于供应链纵向距离的存在,该效应传导至上游装备制造商的批发价决策过程有一定延迟,且可能加重供应链的双重边际效应。
结论3:对比信息分享前后的装备制造产品实际市场需求,有:当k<k3=$\frac{{(b\delta +\lambda )}^{2}}{2b}$[或δ>δ3=($\sqrt{2bk}$-λ)/b]时,f>(<)a0DS*>(<)DN*;当k>k3(或δ<δ3)时,f>(<)a0DS*<(>)DN*
该结论表明,只有当政府质量补贴程度较大,或者质量创新成本系数较低的情况下,销售商分享乐观的需求信息才有可能催生正向的实际产品需求。否则,实际的产品市场需求可能与分享的需求信息出现方向性背离。这是因为乐观的信息需求分享尽管一定会驱使装备制造商增加研发投入以提高产品质量(结论1),但同时也可能导致产品价格的大幅度提升(结论2)。只有当政府补贴程度较大(或者创新成本本身并不高的情况下)而产生价格补偿效应时,信息分享才可能真正形成“质优价降”产品,从而提升实际市场需求。
VSi表示信息分享对供应链成员i(i∈{M,R,S},分别表示装备制造商、销售商以及整体供应链)的经济价值。经济价值用信息分享前后成员i的期望经济利润之差来表示。即${V}_{i}^{S*}=E\left({\pi }_{i}^{S*}\left|f\right.\right)-E\left({\pi }_{i}^{N*}\right)。$得到以下结论。
结论4:对比信息分享前后装备制造商、销售商利润以及供应链总利润,得到:①${V}_{M}^{S*}>0$恒成立,且${V}_{M}^{S*}$$\delta $正相关;②当$ k<(>) k_{3}=\frac{(b \delta+\lambda)^{2}}{2 b} \left[\right. 或 \left.\delta>(<) \delta_{3}=(\sqrt{2 b k}-\lambda) / b\right]$时,$ V_{\mathrm{R}}^{\mathrm{S} *}>(<) 0$,且${V}_{R}^{S*}$恒与$\delta $正相关;③当$ k<(>) k_{4}=\frac{(b \delta+\lambda)^{2}}{(3-\sqrt{5}) b} \left\{\right. 或 \left.\delta>(<) \delta_{4}=[\sqrt{(3-\sqrt{5}) b k}-\lambda] / b\right\}$时,$V_{\mathrm{R}}^{\mathrm{s} *}> (<) 0$,且${V}_{R}^{S*}$恒与$\delta $正相关。
该结论表明,无论政府补贴以及质量创新成本系数如何,销售商分享信息后的装备制造商经济利润一定高于信息分享前。这说明对于供应链主导者装备制造商而言,信息分享一定有助于提高质量决策和价格决策的精准化程度,实现正向经济价值。然而,对于市场追随者销售商而言,与制造商分享信息将很可能导致信息优势的丧失,从而损失部分利润。但若政府补贴达到一定阈值(${\delta }_{3}$),损失的利润可以从提升的实际消费者需求中得到有效弥补,此时消费者分享需求信息将形成双方经济利益的“双赢”。对于整个供应链而言,除非政府补贴非常小(低于${\delta }_{4}$)或者质量创新成本系数非常高(高于k4),否则信息分享很大可能具有正向经济价值,这种概率比形成“双赢”局面的概率更高。
另外,值得注意的是,无论对装备制造商、销售商,信息分享的经济价值一定随政府质量补贴程度的提高而上升。即使在某些情况下销售商无信息分享的动机(经济价值为负),政府补贴也能挽回其一部分利润损失。可见,政府补贴可驱使装备制造供应链成员增加决策的协同化程度,降低整条供应链的“双重边际效应”,显著提升信息分享的经济价值。
由结论3可知,在不同的参数范围内装备三方利润可能呈现出以下3种情况:①当$\delta>{\delta }_{3}$时,三方利润均大于0,销售商和装备制造商均主动接受信息分享,无须进行信息补偿。②当$\delta< {\delta }_{4}$时,销售商利润小于0,装备制造商利润大于0,且供应链总利润小于0。由于信息补偿机制仅能改变制造商和销售商之间的利益分配关系,但无法增加总利润,故此时无论何种信息补偿机制都不可能使双方同时能从信息分享中获益。③当 ${\delta }_{4}<\delta <{\delta }_{3}$时,销售商利润小于0,装备制造商利润大于0,但供应链总利润大于0。也就是说信息分享可以给整条供应链带来正向经济收益,故尽管销售商不愿意分享信息,但装备制造商可以设计一定的信息补偿机制激发销售商信息分享的动机。以下在该范围(${\delta }_{4}<\delta <{\delta }_{3}$)内设计利益补偿机制。
本文设计的信息补偿机制为装备制造商从信息分享产生的经济利润中拿出一部分来直接补贴给销售商。设装备制造商补偿给销售商的利润为ΔvR(即若销售商接受该机制可以从信息补偿机制中获得ΔvR的增量利润),补偿后制造商仍能从信息分享中得到的利润增量为ΔvM显然,ΔvRΔvM均大于0,且利润分配不改变供应链利润总和,这两个增量之和即为供应链从信息分享中获得的利润,即有$\Delta {v}_{R}+\Delta {v}_{M}={V}_{S}^{S*}。$另外,故要使得该机制顺利实施,必须满足以下两个条件:①信息补偿后,销售商的利润高于无信息分享时;②信息补偿后,装备制造商利润仍高于无信息分享时。并且,在完全理性条件下,装备制造商和销售商之间会进行讨价还价,尽量从信息分享和补偿机制中获得更高的利益。
综上,根据纳什讨价还价模型,信息补偿机制模型可表示为

式中:θMθR分别表示装备制造商和销售商的风险偏好系数。当θMR时,易得$\Delta {v}_{R}=\Delta {v}_{M}={V}_{S}^{S*}/2。$当满足参数范围${\delta }_{4}<\delta <{\delta }_{3}$时,显然有ΔvR=ΔvM>0,故而实施信息补偿后,装备制造商的利润仍一定高于无信息分享时,条件(2)必然满足。至于条件(1),实施信息补偿机制后,销售商的利润变为了$E\left({{\pi }^{N}}_{R}\left|f\right.\right)+{V}_{S}^{S*}/2,$无信息分享前的利润为$E\left({{\pi }^{N}}_{R}\left|f\right.\right)。$故而为满足条件(1),必须满足以下不等式:

由此得到信息补偿机制的相关结论如下。
结论5:在满足条件${\delta }_{4}<\delta <{\delta }_{3}$的情景下,可以设计如下的信息补偿机制使得销售商和装备制造商均接受信息分享:①当双方风险偏好相同时,信息补偿机制能顺利实施的条件为${k}_{3}<k<{k}_{5}=\frac{2{(b\delta +\lambda )}^{2}}{(7-\sqrt{17})b}${或${\delta }_{3}>\delta >{\delta }_{5}=[\sqrt{(7-\sqrt{17})bk/2}-\lambda ]/b\};$该条件的范围随着$\delta $的增大而扩大;②信息补偿机制的实施措施为:装备制造商直接补偿给销售商大小为ΔvR=$\frac{\left[\right(3+\sqrt{5})bk-{(\lambda +b\delta )}^{2}][{(\lambda +b\delta )}^{2}-(3-\sqrt{5}\left)bk\right]tv}{8b\left[4\right.bk-{(\lambda +b\delta )}^{2}{]}^{2}}$的利润,该利润与$\delta $正相关。
该结论表明,并不是所有销售商和供应链信息分享价值背离的情况下都可以采取信息补偿机制来进行利益协调,必须要满足政府质量补贴不是太小(高于${\delta }_{5}$),或者制造商的质量创新成本系数不是太大(低于k5)。否则,至少有一方的利益目标无法得到满足,信息补偿机制无法成功实施。该结论还表明,质量补贴力度的增大不仅有利于信息分享价值的提升,还有利于增大信息补偿机制成功实施的概率。在较高的外部财税补贴激烈下,制造商和销售商更能进行有效的纳什谈判。至于具体的信息补偿机制的措施,最有效的方法是装备制造商直接从信息分享带来的经济价值中拿出一块来补贴给销售商。由于政府补贴力度越强,信息分享带给装备制造商的经济价值越大,故装备制造商补贴给销售商的利益也应同步上升。
通过数值仿真的方式进一步探讨销售商需求信息分享产生的装备制造供应链消费者剩余价值和社会总福利。消费者剩余(CS)是指购买装备制造产品的消费者获得的累计净效用。根据文献[8-9]的研究,CS=D2/2。由式(7)、式(13)可得,信息分享前后的期望消费者剩余分别为

社会总福利(SW)为供应链经济绩效和消费者剩余之和。社会福利的表达式为
$S{W}^{i*}=E\left(C\right.{S}^{i*})+E({\pi }_{M}^{i*})+E({\pi }_{R}^{i*})$
根据课题组的前期调研,结合文献[9],设定参数如下:${a}_{0}=50,c=6,b=0.8,\lambda =0.3,t=0.6,v=6。$
分别在k=0.4、k=0.7、k=0.9这3种情况下分析信息分享的消费者剩余价值(信息分享前后的消费者剩余增量)以及社会总福利价值(信息分享前后的社会总福利增量),得到图3图4
图3可见,当政府质量补贴程度较低时,信息分享实现的消费者剩余为负值。随着质量补贴程度的增大,消费者剩余价值呈单边上升之势,并逐渐由负变正。显然,这是因为政府补贴不仅能扩大信息分享在产品质量提升方面的作用,还有利于供应链成员制定出有利于消费者的产品价格,在增加单个消费者净效用的同时提高购买产品的消费者数量。另外,高k值代表的曲线位置反而更低,随质量补贴而上升的趋势也越平缓。这表明较高的装备制造商的质量创新成本不仅会降低消费者剩余价值,还会与政府补贴产生负向协同作用。因此,高补贴低成本的供应链最有利于实现信息分享消费者剩余价值的最大化。
进一步观察可见,图4中各条曲线的位置和形状与图3相仿。说明信息分享对社会总福利与对消费者剩余的作用规律类似。即信息分享实现的社会福利价值随着政府质量补贴程度的加大而提升,随着质量创新成本系数的增大而下降,且政府补贴和质量创新成本之间存在负向协同关系。另外,对比图3图4可知,社会福利曲线的上升速度明显快于消费者剩余曲线。这说明随着政府补贴力度的加大,信息分享实现的供应链正向经济价值也呈不断上升趋势。
基于装备制造产品市场需求信息模糊的现实环境,构建了由一个开展质量研发创新的装备制造商、一个销售商组成的供应链系统,通过对无信息分享(N)和有信息分享(S)下供应链决策模型结果的对比分析,研究了销售商预测信息分享对装备制造供应链质量创新策略的影响,并探讨了政府质量补贴的调节作用,得到如下结论。
(1) 信息不对称下,销售商分享乐观需求规模信息一定能激励装备制造商增加质量研发投资,提升终端产品质量。但是否会提升产品的批发价和市场零售价则取决于消费者质量偏好、质量创新成本系数以及政府补贴的综合影响,且可能会形成批发价下降、零售价上升的“相悖”现象;只有当政府补贴较高(或质量创新成本系数较低)时,乐观需求信息的分享才能真正促进“质优价低”产品的出现,提升实际市场需求。
(2) 销售商与装备制造商分享需求信息一定有利于增加制造商经济利润,大概率也会增加整条供应链利润,但若政府补贴低于一定阈值,这可能损失销售商利润,需要设计一定的信息补偿机制。该机制的顺利实施要求政府补贴力度处于一定范围。
(3) 信息分享并不一定有利于提升消费者剩余价值和社会总福利价值,以上两价值将随着政府补贴力度的增强而提高,随质量创新成本系数的增大而降低。
由以上结论得到如下管理学启示。
(1) 信息需求不对称是影响装备制造供应链价值实现的重要因素。对于下游企业而言,应该有效利用大数据、云计算等数字化工具模型对潜在的消费者需求以及消费者质量偏好进行预测,并尽可能提高预测精度。另外,装备制造商也应主导建立一定的信息利益补偿机制,给予愿意进行信息分享的销售商一定的经济补偿,提高其主动分享信息的动机。
(2)质量研发创新是装备制造产品价值实现的生命线。在清晰市场需求的基础上,各装备制造企业应切实增加产品质量研发的人才和技术投入,提高产品质量,降低研发成本。尤其需关注数字技术在降低研发成本中的重要运用。
(3) 政府应积极设置针对装备制造企业质量创新活动的财税补贴机制。但财税补贴不应盲目,而应严格基于产品质量提升的实际程度,且补贴大小不应过低也不应过高。因为过高的补贴不仅会增加社会成本,还会影响供应链内部信息补偿机制的顺利实施。
本文的不足及未来研究方向为:①仅考虑了销售商的信息预测,未来可研究装备制造商和销售商的双重需求信息预测及分享;② 仅考虑了单一制造商及单一销售商构成的简单供应链,未来可进一步研究多制造商或多销售商构成的复杂供应链;③仅考虑了装备制造商单独创新的情景,未来可探讨上下游企业联合创新下的信息预测及分享模型。
