To support the emergency decision-making of highway emergency rescue area, the technical process of emergency response to secondary disasters in highway emergency rescue area was established from three aspects, including personnel composition, work flow and equipment. According to the workflow, the implementation steps of 12 h rapid identification of disaster damage stage, 24 h rapid assessment of risk stage and 36 h quantitative assessment of risk stage wae established. Taking the highway rescue after the strong earthquake in Luding on September 5 in 2022 as a typical case, the above process was used to evaluate the disaster situation. The results show that the length of road damage points A and B of landslide at a tunnel entrance in Luding Hailuogou is 181.31 m and 115.26 m respectively, and the width is 9.81 m, and the volume is 4.7 × 104 m3 and 2.6 × 104 m3 respectively. In the rescue of 2# landslide, the length error is 7%, the width error is 4%, and the volume error is 10%.

为支撑公路抢险区应急决策,从人员组成、工作流程和仪器设备三方面建立公路抢险区次生灾害应急响应技术流程。针对工作流程建立12 h快速辨识灾损阶段、24 h快速评估风险阶段、36 h定量评估风险阶段实施步骤,并以2022年9月5日泸定强震后公路抢险为典型案例,采用上述流程进行灾情评估。结果表明,该方法在泸定海螺沟某隧道口滑坡道路损毁点A和B长度由多幅影像平均计算可知分别为181.31 m、115.26 m,宽度均为9.81 m,体积分别为4.7×104 m3,2.6×104 m3;2号滑坡抢险中长度误差为7%,宽度误差为4%,体积误差为10%。

To support the emergency decision-making of highway emergency rescue area, the technical process of emergency response to secondary disasters in highway emergency rescue area was established from three aspects, including personnel composition, work flow and equipment. According to the workflow, the implementation steps of 12 h rapid identification of disaster damage stage, 24 h rapid assessment of risk stage and 36 h quantitative assessment of risk stage wae established. Taking the highway rescue after the strong earthquake in Luding on September 5 in 2022 as a typical case, the above process was used to evaluate the disaster situation. The results show that the length of road damage points A and B of landslide at a tunnel entrance in Luding Hailuogou is 181.31 m and 115.26 m respectively, and the width is 9.81 m, and the volume is 4.7 × 104 m3 and 2.6 × 104 m3 respectively. In the rescue of 2# landslide, the length error is 7%, the width error is 4%, and the volume error is 10%.

21世纪以来,我国西南山区“Y”字形构造带区域先后发生2008年5月12日汶川Ms_8.0级地震、2013年4月20日芦山Ms_7.0级地震、2022年6月1日芦山Ms_6.1级地震、2022年9月5日泸定Ms_6.8级地震等强震灾害[1-3]。同时,受极端气候影响,强降雨诱发的特大型山洪泥石流、崩塌、滑坡等地质灾害频发频现,严重威胁人民群众生命财产安全[4-5]
应急抢险中,公路承担着灾后物资运输和人员畅通的生命线角色,具有重要地位。灾害发生后,应急抢险区次生灾害的快速辨识与应对是支撑应急决策的重要依据[5-6]。随着无人机、激光雷达、机器学习和数值模拟等技术在地质灾害研究领域应用的逐步深入,灾害辨识、易发性分析和灾损评价等内容已建立相应技术手段[7-11]。然而,应急抢险区灾害的辨识亟待突破时间限制,在保证一定精度的基础上需快速识别隐患点,并针对隐患点进行易发性分析,筛选出高风险点后再通过机器学习、动力学模拟分析等手段进行定量评价,以实现灾害发生后36 h内的抢通保通[12-15]
鉴于此,本文从人员组成、工作流程和仪器设备三方面建立公路抢险区次生灾害应急响应技术流程,针对工作流程建立12 h快速辨识灾损阶段、24 h快速评估风险阶段、36 h定量评估风险阶段实施步骤,并以2022年9月5日泸定强震后公路抢险为典型案例进行应用分析,所得结论可供公路抢险区次生灾害快速辨识与定量评估借鉴。
综合项目研究团队多年抢险救灾经验,以树状流程图设计、以应急响应阶段与工作流程为主线、以人员组成与仪器设备为决策配置,提出一套适用于突发性公路地质灾害应急抢险的决策响应技术。
当突发性公路地质灾害发生时,交通管理部门对灾害地点、响应等级进行评估,发布灾害信息并成立应急抢险指挥部。应急抢险指挥部负责救灾现场的人员、机械、设备调度;统筹协调灾害现场资料收集与传输,同时衔接室内数据解算与灾害风险评估工作,于相对应的快速评估节点,提供灾害地点、分布等相关信息,为整个抢险救灾任务提供有力的决策支撑,并持续更新灾害点次生灾害评估结果,为灾害处置方法、救灾力量部署提供指导,对高风险区域进行风险警示。
应急抢险指挥部的决策层由应急抢险领导办公室与地质灾害领域专家构成。其向下部署两个任务中心,分别是现场指挥中心与室内作业中心。其中,现场指挥中心统筹安排现场作业小组对突发性公路地质灾害进行空地的联合调查,以第一时间反馈地质灾害信息、公路受损信息以及人员遇险信息,为后续室内作业提供可靠的数据支撑。现场作业小组包括无人机调查组以及地面调查组,无人机调查组负责公路沿线及附近区域的地质灾害体扫描与快速识别,并辅助地面调查组收集难以前往区域的影像资料。地面调查组由桥梁、路基以及隧道灾害调查组构成,负责对灾害区域内工程受灾点进行快速检查,确认安全的行进路线与可见风险点。现场采集的数据信息由现场数据处理小组进行对应的整理与前处理,通过网络或移动设备的方式送往后方室内作业中心。
室内作业中心由空间解译组、灾害评估组以及资料收集组构成。资料收集组统筹无人机采集的现场数据与区域历史影像;空间解译组完成地质灾害点的空间解译与公路道路受损信息,快速评估次生灾害点的规模与风险等级;灾害评估组对高风险点进行定量评估,提供高风险点的致灾范围预测与风险评估。
突发性公路地质灾害应急抢险工作流程主要分为3个时间节点,从应急指挥部成立开始,分为12 h快速辨识灾损阶段、24 h快速评估风险阶段、36 h定量评估风险阶段。
(1)12 h快速辨识灾损阶段的主要任务是解决救灾前期道路受损以及次生灾害空间分布不明确的难题。该阶段将采用无人机拍摄设备,规划拍摄沿线道路以及周边区域的光学影像资料,通过训练的灾害识别模型完成对地质灾害体的快速识别与解译,提供灾害体地理位置、空间分布以及平面投影规模等信息,为抢险救灾任务提供决策支持。
公路抢险的无人机航拍影像采集可利用航测区域的高分辨影像,对于航测区域进行分区讨论,明确飞行基本参数和制定轨迹航线,绘制分区测量的线划图。由于公路工程具有沿线长、重复区域小的空间特征,合理规划航拍路径能有效地提高无人机续航时间,提高架次利用率。选取合适区域布置像控点,保证实时动态(real-time kinematic,RTK)坐标系统与无人机坐标系统一致。
无人机航拍影像采集后可使用相应的航拍处理软件进行内业操作。以Context Capture Center Master软件为例,采集后整理和匹配多视角影像,利用软件完成空三加密。包括影像合成、匹配点云、区域误差校准、纹理映射等,并根据生产需求构建数字模型与影像数据库。影像数据库包括数字高程模型(digital elevation model,DEM)、数字正射影像(digital orthophoto map,DOM)、数字表面模型(digital surface model,DSM)等。
利用高精度的光学影像数据,通过对光谱识别区分道路、建筑、裸露山体、绿植等元素,对道路沿线灾害点进行识别与定位。通过机器学习训练的地质灾害识别模型,完成对灾害点灾种类型的识别;拆分掩埋与可通行区域进行通行障碍识别;导出识别定位与范围信息,与地理信息系统(geographic information system,GIS)联动生成道路次生灾害GIS分布图表,实现对公路抢险区道路灾损以及次生灾害空间分布信息的获取。
(2)24 h快速评估风险阶段的主要任务是解决灾害规模不明确、风险不可知的难题。该阶段将基于机载LiDar与多期遥感数据,通过对LiDar(light detection and ranging)数据对灾害体点云选取、去噪、校准,与多期遥感数据差值解算,快速评估灾害规模与风险易发性,为灾害体处理手段和人力机械物资调配提供方向指导。
根据公路抢险区的地形和气象等因素选取适当的飞行设备,开展数据获取工作;基于获取的机载LiDAR数据进行原始点云校验、去噪、拼接、融合、着色、精度验证、漏洞修复等处理步骤,最后得到研究区高精度DEM;结合DEM和遥感影像,采用多尺度分割方法构建灾害体对象,并且提取抢险区灾害的光谱特征、纹理特征和地形特征,包括地形地貌、地质条件、地表植被覆盖情况等;建立地质灾害多制度特征识别规则,基于分层识别方法快速识别灾害体边界、规模及形态,将影像数据转化为各种空间信息。最后根据灾害易发性评价指标,实现公路抢险区次生灾害规模估算与高风险点初步筛选。
(3)36 h定量评估风险阶段的主要任务是解决高风险次生灾害点威胁范围、冲击能量不明确的难题。通过前一步校准LiDar数据与多期遥感数据,基于连续介质方法对致灾范围定量预测,提供次生灾害预埋范围与冲击能级,为高风险点的抢通保通提供理论支撑与风险预警。
根据已收集的历史卫星影像数据、无人机航摄数据和高精度DEM,结合公路抢险区高风险点次生灾害特点与区域地质资料,选择适用性强的基底摩擦模型,通过堆积范围、淤埋深度、冲击速度以及时空演化过程反演动力学参数,校正参数后,基于深度积分的连续介质理论通过数值模拟重现公路抢险区高风险点次生灾害全动力过程。再分别开展次生灾害危险性评估与承灾体易损性评估,根据灾害与承灾体的具体情况选择灾害危险性和承灾体易损性的等级划分标准,得出分区图后再将二者进行叠加计算,实现公路抢险区高风险灾害点致灾范围预测与定量风险评估。
仪器设备是突发性公路地质灾害应急抢险的硬件支持。配合现场调查的设备包括定位设备、通信设备、无人机调查设备以及应急监测装备等。配合抢险救援的设备包括应急快速桥、应急动力方舟、应急救援车,各型号挖掘机推土机等;配合后勤保障的设备包括防护医疗设备、配电设备、餐饮保障车等。
综上,从人员组成、工作流程和仪器设备三方面归纳了公路抢险区次生灾害应急响应技术流程,重点阐述了灾害发生后36 h内“风险识别→快速评估→定量评价”三步走策略,并形成可实施方案,利于公路抢险区次生灾害应急响应参照。
2022年9月5日泸定Ms_6.8级强震后海螺沟流域触发了大量崩塌、崩滑流地质灾害,造成通往海螺沟冰川的唯一道路多处被掩埋,抢修10日后方通行。利用9月14日拍摄的从沟口至冰川舌末端低海拔区,面积约43 km2的无人机航空影像,共解译同震地质灾害656处,总面积为3.2 km2,占影像覆盖区面积的7.4%。流域内同震地质灾害最为严重的区域为一号营地上下游1.5 km范围,上下游各有一处大型崩滑流将道路完全阻断。海螺沟冰川是典型的季风海洋型温性现代冰斗-山谷冰川,长约13.1 km,面积约为25.7 km2。在全球气候变暖影响下,冰川消融严重,近100多年来海螺沟冰川末端海拔上升了约300 m,年均升高1.64 m。海螺沟冰川自上而下分为粒雪盆(4 980~7 556 m)、冰瀑布(3 700~4 980 m)和冰舌(2 900~3 700 m),冰瀑布历史上曾与冰舌相连,但近年来由于冰川持续变薄,已与冰舌完全断开,形成垂直高差约为1 080 m的陡崖,上部粒雪盆地形相对宽缓,堆积的大量冰川从不同方向不断向下运动,行至冰瀑布上游狭窄沟谷段汇集收敛,地形坡度变陡且冰川前缘临空,导致该段流速显著升高,冰川被拉裂,裂隙发育,冰崩事件频发。通过网络资料检索和历史Planet卫星影像对比,冰瀑布位置至少发生了2018年4月3日、2018年8月18日、2022年4月30日、2022年7月29日等多次大规模冰崩。
对大渡河大桥滑坡点、隧道口滑坡、贡嘎山黄崩溜滑坡点等多个崩滑流点进行踏勘,隧道口滑坡点存在道路损毁,且较为完整的保存道路损毁的原状,故选定隧道口滑坡点作为崩滑流实时提取验证区域。如图1所示,无人机起飞点选址,起飞点设置在U形弯的隧道口另一侧,确保无人机有合适的起落平台,可以拍摄到完整的崩滑流区域的影像,同时需要考虑地形遮挡导致的无人机通信中断的问题,本次选择的起飞点可以保证在整个测区通信不被遮挡。
灾情实时解译,规划航线,设置航向重叠度和旁向重叠度80%,航高为400 m,当无人机到达指定位置后,执行拍摄任务,并实时通过大疆图传系统把实时崩滑流和道路提取结果通过大疆图传系统LIGHTBRIDGE 2传回地面无人机遥控器,实时提取界面如图2所示。
计算仅通过单视角无人机影像实时处理,结果如图3所示范。生成初步的灾情解译报告表如表1所示。道路损毁点A和B长度由多幅影像平均计算可知为181.31 m、115.26 m,宽度均为9.81 m。同时采用单幅无人机影像中提取崩滑流的面积,求所有存在该崩滑流的面积平均值,通过面积和体积的幂函数关系,得到的体积分别为4.7×104 m3,2.6×104 m3
通过单视角无人机影像实时处理得到的结果如图4图5所示,生成初步的灾情解译报告如表2所示。可见,道路损毁长度和宽度由多幅影像平均计算得到106.158 m和9.564 m,通过测距仪或者是无人机航高与相机参数实时计算得到,与实际测量长度相差分别为7%和4%,表明本研究系统自动提取的结果误差较小,精度较高。同时,采用单幅无人机影像中提取崩滑流的面积,求所有存在该崩滑流的面积平均值,通过面积和体积的幂函数关系,所得体积与自然资源厅公布的结果低于10%。
(1)形成了公路抢险区次生灾害应急响应技术流程,从人员组成、工作流程和仪器设备三方面突出“快速响应”的工作内容和技术要求,尤其12 h快速辨识→24 h快速评估→36 h定量评估3阶段体系,为应急抢险决策提供强力的科学支撑。
(2)采用本文所提应急抢险响应方法,针对2022年9月5日泸定Ms_6.5级强震后某隧道口滑坡进行调查分析,所得道路损毁点A和B长度由多幅影像平均计算可知为181.31 m、115.26 m,宽度均为9.81 m。得到的体积分别为4.7×104 m3,2.6×104 m3
(3)采用本文所提应急抢险响应方法,针对2#滑坡进行调查分析,所得道路损毁长度误差为4%,宽度误差为7%,体积误差为10%,利于应急抢险决策参考。
