The data of technology-based small and medium-sized enterprises listed on the A-share GEM and SME board from 2015 to 2022 were selected for empirical testing. It is necessary to test whether the development of science and technology finance can positively promote the improvement of the financing efficiency of science and technology SMEs. It is tested whether the financing efficiency of technology-based SMEs can be promoted by improving the information transparency of enterprises and the ability of scientific and technological innovation. The research is carried out from three aspects: the region, growth and property rights of enterprises, and the difference in the impact of science and technology finance on the financing efficiency of science and technology SMEs is further tested. The results show that the development of science and technology finance can significantly promote the improvement of the financing efficiency of science and technology SMEs.

选取2015—2022年A股上市的创业板和中小板科技型中小企业数据进行实证检验。检验科技金融发展能否正向促进科技型中小企业融资效率的提升;检验是否通过提高企业信息透明度和科技创新能力两个方面促进科技型中小企业融资效率;分别从企业所处地区、成长性、产权性质3个方面,进一步检验科技金融对科技型中小企业融资效率影响的差异性。结果表明,科技金融发展能够显著促进科技型中小企业融资效率的提升。

选取2015—2022年A股上市的创业板和中小板科技型中小企业数据进行实证检验。检验科技金融发展能否正向促进科技型中小企业融资效率的提升;检验是否通过提高企业信息透明度和科技创新能力两个方面促进科技型中小企业融资效率;分别从企业所处地区、成长性、产权性质3个方面,进一步检验科技金融对科技型中小企业融资效率影响的差异性。结果表明,科技金融发展能够显著促进科技型中小企业融资效率的提升。

The data of technology-based small and medium-sized enterprises listed on the A-share GEM and SME board from 2015 to 2022 were selected for empirical testing. It is necessary to test whether the development of science and technology finance can positively promote the improvement of the financing efficiency of science and technology SMEs. It is tested whether the financing efficiency of technology-based SMEs can be promoted by improving the information transparency of enterprises and the ability of scientific and technological innovation. The research is carried out from three aspects: the region, growth and property rights of enterprises, and the difference in the impact of science and technology finance on the financing efficiency of science and technology SMEs is further tested. The results show that the development of science and technology finance can significantly promote the improvement of the financing efficiency of science and technology SMEs.

目前学界普遍认为,科技金融是促进科技开发、成果转化和高新技术产业发展的一系列金融工具、金融制度、金融政策与金融服务的系统性、创新性安排[1]。
评价一个区域科技金融发展水平可以使用该地区的科技金融发展体系来衡量。曹颢等[2]从科技与金融结合的角度构建出中国科技金融发展指数,使用科技金融资源指数、经费指数、产出指数和贷款指数4个指数对中国科技金融发展进行衡量;李俊霖和周志强[3]从科技创新和金融市场、行业内外部环境角度切入,通过科技金融政策引导、服务水平、产品创新、人才储备方面衡量科技金融发展水平;高扬和王桂[4]从政策环境入手,通过对山东省16个地市的科技金融效率进行分析,研究发现政府财政科技资金支持程度对科技金融效率有显著正向作用,政府过度干预会降低资本投入对科技金融效率的正向影响。
在研究科技金融发展对市场经济与其主体的作用效果中,多名学者对两者之间的关系进行了阐述。李静等[5]实证证明科技金融发展在数字经济背景下对区域科技创新具有短期的正向促进作用;张芷若和谷国峰[6]基于2004-2016年30个省市的面板数据,研究科技金融与科技创新之间的耦合关系,认为差异化的科技金融与科技创新政策,促进了二者的协同发展。郭金录等[7]通过刻画长三角区域科技金融发展水平,建立与长三角高新技术企业融资效率之间的正向联系。王曙光和梁爽[8]则从新质生产力发展角度研究证明科技金融体系可以为新质生产力的培育提供强大支撑。
关于科技金融发展,多位学者积极研究其与高质量经济和市场主体之间的良性互动。科技型中小企业作为中国经济高质量发展的重要主体,现状与未来发展值得聚焦,而科技金融发展对其良好发展的作用路径值得探讨。本文的贡献在于:①丰富省域科技金融发展对科技型中小企业之间的作用研究,实证证明了科技金融发展对科技型中小企业存在正向影响作用;②进一步验证了企业信息透明度和科技创新能力在科技金融发展与企业融资效率之间的中介作用机制,进一步丰富了中介效应的影响路径。
1 理论分析与研究假设

首先,科技金融具有金融属性,能够促进科技型中小企业融资效率的提升。对于科技型中小企业,外源资本投入显得尤为重要。科技金融发展可以为科技型中小企业提供更多资金支持,使得不同地区的科技型中小企业获得更加便捷的金融服务,获取风险更低、门槛更低、成本更低的优质资金。这种资源的有效整合分配极大地促进企业与地区之间的良性互动,在提高企业融资效率的同时,推动区域的发展和科技金融可持续发展。其次,科技金融具有科技属性,能够促进科技型中小企业加大科技研发投入。科技金融发展可以针对性引导企业加强研发管理,关注其科技创新和研发情况,实现科技型中小企业科技创新产业链条的稳健运行,进一步实现企业的高融资收益。一方面,科技金融发展实现区域金融环境能够更好地服务于企业,让科技型中小企业更放心地进行科技创新;另一方面,科技金融发展有效支持企业科技创新活动,在行业之间实现技术破圈发展,促进业内经济效益的提升,使得科技型中小企业保持自身竞争力的基础上,实现高收益和生存的有效循环。基于此,提出如下假设。
H1:科技金融发展对科技型中小企业融资效率起到正向促进作用。
根据信贷配给理论,科技金融体系可以缓解科技型中小企业信息不对称现象,提高企业信息透明度,进一步降低交易成本。与传统金融相比,科技金融能够更具针对性识别科技型中小企业,利用研发产出数据和会计信息反馈地区科技金融发展和科技型中小企业发展现状。现阶段,由市场主导的科技金融强化了科技型中小企业信息披露质量,评估企业发展质量,帮助企业调整和完善治理结构,增加银企有效互动。周率等[9]认为,在资本市场中,企业信息透明度的提升会带来企业融资效率的提升。因此,信息透明度的提升将科技型中小企业引入多元金融市场状态,让更多金融工具和更优质系统集中安排,降低企业融资成本,为科技成果的转化提供充足资金,缓解研发投资的融资困境,实现行业创新要素的聚集。基于此,提出如下假设。
H2:科技金融发展通过提高科技型中小企业信息透明度,进而提高企业融资效率。
依据技术创新理论与核心竞争力理论,从长远视角来看,卓越的研发创新能力将显著提升企业产品的附加价值,进而强化其核心竞争力,实现企业高资金投入到高融资收益过程。由于科技创新活动具有生产周期长、研发投入高、创新风险大的特点,因此科技型中小企业需要大量的资金支持企业的研发活动。科技金融可以引导金融资本进入科技产业,促进企业的科技创新,促进行业内创新,提高投融资收益,最终实现科技型中小企业融资效率的提高。吕岩威和李禹陶[10]研究发现,科技金融可以赋能经济高质量发展,企业研发投入促进效用尤为明显,存在显著的创新人才聚集和金融资源聚集异质性。科技创新能力提升是科技型中小企业研发投入成功的重要表现之一。当科技型中小企业实现内部的技术价值增加后,可以提高企业信用程度,在金融市场上企业就能够以较低的成本获得更多的投资,形成良好的融资循环。基于此,提出如下假设。
H3:科技金融发展通过提升科技型中小企业科技创新能力,进而提高企业融资效率。
2 研究设计

2.1 样本选择与数据来源
考虑到数据的完整性,选取31个省份(因数据缺失,未包含港澳台地区)的科技金融相关数据,构建2015—2022年科技金融发展指标体系。数据来源于《中国统计年鉴》《中国高技术产业统计年鉴》和《中国科技统计年鉴》。此外,参考王黎萤和张迪[11]的相关研究,选择创业板和中小板中的科技型中小企业为样本。选取的样本期间为2015—2022年,样本企业数量为527家,共4 201个样本观测值,数据来源于国泰安CSMAR数据库、Wind数据库。
2.2 变量设计
2.2.1 被解释变量:企业融资效率(FE)
借鉴张玉喜和赵丽丽[12]的研究成果,企业融资效率可以表示为FE=FI×[1-FC(1+FR)]×100%,其中3个指标具体计算方式见表1。
2.2.2 解释变量:科技金融发展指数(TE)
参考曹颢等[2]的观点,从资源、投入和产出3个方面考虑,分为科技金融资源指数、科技金融经费指数和科技金融产出指数,见表2。
2.2.3 中介变量
(1)企业信息透明度(TRANS)。参考辛清泉[13]的研究,将5个变量包括盈余质量指标、深交所上市信息披露考评分值、分析师预测人数、分析师盈余预测准确性和是否聘请国际4大事务所作为审计师,生成百分等级的平均值来测量企业的信息透明度。
(2)科技创新能力(TH)。参考张露子和丁建臣[14]的研究方法,采用科技型中小企业的专利申请数量来衡量其企业科技创新能力,其计算公式为TH=ln(1+专利申请数量)。
2.2.4 控制变量
选取公司层面和地区层面共计8个控制变量。其中,公司层面选取了7个控制变量,分别为企业规模(Size)、托宾Q值(Tobin Q)、固定资产占比(Fixed)、董事人数(Borad)、存货占比(Inv)、成长性(Growth)、企业年龄(FirmAge);地区层面选取了1个控制变量,为地区经济发展(GDP)。 变量定义见表3。
3 实证结果分析

3.1 基准回归模型
基准回归结果见表4,其中,列(1)、列(2)以FE为被解释变量,并考虑了年份固定效应和行业固定效应。出于稳健性的考虑,采用逐步加入控制变量的方法,列(1)仅加入解释变量科技金融(TE),相关系数为 0.014,通过1%水平的显著性检验,说明科技型中小企业使用科技金融发展能够显著提升科技型中小企业融资效率;列(2)加入全部控制变量,科技金融发展(TE)的相关系数进一步减小为0.012,仍然在1%的水平上显著,因此,科技金融发展有利于提升科技型中小企业融资效率,假设H1得到验证。
3.2 稳健性检验
3.2.1 替换被解释变量
参考方芳和曾辉[15]的研究,采用“投资报酬率与资本成本率的比值”的度量方法计算科技型中小企业融资效率。其中,投资报酬率的衡量指标选择净资产收益率(ROE),资本成本率的衡量指标选择加权平均资本成本率(WACC),重新进行基准回归检验。回归结果见表5,稳健性检验结果在5%上显著。
3.2.2 缩短样本年限
为了避免疫情的影响,考虑截取2015—2020年共6年的数据重新进行回归作为稳健性检验。根据表5列(2)的回归结果可得,科技金融发展对科技型中小企业融资效率的回归系数为0.013,显著结果为1%,回归系数以及显著性并没有发生显著变化。因此,更改样本期间后,仍然可以得到与基准回归相同的研究结论,说明基准回归结论具备稳健性。
3.2.3 剔除直辖市影响
参考罗煜等[16]的研究方法,剔除直辖市的相关数据,并重新进行了基准回归。实证结果见表5列(3)。在排除了4个直辖市的数据后,科技金融发展对科技型中小企业融资效率的影响在1%的显著性水平下依然显著,且其估计系数与前文保持一致。
3.3 内生性检验
参考现有文献,把滞后一期作为工具变量。表6显示,2015—2022年的样本中,使用工具变量后系数在10%的水平下显著。故通过工具变量法回归,发现全样本回归的结果依然稳健。
4 进一步影响研究

4.1 区域异质性
由于中国不同等级城市之间发展不均衡,科技金融发展受地区发展差异影响较大。经济发展水平越高的城市,其区域科技金融发展水平可能越高,越可能对该地区科技型中小企业发展发挥更好的作用。为了检验是否存在区域异质性,借鉴郭金录[7]的做法,根据2022年第一财经发布的《2022年中国城市商业魅力排行榜》,将科技型中小企业所属城市进行划分,选择一线城市、新一线城市和二线城市作为大城市,将三线、四线、五线城市作为中小城市,分别进行回归分析,回归结果见表7。比较表7中列(1)和列(2)的显著性及科技金融发展回归系数的大小,可以得出科技金融对大城市科技型中小企业的融资效率的提升作用在1%水平上显著,而中小城市科技型中小企业的回归结果没有通过显著性检验。
4.2 企业成长性异质性
借鉴易加斌等[17]对企业成长性的定义,企业成长性是指企业的成长和发展能力。高成长性企业往往具有收益高、资源充足、竞争力强等表现,因此更能适应变化的环境,具备更小的路径依赖和转移成本;而低成长性企业一般都处于生命周期的成熟或衰退阶段,更容易形成组织惯性,难以改变商业模式。对企业成长性高低的衡量方法参考袁淳等[18]的方法,以营业收入增长率作为衡量指标,按年度中位数将样本分为高成长性企业和低成长性企业,分组进行回归。回归结果见表8列(1)、列(2)。在高成长性企业样本中,科技金融发展(TE)的系数为0.014,在5%的统计水平上显著;在低成长性企业样本中,TE估计系数为0.010,在10%的统计水平上显著。通过回归结果分析认为,科技金融对内部管控成本较低的科技型中小企业更能发挥促进企业融资效率的作用。当企业内部管控成本降低,缓解科技型中小企业外源融资压力,降低利息费用的同时,更能集中资金和注意力用于企业产品更新和研发,进一步促进企业科技能力的提升,以提升企业融资效率。
4.3 企业产权性质异质性
借鉴陈建丽[19]的做法,根据科技型中小企业的产权性质将其划分为国有和非国有企业,分样本进行回归,结果见表9。比较表9中列(1)和列(2)可以得出,科技金融对非国有科技型中小企业的融资效率的提升作用在5%水平上显著,而国有科技型中小企业的回归结果没有通过显著性检验。通过对回归结果进行分析,原因可能是国有企业的特定地位使得其比非国有企业有更好的外部融资条件和渠道,在政策性贷款及政府研发补贴等方面更有优势,不必过于依赖内部资金。
4.4 科技金融发展影响科技型中小企业融资效率的机制检验
4.4.1 企业信息透明度
参考江艇[20]的做法,回归结果见表10。科技金融发展对科技型中小企业信息透明度的回归系数符号为正,且通过了1%的水平上的显著性检验,加入所有控制变量后,回归系数为0.034,说明科技金融发展水平程度每增1%,将会提高企业信息透明度0.034个单位。企业信息透明度的提高增加了企业资金融入效率,进而提高企业融资效率,假设 H2 得证。
4.4.2 科技创新能力
表11显示,科技发展水平对科技型中小企业技术创新的回归系数符号为正,且通过了1%的水平上的显著性检验,加入所有控制变量后,回归系数为0.334,说明区域科技金融发展程度每增加 1%,将会增加该地区科技型中小企业专利申请数量的0.334个单位。科技创新能力的提升提高了企业融资产出效率,进而促进企业融资效率的提升,假设H3得证。
5 结论与对策建议

5.1 结论
选取中国2015—2022年的A股上市科技型中小企业为研究样本,采用双向固定效应模型进行实证分析,从提高企业信息透明度和科技创新能力两个方面探究科技金融发展影响科技型中小企业融资效率的作用机制,并根据科技金融发展对科技型中小企业在企业所处区域、企业成长性、企业产权性质3个方面存在的异质性展开分析,得出以下结论:①科技金融发展能够显著促进科技型中小企业融资效率的提升;②科技金融发展可以通过提高科技创新能力和企业信息透明度提升科技型中小企业融资效率;③科技金融发展对科技型中小企业融资效率的影响因面临的企业所处区域、企业成长性、企业产权性质的不同而有所不同。
5.2 对策建议
针对以上研究结论,从企业层面、政策层面给出以下对策建议,为科技金融发展促进科技型中小企业高质量发展提供借鉴。①科技型中小企业需重视自身信用建设,建立健全的财务管理制度和内部控制制度。②科技型中小企业在加强内部管理的基础上,提高经营效率和盈利能力。通过优化生产流程、降低生产成本、提高产品质量等方式,增强企业的市场竞争力。在此基础上,加大研发投入,提升自主创新能力,开发具有自主知识产权的核心技术和产品。③鼓励政府和社会共同建立科技金融信息共享平台,整合工商、司法、科技、税务等多部门的信息资源,形成大数据中心,为金融机构提供全面的企业信用信息。④鼓励金融机构开发符合科技型中小企业特点的信贷产品。推出中长期、低利率、额度高的贷款产品,以满足企业研发投入大、技术应用周期长的需求,降低企业的还款压力。
