Human lunar exploration activities are undergoing a historic transition from technological verification to a dual focus on scientific discovery and resource exploitation. The development and utilization of Earth−Moon space resources has become a strategic high ground in global space competition, prompting major spacefaring nations to actively position themselves in this strategic domain. This paper examines the material, positional, and environmental resource characteristics of Earth−Moon space, analyzing the synergistic value of material resources (including lunar regolith, water ice, and minerals) and positional resources (such as frequency and orbital slots) within integrated systems for communication, navigation, remote sensing, transportation, and in−situ resource utilization. The maturation of in−situ resource conversion/manufacturing technologies, space−Earth integrated information backbone networks, and reusable transportation systems will provide robust support for cultivating new productive capacities, reshaping deep space exploration paradigms, and establishing Earth−Moon economic ecosystems. Finally, it proposes establishing a "resource−technology−engineering−commerce" closed−loop through international collaboration and technology integration, leveraging the pioneering role of the International Lunar Research Station to advance sustainable utilization of Earth−Moon space and coordinated development of mega−science projects.

人类月球探测活动正经历从技术验证向科学发现与资源开发并重的历史性跨越,地月空间资源开发利用已成为全球航天竞争的制高点,世界主要航天强国纷纷布局该战略赛道。围绕地月空间的物质、位置与环境资源特性,分析了月壤、水冰、矿物等物质资源和频率、轨道等位置资源,在通信、导航、遥感、运输及原位资源开发体系中的协同价值。地月空间资源的原位转化与制造、天地一体化信息骨干网,以及可重复使用运输系统的成熟,将为新质生产力培育、深空探测模式重塑和地月经济生态构建,提供强大的支撑。最后,提出应通过国际合作与技术集成,构建“资源—技术—工程—商业”闭环,充分发挥国际月球科研站的先行先试功能,推动地月空间可持续利用与大科学工程协同发展。

人类月球探测活动正经历从技术验证向科学发现与资源开发并重的历史性跨越,地月空间资源开发利用已成为全球航天竞争的制高点,世界主要航天强国纷纷布局该战略赛道。围绕地月空间的物质、位置与环境资源特性,分析了月壤、水冰、矿物等物质资源和频率、轨道等位置资源,在通信、导航、遥感、运输及原位资源开发体系中的协同价值。地月空间资源的原位转化与制造、天地一体化信息骨干网,以及可重复使用运输系统的成熟,将为新质生产力培育、深空探测模式重塑和地月经济生态构建,提供强大的支撑。最后,提出应通过国际合作与技术集成,构建“资源—技术—工程—商业”闭环,充分发挥国际月球科研站的先行先试功能,推动地月空间可持续利用与大科学工程协同发展。

Human lunar exploration activities are undergoing a historic transition from technological verification to a dual focus on scientific discovery and resource exploitation. The development and utilization of Earth−Moon space resources has become a strategic high ground in global space competition, prompting major spacefaring nations to actively position themselves in this strategic domain. This paper examines the material, positional, and environmental resource characteristics of Earth−Moon space, analyzing the synergistic value of material resources (including lunar regolith, water ice, and minerals) and positional resources (such as frequency and orbital slots) within integrated systems for communication, navigation, remote sensing, transportation, and in−situ resource utilization. The maturation of in−situ resource conversion/manufacturing technologies, space−Earth integrated information backbone networks, and reusable transportation systems will provide robust support for cultivating new productive capacities, reshaping deep space exploration paradigms, and establishing Earth−Moon economic ecosystems. Finally, it proposes establishing a "resource−technology−engineering−commerce" closed−loop through international collaboration and technology integration, leveraging the pioneering role of the International Lunar Research Station to advance sustainable utilization of Earth−Moon space and coordinated development of mega−science projects.

月球探测所衍生并延展的“地月空间”概念,指的是地球与月球引力范围内、覆盖地球同步轨道以外直至月球表面的宇宙区域。该区域具有丰富的物质(水冰、稀土金属)、能源(氦−3)、地理位置(地月拉格朗日点、月球表面)和环境条件(微重力、高真空、极端温差)等战略资源,是人类迈向星际探索的必经之路,也承载着巨大的发展潜力[14]。通过对地月空间环境、位置与物质资源综合利用,可以实现月球资源的原位转化,制备生命保障物资、氢氧推进剂等消耗品,以及工程材料和器件的原位制造,进而支持月基设施建设与基体拓展。
随着颠覆性技术的交叉融合,地月空间开发呈现新模式:无线能量传输技术可实现月面太阳能电站与轨道设施间的能源调度;人工智能与大数据分析可优化月球资源勘探路径和原位制造工艺;深空互联网构建起地月空间的信息传输主干网,保障探测系统的协同运作;可重复利用航天运输系统大幅降低物资运输成本。技术集群的协同应用不仅使月面氧气工厂、燃料补给站等设施的长期运营成为可能,更将推动形成以月球为基地的深空探测新范式,为空间科学实验、太空采矿、地外制造等新兴领域创造产业机遇。此外,全球地月空间竞争态势日益激烈,主要航天国家及国际组织围绕资源开发、技术突破、战略布局和军事化应用展开角逐,形成了多极化竞争格局。地月空间将成为大国综合国力竞争的新疆域,技术领先者有望主导资源分配与规则制定,未来可能出现围绕资源利用和行为规范的法律与政策博弈。
月球作为距离地球最近的天体,不仅是构建航天运输体系重要的地外资源汇聚区和中转站,更被视为人类迈向深空探测的重要“跳板”。人类对未知世界的探索欲望构成了月球探测的根本动力,而新能源、新材料与新技术的发展则为重返月球提供了坚实支撑[5]。展望未来,人工智能、数字孪生、脑机接口等前沿技术将在地月空间实现融合应用,推动人类在地球上感知和理解宇宙的能力不断拓展。借助虚拟现实与星地一体化泛在网络等手段,可有效拓宽人类的认知边界,促进对宇宙未知的探索,增强人类整体福祉,并进一步推动文明的持续进步。
地月空间作为孕育原创性和颠覆性科技创新的重要战略平台,正在推动基础科学与关键核心技术的重大突破,对中国牵引培育新质生产力具有深远的战略意义,为经济社会的可持续发展提供了持久动力[6]。中华民族自古以来秉持追求卓越的梦想精神,具备勇于接受新事物、开放包容的文化传统,这为面向未来及深空探索奠定了坚实的历史渊源与文化基础[6]。在全球协同推进地月空间资源开发的时代背景下,中国在体制机制、科技能力和发展理念等方面展现出独特优势,正向航天强国的战略目标加速迈进。
21世纪以来,全球主要航天国家及国际组织相继制定了地月空间发展战略与任务规划,旨在开发与利用频率资源、轨道资源等战略要素。频率资源作为信息传输的物理载体,其稀缺性直接制约着深空探测系统的效能边界。而轨道资源的拓扑特性则决定了空间系统的服务能力。2023年以来,俄罗斯、印度、美国及日本等国家累计实施6次月球着陆探测任务,探测目标区域高度聚焦于月球南极地区,凸显该区域在科学探索与资源开发中的战略价值。美国通过构建多边合作机制,整合政府机构、国际合作伙伴、商业航天企业及军事领域资源,持续推进“阿尔忒弥斯计划”(Artemis Program),力图通过重返月球实现航天技术领导地位的巩固[79]。欧洲航天局提出“月球村”愿景,并启动Moonlight通信导航卫星计划,以构建持续稳定的地−月通信系统[7,10]。日本宇宙航空研究开发机构则于2023年发射了月球研究智慧着陆器(Smart Lander for Investigating Moon),并计划进一步探索商业航天与国际合作模式[7]。韩国于2022年发射首颗月球轨道器“丹妮莉”(Danuri/KPLO),并规划于2032年实施月球着陆器任务,以探明资源并验证关键技术[7]。俄罗斯航天国家集团公司已提出2027—2030年发射Luna−26、Luna−27及Luna−28系列极轨探测器,以支持高精度测绘和通信中继,并为后续月面着陆与资源开发提供支撑[7]。对于中国,国家航天局在“嫦娥”工程框架下,已完成“嫦娥六号”月球背面样品取样返回等多项关键技术验证,并规划于2026年发射“嫦娥七号”任务以实现南极水冰探测和地形高精度测绘,并持续推动载人登月、国际月球科研站等工程的实施与论证。
新一轮探月热潮以开发和利用月球资源为核心目标,标志着人类在月球建设及地月空间工业化进程中的实地勘探迈出了关键步伐[11]。这一探索不仅是人类文明向地月空间延伸的重要前沿,也为地球即将进入智能化生产时代提供了潜在的产能拓展空间。在无人化制造技术持续发展的背景下,光伏发电组件、工程建设材料与技术等大规模工业产品,未来有望率先完成迭代升级并实现向月球环境的迁移与部署。
从基础条件和研发能力角度来看,中国在月球资源利用领域具备实现原始创新与引领国际发展的潜力,有望显著提升中国在全球航天领域的影响力和话语权。与此同时,月球资源开发预计将带动一系列重大科学成果的产出,为深化人类对月球本体特征及宇宙演化规律的认知提供新的研究平台和实践机遇,并有望推动中国在空间科学前沿探索和基础研究领域跻身世界先进行列。
资源是一切可被人类开发和利用的物质、能量和信息的总称,是人类生存与社会发展的基本支撑[12]。与山川河流、土地矿藏等地球资源相比,月球资源展现出不同于地球资源开发的逻辑特性。学界普遍将月球资源划分为物质资源、位置资源和环境资源3大类[1314]。其中,物质资源包括月球矿产、水冰、挥发性组分及月壤等,可通过就地取材用于直接支撑月球探测、月面工程建造及深空任务的资源保障等[1314];位置资源来自月球所具备的独特天文与空间区位优势,例如,在月面部署射电望远镜,可开展地球及近地轨道环境中难以实现的深空天文观测与空间科学实验[1314];环境资源则是指月球天然具备的极端物理条件,如高真空、低重力、大温差等,可用于开展地球环境难以实现的高端科学研究和技术试验[1314]。这些资源类型共同构成了月球在未来深空开发与人类可持续发展战略中的关键支撑体系。
当前,全球主要航天大国正加快对月球水冰及关键矿产资源的系统勘察,重点研究其赋存形式、空间分布特征及成因机制;与此同时,月球水冰提取、矿产冶炼、原位制造与建造等技术验证也在有序开展,旨在探索大规模物资原位制备与月面工程建造的可行路径[11,15]。中国科研人员在月壤样本中首次发现天然石墨烯结构,为揭示月球与地球矿物差异提供了全新视角,并对月球原位资源高值化利用提供了重要启示[16]。此外,月球具有一定量的氦−3,这种理想的核聚变燃料对能源保障及人类文明的可持续发展具有重要价值[17]
除月球自身资源外,地月空间范围的频率(用于无线电通信的电磁波频段,是实现地月空间通信、导航、遥感等功能的基础)、轨道(地月空间中可用于航天器运行的各种轨道,是部署和运行空间基础设施的关键)、能源,以及天地交通等资源同样蕴含着深刻改变地球生产生活方式的可能性,其开发有望重塑人类的宇宙观、时空观与世界观。如果把全球关注的重型运载火箭比喻为星际“帆船”,通信导航遥感网络体系类似于“指南针”,可以想象地月空间的广袤“大海”中蕴藏着无形且未知的资源潜力。例如,随着星间高速通信、跨星座系统构建和协同优化、深空时空基准同步等关键技术的突破,有望依托地球−月轨−月基骨干网提供激光通信、导航遥感等综合信息服务,为星际资源开发利用奠定基础。
地月空间资源的广泛性与独特性,需要打破局限在地球“引力深井”的思维惯性。月球探测的意义不仅在于为未来人类移居提供技术储备,更在于通过地月空间这一可达性强、工程风险相对可控的近地深空区域,开展前沿科学研究与关键技术验证。作为人类基于现有科技能力能够有效抵达与开发的典型空间场域,地月空间在促进人类对宇宙起源与演化的认知、推动新兴航天技术的发展及构建地外资源利用模式方面,正发挥日益重要的战略价值。它不仅为拓展人类活动的地理空间边界提供了“天窗”,也为人类社会的持续进步注入新的发展动能。
伴随着人类认知边界从陆、海、空向天际拓展,诸如卫星互联网、太空旅游、太空育种等原本属于科幻范畴的构想正逐步转化为现实。可重复使用航天运输器与空间互联网等关键技术的发展,有望显著缩短空间距离,提升全球互联互通效率[18];人工智能与能源技术的融合创新正在推动空间系统向高效无人演进,人机协同作业拉近时空距离。未来,地月空间资源有望实现反哺地球,为经济生态系统提供基础性、战略性支撑,进而推动形成“前沿技术驱动未知探索、战略资源支撑循环经济”的新型发展模式。目前,国内外多家科研机构已对地月经济的潜力进行了前瞻性评估,预测2046年相关产业的总体规模有望达到数万亿美元[2,1920]
当前,地月空间资源的应用场景日益清晰,并逐步从概念设想向工程实践迈进。例如,借助虚拟现实技术,可实现对地月空间环境的沉浸式感知与交互体验;通过远程遥控操作系统,能够对月面机器人进行精确控制,开展月球基地建设、科研试验活动等。利用地月空间的物质资源,一方面,可以获取宇航员在月球上所需的生命支持物质(如氧气、水);另一方面,可用于制备深空推进剂(如液氢、液氧),构建辐射防护材料(如月壤掩体、窑洞),以及生产用于基地建设的金属、陶瓷结构材料和太阳能电池板支架等基础构件[1]。这种就地取材的方式有助于降低地月之间运输频次与成本,提高月球科研站的自我维持能力和航天员的月面生存时间。
利用月球独特的位置资源,可以在地月空间或者月球部署科学探测设备,开展月基天文观测、基础物理实验、日−地−月体系的全链条科学探测,以及地月拉格朗日点空间环境探测与研究等。同时,利用月球所具备的高真空、低重力、强辐射等极端环境条件,为月面生态系统构建、材料性能演化研究及月壤储能发电等前沿课题的实验验证提供了独特优势。此外,利用地月空间位置与环境资源条件,可构建面向未来的空间通信与导航服务通道,有效支撑月球及深空探测任务的高效推进,推动地月空间资源开发产业化发展。
随着天地一体化信息网络的不断完善与信息技术的深度融合,地月产业链条日趋联动,地月经济生态正逐步从概念构想走向工程实践。以月壤为基础材料开展原位建造,结合3D打印、远程智能机械作业等关键技术,正在为月面基础设施建设提供可行技术路径,图1所示的场景为深空探测实验室设想的未来月面建造任务场景概念图。图中描绘了使用太阳能聚光系统实现光−热转化,采用增材制造的技术手段熔化月壤制造基建砖块,使用机械臂对砖块进行移动拼装,从而完成月面掩体的建造过程。相关概念场景中涉及能源获取、太阳能高效传输等关键技术难点。若未来实现火箭的智能化“加油”补给系统,可在月面或地月平动点建立综合补给站,甚至直接在低引力条件下开展月面智能制造和火箭发射,从而显著降低深空任务的燃料成本,推动地月经济体系的可持续发展与良性循环。
美国已成功研制可重复使用大推力运载火箭,大幅降低发射成本、缩短发射周期,使大规模、低成本进出地月空间成为可能。中国商业航天企业也取得了重要进展,成功开发出采用不锈钢结构、以低成本的液氧−甲烷为推进剂的可重复使用运载火箭,具备垂直回收与快速加注即可再次发射的能力,有待实现真正的航班化运营[18]。与此同时,中国航天科技集团研制的亚洲最大推力700 t级液体火箭发动机地面试车成功,标志着中国在重型运载能力方面迈出关键一步。此外,可重复使用试验航天器完成长达276 d的在轨飞行后成功着陆,验证了中国在可重复使用航天运输系统方面的技术可行性。这些关键技术成果的突破,将有力保障中国航天重大工程任务的顺利实施,并为多场景、低成本、高可靠的天地往返运输提供更加便捷、廉价的技术路径。
随着天地运输工具的持续进化,天地往返正逐步向航班化和平民化方向发展,运输成本显著下降。地月空间的大众创新窗口已经打开,颠覆性技术成果将井喷式增长,人类科技全局和生产生活将面临颠覆性重塑态势。当前,伴随无人化智能工厂的广泛部署,跨星际迁移产业基地的技术障碍大幅减少。随着关键技术的持续突破及相关设备的系统研制,结合机器人月球资源开采、转运和低成本的月地运返,有望拉动重型火箭、空间采矿、月地运输、人工智能等多个高新技术产业群的创新发展。
中国探月工程已实现了绕月飞行、月面软着陆、月面巡视、月壤自动采样封装、月面起飞上升、月球轨道交会对接与样品转移及月球科学研究等系统性成果。其中,“嫦娥五号”任务获得的月球样品分析已取得“嫦娥石”等重大发现,“嫦娥六号”任务则实现人类首次月背采样返回,进一步为中国认识、开发月球资源奠定了坚实的基础[21]。目前,中国探月工程四期任务和载人登月工程已开始实施,未来月面资源的勘查、开发和利用将成为月球探测的核心任务之一。
中国探月工程的成功实施,不仅积累了丰富的技术经验和系统能力,也显著提升了在国际航天领域的影响力和号召力。秉持“构建人类命运共同体”的理念,中国坚持和平利用外太空,正在论证并积极推进与国际社会共同合作开展建设的国际月球科研站大科学工程。在统筹已实施和规划中的无人月球探测与载人登月任务的基础上,国际月球科研站注重国内任务与国际合作任务的融合发展,力求实现最大程度的多系统、多设施兼容、可复用与共享等[22]图2描绘了国际月球科研站所规划的实景概念图,科研站由地月转移、能源、信息、运输和科研作业等系统组成,围绕月球资源的探索与开发,将是国际月球科研站论证建设和可持续发展的重要内容。
人类因梦想而伟大。现代航天技术的发展不仅实现了曾经遥不可及的飞天梦想,也极大丰富了以通信、导航和遥感为基础的应用生态,推动多个行业实现跨越式发展。作为科技创新的重要策源地,地月空间正逐步成为驱动科技进步与可持续深空探索的新引擎,有望带动新一轮颠覆性技术的孕育与突破,进而深刻改变既有的产业结构与资源开发模式,引发新一轮航天技术变革,并可能对人类社会的生产生活产生深远影响。
地月空间资源的有序开发与高效利用,是撬动地月经济可持续发展、培育新质生产力的战略杠杆。资源开发的驱动力将重塑太空探索模式,推动科研、制造与资源利用在月球的深度融合,形成以资源开发为核心的新型空间经济模式,并为中国未来的无人与载人月球探测任务、行星探测等国家重大科技工程提供技术支撑与资源保障,进而产出具有国际影响力的重大科学发现与关键技术成果。
作为国际合作的重要平台,国际月球科研站正在探索先行先试为导向的开放创新合作机制,致力于构建创新性的地月空间科学、技术、经济合作模式,论证和建设可商业化的能源、通信、导航与航天运输等基础设施体系,吸引多方资本与产业参与,共同打造地月经济圈。未来,应充分发挥好国际月球科研站作为大科学工程的先行先试功能,统筹构建天地一体化、多元参与、资源共享的战略能力体系,积极推动民用、商业与国际合作的深度融合,共同践行人类命运共同体理念。
