针对近期国际科研诚信领域的复杂形势及国内突出的撤稿问题，为贯彻落实党的二十届三中、四中全会精神，严肃惩治学术不端行为，2025年11月26日，科学技术部会同有关部门正式部署开展“学术不端撤稿论文专项整治行动”，剑指近年来备受关注的中国学者在自然科学领域国际期刊撤稿问题。此次行动明确提出，要对涉嫌抄袭剽窃、虚构或篡改数据与图像、买卖论文、伪造同行评议专家及评议意见等行为进行逐项排查与调查处理，并通过通报处理结果形成公开的震慑效应。对情节严重的科研失信行为，将依法依规纳入科研诚信严重失信行为数据库，在项目申报、院士增选、科技奖励等重要环节实施联合惩戒。
