This paper analyzes the lagging situation of the construction of the existing innovation theory discipline in China, the marginalization of the discipline organization, and the lack of systematic, strategic and autonomous knowledge. In recent years, the scientific and technological war launched by the United States and the West has affected the security of the global technology chain and industrial chain, which shows that scientific and technological innovation is not only related to the creation of new knowledge and the development of new products, but also involves the right to survival and development of late-developing countries, and the existing innovation theories do not understand this enough. It is proposed that we should attach great importance to the development of the discipline of innovation strategy. The connotation, characteristics and the key content of innovation strategy are discussed. It is suggested that the innovation strategy should focus on the theories related to "national innovation capacity", pay attention to the interdisciplinary integration, research on and tell the Chinese story well.
