Based on these situations, this paper proposes the strategic goals for China's marine ecological protection.     海洋生态保护作为中国海洋绿色发展的重要基础。总结了中国海洋生态环境面临的生态灾害威胁、渔业资源萎缩、海洋产业绿色发展保障不足等问题,以及海洋开发建设风险高、生态保护与修复资金缺口大的挑战。结合海洋生态保护与修复密切关联,与绿色发展相互支持的特点,提出中国海洋生态保护基础上绿色发展的战略目标,从空间管控、资金保障、体系完善、碳汇市场化等角度提出了海洋生态保护的发展路径。
