By summarzing the development partnership and participation in global governance between China and the EU, this paper introduces the background of the emergence of CEMDnet and analyzes the status of cross-regional marine data cooperation. On this basis it proposes a replicable and extensible cross-regional data cooperation model and explains its effectiveness.
