However, there are  still gaps and  shortcomings in  construction  of national major infrastructure  for science and technology, such as the lack of world-leading, original or even unique facilities, the need to strengthen the institutionalize  research  at  facilities  and  to  improve  the  international  cooperation.  China's  science  and  technology  development needs to resolve the above issues, to strengthen the top-level design and optimize the management, to initiate large international science projects so as to make greater contributions to the economic and social development, the
