The study has found that since the 18th CPC National Congress, the introduction of China's science and technology policy has maintained a high degree of consistency and synchronization with the reform and development of socialism with Chinese characteristics in the new era, which is the specific implementation of the country's innovation driven development strategy, the strategy of strengthening the country through talent, and the strategy of rejuvenating the country through science and education. 党的十八大以来,中国相继出台了一系列重要的科技政策。梳理和分析这些科技政策,有助于我们更好地理解和把握新时代科技工作的特点和重点,更好地加快和推进建设世界科技强国的进程。对党中央(含中央办公厅)、国务院(含国务院办公厅)、全国人大及其常委会层面发布和出台的相关科学技术与创新政策进行梳理,把科技政策类型划分为:党中央国务院的顶层设计、科技立法以及其他重要科技政策(包括宏观科技管理体制、科技成果转化、科技计划管理与评价机制改革、科技奖励、国际科技合作、科技监督与诚信建设6个方面),并分别加以简要介绍和分析。研究发现,党的十八大以来中国科技政策的出台与新时代中国特色社会主义的改革和发展保持了高度一致和同步,是国家的创新驱动发展战略、人才强国战略、科教兴国战略等的具体落实。展望未来,科技政策必将基于科技发展的内在规律,努力适应世界科技前沿发展的需要,以人为本,与时俱进,在中国建设社会主义现代化强国进程中发挥更大的作用。
