Firstly, the paper presents a profound understanding of the importance of strengthening national S&T power to support the creation of new development pattern. Secondly, from the perspective of coordinated development and safety concern, the paper puts forward the overall approach and fundamental rules for the national S&T power to accelerate the creation. In the end, the paper elaborates on the major pathways in terms of safety, development and openness.
