The outbreak of COVID-19 has brought great damage to people's lives and health, national economic growth, and harmony and stability of society. Prevention and control tasks of COVID-19 are urgent yet inseparable from technological support. Based on the integrated mobilization and scientific and technological innovation theory, an mobilization of science and technology mode for reallocating the scientific and technological resources and unifying the strength is proposed, which is of the "top governance", "platform connecting" and "carrier implementation" development mode.
