The rational allocation, the function expansion and the effective transformation of scientific and technological resources are the key to promote the integration of science, technology and economy. The popular exploitation of scientific and technological resources can play an important role in optimizing the allocation of public resources, communicating science to the public, promoting the integration of science, technology and economy, and promoting supply-side structural reform. Meanwhile, there are still obstacles, including the lack of policy support, the insufficient motivation of scientists, the poor channels for popular exploitation and the lack of integration with industry.
