    乡村人居环境的韧性是抵御突发公共事件的重要能力。基于乡村生态韧性、经济韧性和社会韧性的概念,阐述了乡村突发公共生态事件、经济事件和社会事件的类型特征,提出了在当前中国国土空间规划中,村庄规划要综合考虑乡村突发公共事件的应对策略,强调生态空间、生产空间和生活空间“三生空间”的规划协作,将乡村应急自救和预防控制相结合,以乡村人居环境韧性的能力提升作为村庄规划的建设目标,从而为实现乡村人居环境可持续发展提供保障。在此基础上构建了“乡村人居环境韧性”“乡村突发公共事件”“三生空间村庄规划”三者关系的理论框架,以指导村庄规划和乡村建设行动。
