    为加深对高校和科研院所创新成果转化问题的理解并最终为建设知识产权强国和创新型国家提供决策参考,通过对国内外高校技术交易数据的定量对比分析,阐述了中国科技成果转化率相对低的原因。系统梳理了国内外科技成果转化政策,并结合中国部分地区针对科技成果产权制度改革的最新进展,讨论了科技成果转化制度的发展现状和成效。最后从改进评价体系、提升专利质量、培育专业人才和借鉴国际经验方面提出促进科技成果转化制度改革的政策建议。
