科技成果转移转化水平是评价新型研发机构体制机制创新能力的重要指标。通过案例研究,对标以日本理化学研究所为代表的世界一流研发机构,中国新型研发机构的技术转移体系在制度建设、机构设置、人员配置和工作内容方面尚存不足,技术转移活动与知识产权管理工作之间存在脱节。提高知识产权管理工作意识,健全知识产权管理规章制度,完善知识产权管理工作机制,应该作为中国新型研发机构技术转移体系建设的重点。
The transfer and transformation level of scientific and technological achievements is an important index to evaluate the innovation ability of new-type R&D Institutes. Through case studies compared with the world-class R & D institutions, such as RIKEN, it is seen that the technology transfer system with new-type R&D institutions in China is still insufficient in fields of system construction, organization framework, staffing and job description. Meanwhile there is a gap between the technology transfer activities and the intellectual property management.
