社会心理服务体系建设是社会治理的重要内容。从个体、组织/群体与社会3个层面（即微观、中观、宏观层面）出发，以利用网络信息与技术干预和引导各层面的情绪为核心，论述了网络信息与技术在干预个体心理健康、引导群体和社会情绪等社会心理服务体系建设中的应用，建议进一步发挥主流媒体的舆论引导作用、规范自媒体从业者职业伦理和职业素养、规范大数据分析的伦理监管。

The construction of a public psychological service system is an important part of the social governance.
