Entropy weight method is employed to calculate the index weights while TOPSIS grey correlation analysis is adopted to structure the evaluation model, so that army capability can be quantitatively analyzed. An application example demonstrates the effectiveness of the method.     针对当前部队政治工作能力评价手段缺失、指标体系不全、适用范围有限等问题,依据部队政治工作的特点规律,建立了部队政治工作能力评估指标体系,并通过熵权法确定指标权重,采用TOPSIS-灰色关联分析法构建了评估模型,通过应用实例分析了该评估模型进行定量评估的效果。

    To tackle the problem of deficient evaluation and incomplete index system on army capability evaluation, this paper re-builds the army capability index system with regard to the property of army capability. Entropy weight method is employed to calculate the index weights while TOPSIS grey correlation analysis is adopted to structure the evaluation model, so that army capability can be quantitatively analyzed. An application example demonstrates the effectiveness of the method. It is believed that this method will deliver reasonable and valuable suggestion for army capability improvement.
