In the context of building up a maritime power, the purpose of the establishment of the ocean security index is to effectively represent the trajectory of ocean security changes, so that we can effectively forecast the development of ocean security in key sea areas and guide safety use of the oceans. This paper puts forward the concept of the ocean security index. The ocean security index contains 12 representative indicators involving ocean marine science, technology security, ocean ecological security and ocean economic security.
