articleAbstract=科技期刊是传播科研成果、交流科学思想的重要载体和平台，其数量和质量在一定程度上与一个国家科研实力、科技竞争力和话语权密切相关，其重要性不言而喻。随着中国科学技术的发展和科研水平的提高，年发表的SCI论文数量已位居世界第二，约占全球年发表SCI论文总数的1/3，对世界科学技术发展做出了突出贡献。但中国主办的国际化科技期刊数量少、国际影响力有限，与科技发展的水平并不相称、难以支撑和引领我国“创新型”国家建设。此外，中国科研评价体系还不十分完善，导致了大量优秀论文发表于国外科技期刊。据《中国科技期刊发展蓝皮书（2019）》显示，截至2018年底，中国科技期刊数量为4973种，但在《JCR期刊引用报告》中中国主办的SCI期刊仅有241种，与美国（3052种）和英国（2001种）等国家存在数量级上的差距，且中国每年有超过90%的SCI论文发表于国外期刊。创办一批中国主办的、具有国际影响力的世界一流期刊刻不容缓，是增强国家科技竞争力和文化软实力的迫切需要。,
