To fully realize its potential, scientific research must play a dual role of not only developing high-quality scientific and technological products but also cultivating well-trained talents. In this regard, universities are obviously advantageous because of their research-orientednature. However, the proportion allocated to universities by the overall governmental R&D funding is seriously imbalanced with their importance, which results in a huge shortage of rigid scientific training for university students.
