探讨了科技人才流动新形势下科研机构知识产权管理、风险预测和控制等面临的新问题、新挑战。分析表明,科研机构可以采取加强知识产权管理、开展知识产权贯标、落实科研人员的各项政策激励、强化科研信息化能力建设、实施人才引进背景调查和知识产权分级培训等一系列措施积极应对人才流动带来的知识产权风险,使科技人才流动与科研机构的知识产权保护管理形成良性互动。

Recently, a series of national reform policies have been issued intensively. People from the top of the country to the local government are all requiring to break the institutional obstacle of talent flow to motivate researchers'entrepreneurship. Considering these new circumstances, higher requirements should be put forward for the intellectual property management of research institutions. Research institutions need to take measures to control intellectual property risks due to talent flow and to strengthen such as technical secrets management, intellectual property policy incentives, development of e-Science, personnel background checks and intellectual property training.
