为从宏观上把握中国应急避难场所的现状,收集了中国338个地级及以上城市(不含香港、澳门和台湾)应急避难场所的数据,建立中国应急避难场所数据库,通过对数据库中的指标进行定性描述统计,分析了中国应急避难场所现存问题,并运用最小二乘线性(OLS)回归方法探求诱发当前问题的显著影响因素。通过描述性统计发现,中国应急避难场所存在“重建设,轻宣传”“重体量,轻标准”“差异大,布局不均”“重指标,轻实效”等问题,通过回归分析发现,应主要从“城市经济水平”和“政策严格程度”两个指标着手改善中国应急避难场所现状,响应城市安全观与总体国家安全观的发展理念。
