The competency of scientific and technological management personnel is the critical factor to improve the scientific and technological management. Based on the review of previous studies and the reference to the competency model in the field of human resource management, this paper proposes that the competency of the scientific and technological management personnel in the new era should include two parts:the basic competency and the superior competency, where the, basic competency should include the political competency, the scientific literacy, the managerial competency and the professional competency.
