Based on the analysis of the policy documentation and the review of related literature, this paper sorts out the relevant policies to stimulate the enthusiasm and creativity of science and technology professionals since 1978, and outlines the major reform measures since 2016. Through a comparative analysis of some data of the 3rd National Science and Technology Workers Survey (2013) and the 4th National Science and Technology Workers Survey (2017) organized by China Association for Science and Technology, it is found that the reform of stimulating the enthusiasm and creativity of science and technology professionals has achieved phased results, and the science and technology workers' have better appraisals for some related problems.
