为使武器装备能力能够满足体系作战需求,本研究提出了基于战略环境的体系作战需求分析方法,从战略目标出发按照自顶向下逐层分解的方式获取作战能力需求,以此为基础引入以价值为中心的方法构建了包含战略目标、作战使命、体系能力和装备能力4个层次的价值模型基础框架,给出体系作战需求到装备能力映射方法。
