articleAbstract=本文从知识产权法律；作者、出版社和社会公众三方利益；伦理道德共3个方面对中英文“一稿两投”问题进行了深入分析，指出中英文“一稿两投”是否违反知识产权法律取决于作者与出版社之间的民事约定，无一定之规；中英文“一稿两投”对三方的利益影响不同，应根据社会利益最大化进行取舍。中英文“一稿两投”在只计算一项成果的前提下，与科学道德无关，且有利于中文科技杂志的繁荣和科技成果在我国的传播应用，利大于弊。,
