articleAbstract=温家宝总理在中国科协八大的报告中曾指出:“据我了解,欧美等国家都有系统的科技报告制度,把国家支持的科研活动产生的资料,包括研究目的、方法、过程、技术内容、中间数据以至经验教训,尽可能向公众开放共享。”“钱学森等多位科学家从60年代起就呼吁建立我们自己的国家科技报告体系,但迄今进展并不顺利。”随着科学技术日新月异的发展,科研水平和创新能力的提高越来越依赖于研究积累的深度,国家科技经费资助科研活动所产生的海量科研信息和科学数据成为极其宝贵的国家科研资源,它的生成、共享、交换和利用直接影响国家创新能力的提高。在借鉴欧美等发达国家建立科技报告体系的经验做法基础上,结合我国实际,本文作者提出对策建议。,
