The operational capability refers to the performance of a weapon system, and is a static concept. The operational effectiveness refers to the capability of completing a mission, and is a dynamic concept. Second, the traditional and newly developed operational capability evaluation methods are analyzed, including the advantages and disadvantages of the traditional methods. 反导作战已成为未来防空作战的重要作战模式之一,对反导武器系统作战能力的评估对武器装备的发展和部署具有重要意义。本文首先分析了武器系统的作战效能和作战能力的关系:作战能力主要考查武器系统的性能和表现,是一个静态的概念;而作战效能侧重于度量武器系统完成任务的能力,是一个动态的概念;但如果在研究作战能力时,引入作战过程,则作战能力又是一个动态概念。其次,在分析作战能力和作战效能的关系的基础上,对传统的和新兴的作战能力评估方法进行了分析,具体分析了传统方法的优缺点,同时对新兴方法的基本思想和应用进行的分析,为从事武器装备的作战能力评估的研究人员提供借鉴。
