世界经济发展的无限延伸性和全球能源储量的有限性,使能源安全问题成了各国普遍关注的焦点。但在世界经济和环境正常秩序条件下,能源安全对一国的主要作用是保障经济目标实现和社会福利的提高。按照社会福利准则,能源安全对社会福利的影响主要由能源耗竭期、消费效用弹性和人们的消费偏好决定的,因此,应该主要通过以上3个方面提升能源安全的社会福利作用,尤其是能源耗竭期,这也是各个国家经常采用的。
The energy security is a focus of every country because of the economic development and the limitation of energy reservation. But in the normal conditions, the improvement of energy to economy and society is the most important. According to social welfare law, the influential factors include energy exhaustible period, custom utility elasticity and people custom preference. By dealing with these factors properly, we can progress the welfare, especially in the exhaustible period.
