近年来，许多报道国内优秀科研成果的论文首先投向国外，特别是被美国科学引文索引（SCI）收录的高水平国际期刊。这虽有助于促进国际间的学术交流，让世界更好地了解中国，但所导致的直接后果是中国科学家的绝大多数优秀科研成果不能为本国的同行首先获悉，也使得国内的科技期刊在学术水平和国际化方面陷入极大的困境。如何选择最佳对策，作者提出3点建议：由国家制定相关的政策和规定；制定论文二次发表的有关规定；开辟新栏目推介有关成果。
