我国物流业频繁发生安全事故，给社会和经济造成极大的损害。但业界对物流安全的理解仍然比较片面，使得政府和企业的物流安全措施不到位或不配套，因此有必要从多个角度提出一个完整的物流安全系统框架以辅助决策。本文分别在仓储、运输、信息和交易4个功能以及技术设备、流程规范和人员管理3个层次上，提出建设物流安全系统的要求，并将整个系统划分为预防、保障和应急3个子系统，最后根据供应链思想，提出以安全链思想为指导原则的物流安全系统建设措施。
