At present, a new round of scientific and technological revolution and industrial transformation is advancing at an accelerated pace, with breakthroughs in cutting−edge fields reshaping the global landscape. The scientific and technological development of China during the 15th Five−Year Plan period is not only a crucial stage for itself to achieve the goal of building a world power in science and technology, but also will play an important role in the global pattern of scientific and technological development, exerting a significant and far−reaching impact on the world. How to accurately position itself in the complex and volatile international situation, make forward−looking plans, and scientifically map out the roadmap for scientific and technological development during the 15th Five−Year Plan period is a key issue that China must strive to address at present. In the next 5−10 years, China will face a complex situation where the intensification of strategic games among major powers, the acceleration of scientific and technological industrial transformation, and the arduous task of economic and social transformation are intertwined: science and technology have become the main battlefield of national strength competition, international cooperation has weakened, and security risks have risen; the frontiers of science and technology are advancing in depth, and disruptive technologies are intersecting and integrating, nurturing new industrial forms; China's economy is transforming towards high quality, and security risks in fields such as energy and food are prominent. The construction of a strong science and technology country during the 15th Five−Year Plan period should focus on six aspects: first, strengthen organized basic research; second, coordinate and strengthen the tackling of key core technologies; third, strengthen the dominant position of enterprises in innovation; fourth, promote the integrated development of education, science and technology, and talents; fifth, improve the ecological environment for scientific and technological innovation; sixth, strengthen open innovation and cooperation.

当前,新一轮科技革命和产业变革加速演进,前沿领域突破重塑全球格局。“十五五”时期中国科技发展不仅是自身实现科技强国建设目标的关键阶段,而且将在全球科技发展中扮演重要角色,对世界产生重要而深远的影响。在复杂多变的国际形势中要找准定位,做好前瞻谋划,科学绘制“十五五”时期科技发展路线图。通过研判提出了未来5~10年中国将面临的大国战略博弈加剧、科技产业变革加快、经济社会转型攻坚交织的复杂局面:科技成为综合国力竞争主战场,国际合作弱化,安全风险上升;科技前沿向纵深演进,颠覆性技术交叉融合,孕育新产业形态;中国经济加速向高质量发展,也面临能源、粮食等领域安全风险。明确了“十五五”科技强国建设应从6个方面发力:一是加强有组织的基础研究;二是统筹强化关键核心技术攻关;三是强化企业创新主体地位;四是推动教育科技人才一体化发展;五是完善科技创新生态;六是加强开放创新合作。

当前,新一轮科技革命和产业变革加速演进,前沿领域突破重塑全球格局。“十五五”时期中国科技发展不仅是自身实现科技强国建设目标的关键阶段,而且将在全球科技发展中扮演重要角色,对世界产生重要而深远的影响。在复杂多变的国际形势中要找准定位,做好前瞻谋划,科学绘制“十五五”时期科技发展路线图。通过研判提出了未来5~10年中国将面临的大国战略博弈加剧、科技产业变革加快、经济社会转型攻坚交织的复杂局面:科技成为综合国力竞争主战场,国际合作弱化,安全风险上升;科技前沿向纵深演进,颠覆性技术交叉融合,孕育新产业形态;中国经济加速向高质量发展,也面临能源、粮食等领域安全风险。明确了“十五五”科技强国建设应从6个方面发力:一是加强有组织的基础研究;二是统筹强化关键核心技术攻关;三是强化企业创新主体地位;四是推动教育科技人才一体化发展;五是完善科技创新生态;六是加强开放创新合作。

At present, a new round of scientific and technological revolution and industrial transformation is advancing at an accelerated pace, with breakthroughs in cutting−edge fields reshaping the global landscape. The scientific and technological development of China during the 15th Five−Year Plan period is not only a crucial stage for itself to achieve the goal of building a world power in science and technology, but also will play an important role in the global pattern of scientific and technological development, exerting a significant and far−reaching impact on the world. How to accurately position itself in the complex and volatile international situation, make forward−looking plans, and scientifically map out the roadmap for scientific and technological development during the 15th Five−Year Plan period is a key issue that China must strive to address at present. In the next 5−10 years, China will face a complex situation where the intensification of strategic games among major powers, the acceleration of scientific and technological industrial transformation, and the arduous task of economic and social transformation are intertwined: science and technology have become the main battlefield of national strength competition, international cooperation has weakened, and security risks have risen; the frontiers of science and technology are advancing in depth, and disruptive technologies are intersecting and integrating, nurturing new industrial forms; China's economy is transforming towards high quality, and security risks in fields such as energy and food are prominent. The construction of a strong science and technology country during the 15th Five−Year Plan period should focus on six aspects: first, strengthen organized basic research; second, coordinate and strengthen the tackling of key core technologies; third, strengthen the dominant position of enterprises in innovation; fourth, promote the integrated development of education, science and technology, and talents; fifth, improve the ecological environment for scientific and technological innovation; sixth, strengthen open innovation and cooperation.

党的十八大以来,以习近平同志为核心的党中央坚持把科技创新摆在国家发展全局的核心位置,中国科技事业取得历史性成就、发生历史性变革,中国科技发展呈现5个方面的突出特征。
中国在诸多领域前瞻布局、加强自主创新,产出了一系列“现象级”的代表性、引领性科技成果。DeepSeek大模型依托算法优化与异构计算架构设计,形成了区别于人工智能(artificial intelligence,AI)领域“堆算力”传统路径的技术方案,推理效率已跻身国际顶尖模型行列[1]。小分子编程领域,中国科学家建立了更快、更高效人体细胞化学重编程体系,开辟了体细胞重编程新路径[2]。脑机接口领域,中国成功开展首例侵入式脑机接口临床试验,成为继美国之后全球第2个进入侵入式脑机接口临床试验阶段的国家[3]。游戏《黑神话:悟空》以中国古典神话题材为核心创作基础,结合高精度制作工艺完成开发,彰显了中国游戏产业在创意挖掘与技术研发方面的自主创新能力[4]
中国通过集中力量攻关,在多个领域实现了从点的创新到系统性创新的重大转变。芯片制造领域,据中国半导体行业协会发布数据,2024年中国集成电路产业规模约1.43万亿元,同比增长16.7%[5]。中国在全球集成电路先进制程市场份额稳步提升,国际数据公司(International Data Corporation,IDC)预计,到2025年中国在全球成熟制程芯片产能中的占比将达28%,产业链各环节协同创新成果显著。航空发动机领域,“太行110”重型燃气轮机在2023年通过产品验证鉴定,功率达110 MW,构建起从理论研究到整机制造的完整研发体系[6]。新能源汽车领域,据公安部发布数据,截至2024年底,中国新能源汽车保有量达3140万辆,占汽车总量的8.90%;据国家能源局发布数据,截至2025年3月底,中国充电基础设施数量达1374.9万台,同比增长47.6%,形成从材料研发到场景应用的创新生态。
中国强化基础研究顶层设计和系统布局,国家重大科技基础设施相继落地,科技基础能力大幅提升,在多个领域取得一批重大原创成果。“墨子号”搭建天地一体化量子通信网络雏形[7],“九章”“祖冲之二号”实现量子计算优越性突破[8],“嫦娥六号”实现人类首次月球背面采样返回,“梦想”号大洋钻探船建成入列[9]。人工合成单条染色体酵母[10]、二氧化碳人工合成淀粉[11],开启“人造生命”与“技术造物”新篇章。中国散裂中子源的运行以及自由电子激光用户装置“上海硬X射线”、第4代同步辐射光源“高能同步辐射光源”等重大科技基础设施的建设为物质科学研究提供有力手段[12]
中国优化国家战略科技力量布局,积极推动协同融通创新,逐渐形成以科技型企业、科研院所和高等学校为主体的协同创新体系,实现了人才、技术、资金等创新要素的优化配置,打破了以往创新主体各自为战的“孤岛”局面。华为通过推进“智能基座”产教融合项目、鲲鹏昇腾科教创新卓越/孵化中心等合作模式,与高校和科研院所深度协同,实现人才共享、技术互补与资源整合,进一步强化了创新主体间的协同效应。比亚迪与清华大学等高校合作,在汽车电子、电池安全等核心技术上取得突破[13]。中国科学技术大学与科大讯飞公司联手共建语音及语言信息处理国家工程研究中心、认知智能全国重点实验室和相关研究平台,成果屡次获得国家科学技术进步奖等关键奖项[14]。之江实验室以共商、共建、共享、共发展的方式开展协同攻关,突破了太空计算软硬件关键核心技术,并于2025年5月发射“三体计算星座”卫星[15]
中国通过一系列政策组合拳,构建起覆盖人才、资金、成果转化全链条的创新生态,为科技事业高质量发展注入持久动力。财税政策上,将符合条件的企业研发费用加计扣除比例由75%提高至100%,并明确作为一项制度性安排长期实施[16],极大激发了企业研发积极性。人才培育方面,“揭榜挂帅”“赛马制”等新型科研组织模式全面铺开,吸引一大批科研人员参与攻关;加大对青年科技人才基本科研业务费的稳定支持力度,引导青年科技人才聚焦国家战略需求、长期开展前沿科学问题研究。金融扶持上,科创板持续扩容,据新华网发布数据,截至2025年8月,589家科创板上市公司总市值突破7万亿元,均属于战略性新兴产业和高新技术产业[17],为科创企业搭建起高效融资平台;据工业和信息化部发布数据,2024年,全国技术合同成交额达到6.8万亿元,同比增长11.2%,连续8年保持2位数增长[18],技术要素市场化配置效率大幅提升。
未来5~10年,世界百年未有之大变局加速演进,中国面临大国战略博弈加剧、新一轮科技革命和产业变革加快、经济社会转型发展攻坚相互交织的复杂局面,进入经济社会转型发展攻坚期。
一是科技成为综合国力竞争主战场。特朗普政府延续“美国优先”政策导向,将科技竞争作为中美博弈核心,以限制技术出口、阻碍企业进入美市场等手段遏制中国。欧盟强调数字化与绿色化转型的战略自主[19],在半导体、人工智能领域对中国加强防范。日本、印度等国与中国科技竞争趋于激烈[20]。地缘冲突频发,“安全”受关注,颠覆性技术改变战争形态,国家军事冲突风险上升。发达国家通过移民、签证等政策加大全球人工智能、量子等领域顶尖人才争夺力度,中国面临高端人才流失与引进难的双重压力。二是国际科技与产业合作水平显著降低。全球格局从“一个世界、一个体系”向“一个世界、多个体系”转变。美国发起“科技战”,推动科技和产业“选择性脱钩”,全球科技竞争进入高科技“冷战时代”[21]。美英澳“奥库斯”深化军事技术合作,威胁亚太地区和平安全[22],美日印澳机制或成针对中国的意识形态同盟[23]。俄乌局势变化下,美欧裂隙加深,2025年慕尼黑安全会议认可多极化。全球供应链重塑,跨国公司向东盟转移,美国绕开世界贸易组织(World Trade Organization,WTO)推行单边战略,冲击传统贸易体系。三是科技先行优势衰减,维持科技与产业优势路径充满不确定性。网络通信技术降低行业门槛,后发国家借助“学习曲线”可跨越技术发展阶段。数字技术创新组合成本低,利于后发国家突破。如DeepSeek开源大模型打破美国底层技术垄断[24],提升中国话语权,但也意味着国家间科技“级差”变化加快,世界主要国家既面临“弯道超车”机遇也面临优势被超越风险。四是科技规制多样化加剧国家间“盟伴”关系复杂。第四次工业革命核心技术全球统一标准难出台,各国组建“微联盟”“动态组合”。小国凭技术优势影响结盟模式。但技术带来的安全威胁缺乏规制,易被某些大国利用作为地缘政治竞争工具,通过建立划分“科技威权国家”和“科技民主联盟”等[25],加剧国际关系紧张。五是科技领域安全风险上升。数据安全、网络安全、生物安全等非传统安全威胁日益突出,关键信息基础设施防护能力有待加强。例如,数据跨境流动已从技术合规问题升级为大国间的规则与信任博弈,增加了全球科技合作的成本与不确定性。
一是科学前沿加速纵深演进,步入“调控时代”。宏观领域“一黑两暗三起源五表征”成为研究焦点[26]。微观层面,基本粒子、引力波研究持续突破。物质结构科学实现对原子、分子及电子的精准调控,将催生能源、信息、材料领域的技术与产业革命。生命科学迈向“预测编程”与“调控再造”,分子生物学等成果显著提升人类对生命的认知与改造能力。能源领域加速向绿色低碳转型,新材料朝个性化、复合化发展,深空深海探测体系不断完善。二是前沿与颠覆性技术群体性突破、交叉融合。以新一代信息技术、生物技术等为突破口,信息、生命、物质等领域深度融合并集群突破。信息领域颠覆性技术频出,数实融合成产业新趋势;生物技术集群突破,推动生命健康产业发展;先进材料与制造融合升级制造业;能源科技活跃,助力绿色转型;空天深海等新疆域竞争加剧。三是智能革命、能源革命、健康革命、农业革命孕育新产业形态。智能革命依托人工智能,推动工业自动化、服务个性化,加速认知能力开展创造性工作;能源革命聚焦可持续和清洁能源技术;健康革命提升医疗质量与可及性;农业革命借助科技提高生产力与可持续性,推动农业向半工厂农业转型,四大革命共同创造新一轮经济繁荣,建立清洁能源驱动的更加智能化、健康、可持续的生产模式,塑造产业新形态。四是人机共融成为生产与服务显著特征,三元融合社会逐步成型。人机物智能技术联通人类社会、虚拟与物理空间,形成以人为本的新社会形态。智能制造模式转型,个性化生产兴起,智能机器人研发成热点。以增强现实(Augmented Reality,AR)技术为例,其在制造业的应用大幅提升生产效率,如波音公司早在2016年就通过应用增强现实眼镜,使飞机线束组装错误率显著降低,装配时间缩短25%[27]
一是中国经济处于从高速增长向高质量发展的关键转型期。过去依赖要素与投资驱动的模式积累了结构性矛盾,传统产业产能过剩、附加值低,区域发展不平衡。“十五五”期间,需推动传统产业智能化、绿色化、融合化发展,筑牢新型工业化坚实基座,如制造业借助5G(第5代移动通信)、人工智能等技术向“中国智造”迈进,提升高端产业竞争力;同时培育生物医药、新能源等新兴产业。但企业面临技术升级成本高、人才短缺问题,地方政府也需平衡转型与增长,转型难度大。二是社会发展模式面临深刻变革。人口老龄化加剧,养老服务、医疗保障需求激增,亟待构建多层次养老体系,完善居家、社区、机构协同的养老格局,并加强专业人才队伍建设。城镇化进程中,农村人口大量涌入城市,“城市病”凸显,需加大基础设施建设与公共服务资源优化。居民对美好生活需求多元,要求政府推动基本公共服务均等化、提升社会治理能力,但资源有限性与需求无限性的矛盾制约转型。三是科技创新领域的攻坚任务十分艰巨。全球科技竞争下,中国高端芯片、工业软件等关键核心技术存在“卡脖子”问题,影响产业升级与经济安全。科技创新高投入、高风险、长周期的特性,叠加企业研发强度不足、产学研协同不畅、成果转化效率低等问题,增加了技术突破难度。四是中国在能源安全、粮食安全、网络安全等领域需要加强风险防范和应对能力。中国进口能源依赖度高,能源结构需向可再生能源转型以保障供应安全。粮食领域要稳定播种面积、提升产能,完善储备流通体系。随着数字经济发展,网络安全威胁加剧,需加强技术研发与监管,守护信息安全与个人隐私。
面向2035年建成科技强国的战略目标,对标对表习近平总书记强调的科技强国必须具备的“5个特征”,即拥有强大的基础研究和原始创新能力、关键核心技术攻关能力、国际影响力和引领力、高水平科技人才培养和集聚能力、科技治理体系和治理能力,“十五五”时期,应坚持目标导向、问题导向、创新导向,加强顶层设计和总体安排,着力实施6大任务,全面增强自主创新能力,抢占科技发展制高点,加快推进科技强国建设。
一是统筹重大科技项目布局。加强基础研究战略性、前瞻性、体系化布局,构建目标导向与自由探索相互促进的基础研究任务部署机制;建立战略性科学计划和科学工程决策咨询机制;在国家科技重大专项、重点研发计划、基地和人才计划,以及相关专项计划中,加强重大科学目标导向、应用导向的基础研究项目部署,避免多头重复部署。二是统筹重大创新平台布局。改革运行机制,更好发挥新型举国体制优势;疏通创新链条,构建良好科技创新生态;人才评价以创新能力、质量、实效、贡献为导向。三是推动体制机制改革。构建多元化基础研究投入方式;创新政府管理方式,引导技术能力突出的创新型领军企业加强基础研究;完善以创新质量和学术贡献为核心的分类评价机制。
一是加强国家战略科技力量建设。发挥国家实验室“总平台”“总链长”作用,发挥国家科研机构建制化组织作用,发挥高水平研究型大学主力军作用,发挥科技领军企业出题人、答题人、阅卷人作用。二是强化问题导向、场景导向的攻关。聚焦现代化产业体系建设中的重点领域和薄弱环节,加大技术研发力度;建立核心技术项目研发清单和动态管理数据库,精准支持重大科技专项和关键核心技术攻关。三是采取差异化的攻关策略。针对不同技术类型,分别采取不同的发展战略,制定未来发展目标和攻关路径;完善新型举国体制,采取超常规措施,全链条推动集成电路、工业母机、高端仪器、基础软件、先进材料、生物制造等重点领域关键核心技术攻关取得决定性突破。
一是支持科技领军企业深度参与国家重大科技项目及标准制定。推动企业牵头承担国家重点研发计划、科技重大专项等核心任务,在人工智能、量子信息等战略领域形成“企业主导攻关方向、整合创新资源”的机制;支持企业联合科研机构主导国际标准、国家标准制定,将技术优势转化为规则话语权。二是强化科技领军企业在基础研究领域的投入与布局。通过税收优惠、专项补贴等政策引导企业加大基础研究投入占比,鼓励企业与高校共建基础研究实验室、前沿科学中心,聚焦新材料、生命科学等底层技术领域开展协同攻关,打通“基础研究—应用研究—产业转化”链条,筑牢创新发展的科学根基。三是构建以科技领军企业为核心的协同创新服务生态。整合政府、科研院所、金融机构资源,打造集技术研发、成果转化、知识产权运营、中试熟化于一体的专业化服务平台,为企业提供从技术攻关到产业化的全周期支撑;支持高新技术企业和科技型中小企业发展;建立政企常态化对接机制,通过开放应用场景、提供创新基金等方式,推动领军企业与产业链上下游中小企业形成“大带小、小撑大”的协同创新格局。
一是强化中央统筹协调。构建党中央统一领导下,中央教育、科技、人才工作的统筹协调机制;强化中央在全局性、战略性、关键性问题上的事权,加强人才管理的统筹协调。二是深化教育综合改革。探索构建与中国科技自立自强、经济高质量发展相适应的现代化基础教育体系、教育模式;实施科学教育,改革育人模式,推进英才教育;优先重点培养新兴和未来产业急需的技能型人才;深入推进“双一流”高校和国家交叉学科中心建设,支持地方政府自主灵活地发展具有本地特点的职业教育;重点办好一批高水平研究型大学;加快形成拔尖人才早发现、早培养机制,建立“偏才”“怪才”的发现和培养机制;鼓励社会力量依法创办新型研究型大学。三是深化人才培养、使用、评价机制改革。对国家急需的科技人才培养规模与结构进行科学研判、前瞻部署和统筹规划;制定鼓励民间资本资助优秀青年科技人才政策;推动企业和高校、科研院所之间形成人才良性互动;构建多元主体共同参与、协同实施“教育科技人才一体化发展”的评价治理体系;建立教育评价、人才评价和科技评价的基础数据和信息资料交互共享机制;鼓励“双一流”高校探索以“一体化发展”为导向的教育评价制度改革。
一是完善区域创新体系。协调好区域创新体系与国家创新体系的关系;统筹优化区域间战略科技力量布局;促进创新要素在区域内和区域间合理有序共享流动;通过融入全球创新网络构建高质量区域创新体系。二是完善科技金融体系。进一步强化顶层设计,加强政策统筹协调;建立健全促进创业投资发展的基本性制度;加强符合科技企业特点的多层次资本市场建设;加大银行系统创新,促进科技企业首贷比例和信贷规模大幅提升;构建国家重大科技项目多元化投入格局。三是完善科技伦理治理体系。促进科技创新、科技伦理与科技安全相统一;健全多方协同共治的科技伦理治理体制;推进科技伦理治理的制度规范建设;把科技伦理治理作为深度参与国际科技治理体系的重要内容。四是完善科技安全保障体系。重点加强网络、数据、人工智能、生物、极地、低空等新兴领域国家安全能力建设,完善数据分类分级保护、安全审查、跨境流动管理等制度,强化关键信息基础设施安全防护,完善科技安全风险监测预警和应急处置体系。
一是加强国际科技合作的顶层设计和战略布局。制定新形势下中国国际科技合作战略;充分发挥重大科技基础设施的国际科技合作平台功能;加强科技外交和“二轨外交”。二是加强与国际接轨的开放科研环境建设。完善科技资源流动制度建设与科技安全保障制度,加强识别人员交流与科技项目合作中的安全风险;完善企业开放创新的制度环境,稳步扩大技术创新领域规则、管理、标准等制度性开放;加强国际科技合作领域的税收、财政、金融等制度体系建设。三是加大人才对外开放力度。设立国际顶尖人才计划和国际学术组织;大力支持在中国建设全球性的科学组织;把握全球人才交流窗口期,大力引进外籍及华裔人才。
